Dolan, General Manager -Chief Engineer SUBJECT: AUTHORIZATION FOR $15,000 FOR DESIGN OF CONSTRUCTION DIVISION OFFICE BY MACKINLEY, WINNACKER, McNEIL ISSUE: Five thousand square feet of office space is required for the Construction Division. BACKGROUND: The Construction Division is responsible for District's Construction Contract Administration, Claims Studies, and Litigation Support Activities for several major lawsuits. Office space is required for construction management personnel for the 5A -I completion work and the 5B -I expansion project. Also, office space is required for personnel working upon the claims studies and litigation support activities and for the processing and storage of related documents. One lawsuit (Peterson -Simpson vs. Central Contra Costa Sanitary District) encompasses well over 1,000,000 documents. It is estimated that the cost of the office building will be approximately $250,000. Although presently not approved, there is a possibility that the cost of the entire office building will become grant fundable, and Staff is presently working on this funding issue with the Environmental Protection Agency and the State Water Resources Control Board. MWM's design work will consist of site selection (at the Treatment Plant), schematic layouts, and final design drawings for the Construction Division office building. RECOMMENDATION: Authorization of $15,000 for MWM to design the Construction Division Office which will be located at the Treatment Plant. Respectfully submitted, — Z. a K.
