SUBJECT: EXTENSION OF THE EXISTING AGREEMENT WITH CERCO FOR ONE YEAR
INCORPORATING A NEW FEE SCHEDULE
Issue: The agreement that Corrosion Engineering and Research Company (CERCO)
has with the Sanitary District has expired, September 18, 1979, but their
services will be required for another one-year period to continue with the
presently scheduled work of correcting the deficiencies that now exist in
the District's cathodic protection systems.
Background: CERCO's initial agreement with the District was first approved
by the Board on September 18, 1975. The agreement has been extended yearly
since that time due to the continued need for their expertise in the field
of corrosion engineering. Copy of existing agreement and new fee schedule
are attached,
Recommendation: Extend the existing agreement with CERCO for one year,
incorporating a new fee schedule.

MEMORANDUM TO: HONORABLE MEMBERS OF THE BOARD OF DIRECTORS

SUBJECT: AUTHORIZATION FOR $15,000 FOR DESIGN OF CONSTRUCTION
DIVISION OFFICE BY MACKINLEY, WINNACKER, McNEIL
ISSUE: Five thousand square feet of office space is required for the
Construction Division.
BACKGROUND: The Construction Division is responsible for District's
Construction Contract Administration, Claims Studies, and Litigation
Support Activities for several major lawsuits.
Office space is required for construction management personnel
for the 5A -I completion work and the 5B -I expansion project. Also,
office space is required for personnel working upon the claims studies
and litigation support activities and for the processing and storage
of related documents. One lawsuit (Peterson -Simpson vs. Central Contra
Costa Sanitary District) encompasses well over 1,000,000 documents.
It is estimated that the cost of the office building will be
approximately $250,000. Although presently not approved, there is a
possibility that the cost of the entire office building will become
grant fundable, and Staff is presently working on this funding issue
with the Environmental Protection Agency and the State Water Resources
Control Board.
MWM's design work will consist of site selection (at the Treatment
Plant), schematic layouts, and final design drawings for the Construction
Division office building.
RECOMMENDATION: Authorization of $15,000 for MWM to design the Construction
Division Office which will be located at the Treatment Plant.

MEMORANDUM FOR: THE HONORABLE MEMBERS OF THE BOARD OF DIRECTORS
VIA: Roger J. Dolan, General Manager -Chief Engineer
SUBJECT: EMERGENCY REPAIRS AND RECONSTRUCTION RESULTING FROM
BOILER ROOM EXPLOSION AT TREATMENT PLANT ON
SEPTEMBER 25, 1979 AND AUTHORIZATION OF $250,000
FROM THE SEWER CONSTRUCTION FUND
ISSUE: A separate report will be furnished on the known extent of repair
and reconstruction and emergency operation work and costs due to this
incident.
It is necessary to fund emergency work immediately and until final
reconstruction plans and estimates can be prepared. The risk retention
amount is included in this request.
RECOMMENDATION: Adopt a resolution declaring an emergency situation for
e repair and reconstruction of the boiler room and steam system and
other damaged units at the Treatment Plant and authorize $250,000 from
the Sewer Construction Fund.
