K. Barker TEnigineering/Construction ISSUE: Additional funding is necessary to continue claims administration for this project until June 30, 1980. BACKGROUND: The Construction Division is working on the claims studies and litigation support activities for Project 5A -I. Presently the Construction Division is processing approximately 500,000 documents, with another 500,000 documents expected in the future, for a total estimate of 1,000,000 documents. Expenditures have now exceeded the previous cumulative authorizations of $130,000. Therefore, a supplemental authorization is required. DIV. Robert H. Hinkson, Manager Collection System Operations ISSUE: The cost of these training programs was included in this year's budget. BACKGROUND: About 3 years ago, one of our trucks with an AT -540 transmission went out --it cost 1100+ dollars and 2 weeks down time to get it repaired. I sent Ken Roan to the AT -540 school after that experience. We have had subsequent failures overhauled in house for less than one half that first cost and with about three days down time. We now have a MT -600 transmission in our ten -wheeler that I want our mechanics to be able to overhaul. While Ken Roan does most of the transmission work, we've concluded that giving Bud Blasingame this training will enable us to improve our performance and provide "back-up" when Ken is not available. RECOMMENDATION: Authorize $300.00 for Ken Roan and Bud Blasingame to attend a 5 day transmission overhaul program at Williams & Lane, Inc. in Berkeley. Barker INITIATING DEPT./DIV. Engineering/Construction ISSUE: It would be advantageous for District's Construction Division Manager Mr. K. Barker) to attend a two-day Construction Seminar in Pomona, CA and also to spend one day in San Luis Obispo with District Claims Consultant (Mr. D. Kahn). BACKGROUND: District is currently involved in litigation with the Contractor for the Stage 5A, Phase I, Contract (Peterson -Simpson). The Construction Seminar in Pomona, CA is being presented by Kellogg West (a Peterson -Simpson Claims Consultant) and deals with Construction Cost estimating and bidding procedures which will assist District in its defense of the ongoing lawsuits. Also, consulta- tion with District Claims Consultant, Mr. D. Kahn, who is located in San Luis Obispo, is necessary at this time on the Peterson -Simpson vs. Central Contra Costa Sanitary District lawsuit. A copy of the Construction Seminar Program is attached. RECOMMENDATION: Authorize $375 in registration fees plus expenses for K. Barker to attend a two-day Construction Seminar on February 5 and 6, 1980, and authorize expenses for a visit with District Claims Consultant in San Luis Obispo. DOLAN DATE POSITION PAPER General Manager -Chief Engineer December 19, 1979 SUBJECT AUTHORIZE PAYMENT OF FILING, REGISTRATION AND RENEWAL TYPE OF ACTION FEES FOR DISTRICT INSPECTORS AT AN ESTIMATED COST OF AUTHORIZE PAYMENT $884 FOR THE FIRST YEAR OF FEES SUBMITTED BY INITIATING DEPT.!DIV. Jay McCoy Engineering/Collection System ISSUE: The "registered Construction Inspectors Law" (copy of page 1 attached) ; requires all Construction Inspectors to be registered with the State of California, Department of Consumer Affairs. (see attached press release) BACKGROUND: Registration of Construction Inspectors began in 1975 at which l I time District Management requested William Ramsay, Supervising Construction Inspector, to take the examination and become registered with the District supporting his registration and fees Involved. Mr. Ramsay became registered in 1975 in the speciality titled pipeline. The new law places an unanticipated financial burden on the District's existing inspectors and it is requested the District pay for their filing, registration and renewal fees. There are thirteen unregistered inspectors employed by the District. The filing fee is $40 each ($520 total), registration fee is $28 each ($364 total) and renewal fee is $40 each ($520 total for the first renewal). The filing and registration fees are one time charges. The District would reimburse the employee for the filing fee when the employee successfully passes the required examination. Renewal fees are due at two-year intervals. The District would pay registration and renewal fees. Similar payments are made b the District for Y personnel in Plant and Collection System Operations for Certification fees. l The Registration of future construction inspectors to be employed by the District can be one of the job requirements prior to hire with the future employee being responsible for payment of filing and registration fees. RECOMMENDATION: Authorize payment of filing, registration and renewal fees for District inspectors at an estimated cost of $884 for the first year. McCoy En ineerin /Collection System ISSUE: The proposed 10 feet in width sewer easement along the southern boundary of Parcel "A", Subdivision 4768 is located within a portion of an existing County drainage easement. BACKGROUND: This sewer system was originally installed as a private system. The developers have brought it up to our standards and proper easements have been granted. Before the system is accepted by the District for maintenance, it is necessary to enter into the subject agreement. According to the terms of the "Agreement", the County cannot require the District to move or remove the existing sewer main. RECOMMENDATION: Approval. McCoy INITIATING DEPT.: DIV. Engineering/Collection System ISSUE: MWM has prepared a summary and recommendations concerning the new office site (see attachment). BACKGROUND: The Board previously commissioned MWM to determine a program for space requirements for the new office building. Space needs for Walnut Creek and treatment plant personnel have been identified. It is now necessary to determine a location for the office so that MWM can proceed with final programming. Once the programming is completed and the formal contract for design services is executed, MWM can begin schematic design eventually leading to contract documents. RECOMMENDATION: Approve the area near the treatment plant administration wing as the site for the new office and request Mackinlay, Winnacker, McNeil to submit a proposal for final programming.
