SUBJECT: AUTHORIZATION OF $42,000 FROM THE SEWER CONSTRUCTION
FUND FOR THE MAJOR OVERHAUL OF PRIMARY INFLUENT
ENGINE NO. 4 AT THE WATER POLLUTION CONTROL/RECLAMATION
PLANT AND AUTHORIZE AWARD OF CONTRACT FOR THE WORK
Issue: The Treatment Plant requires a minimum of three reliable
influent pump units during wet weather flow.
Background: The final design for the Treatment Plant Facility indicates
that there will be two electric and two engine powered influent pump
units. In order to conform with the final design, the District had
planned to undertake a major overhaul of one of the engines during the
1980--81 fiscal year. Recently the plant personnel experienced mechanical
difficulties with the standby engine driven unit which indicate that
its reliability is severely limited. In order to ensure proper re-
liability for wet weather flow, it will be necessary to perform the
major engine overhaul this fiscal year on the other standby unit. This
would result in the Treatment Plant having two reliable engine driven
units and one reliable electric unit for the upcoming winter.
Recently the District advertised and solicited formal bids from
industry to perform this major overhaul. The low bid was submitted by
the King -Knight Company and approved representative for the Waukesha
engines for $39,906 for the defined scope of work. Hourly rates were
included with the bid for any unforeseen work that might occur during
repairs. The bid has been reviewed by District personnel and appears
to be reasonable.
Recommendation: Authorization of $42,000 from the sewer construction
account for the major overhaul of the primary influent engine motor
No. 4, and authorize award of contract for the work.

Issue: The Treatment Plant has experienced cooling problems for the surface
air cpressors due to excessive buildup of lime scale.
Background: The service air compressors presently utilize the lime -treated
effluent as a flow-through cooling system within the water jackets of the
equipment. Recently the Plant has experienced difficulties indicating that
there is excessive buildup of scale within these units. Various alternatives
were reviewed, and the recommended soluticn consists of a closed loop water
system for the service air compressors. A heat exchanger will be in this
cooling loop utilizing plant -processed water.
Reeonnendation: Authorization of $2,200 for the purchase of pumps, heat
exchanger, and tanks necessary for closed loop heating system for the service
air compressors.

UNDER ASSESSMENT DISTRICT NO. 1979-5 AND AUTHORIZE EXECUTION OF
AGREEMENT
ISSUE: The Bond Counsel for the above -referenced assessment district has
forwarded an agreement for approval by the District.
BACKGROUND: County Assessment District 1979-5 is located near the southeast
corner of Crow Canyon Road and Interstate 68O. The area is being developed
into a commercial complex and the installation of public sewers is included
in the work. It is necessary to enter into this agreement pursuant to the
provisions of Sections 10109-10111, inclusive of The Municipal Improvement
Act of 1913.
RECOMMENDATION: Approve agreement with Contra Costa County for installation
of sewers under Assessment District No. 1979-5 and authorize execution of
agreement.

SUBJECT: C.P.R. TRAINING 4
Recently it came to the attention of the Employees Associa-
tion that the District now has in-house capability of C.P.R.
(cardio -pulmonary resuscitation) training through Carlton Webb,
Safety Officer, at the Plant. However, the District is lacking
a "re-susci baby", which is required for certification of
employees.
We, the Employees Association, felt that our responsibility
to the public and fellow employees goes further than just C.P.R.
capability for adults and, therefore, we have, through Mr. Webb,
ordered a re-susci baby to complement the District's "re-susci-
Anne", and are making it available to the District and other
groups through Mr. Webb for C.P.R. training.
It is our hope that all District employees will be able to
take advantage of this life-saving training and certification
program and that the District takes the initiative to provide
time and space for this training.

SUBJECT: DEFERRED COMPENSATION ADVISORY COMMITTEE REPORT
The Deferred Compensation Plan for the Central Contra Costa Sanitary
District employees has completed approximately one and one-half years in
association with the Hartford Variable Life Insurance Company. The following
is a brief summation of the first year:
$310,664.00 accumulated over a three-year period on behalf of 170 employees
was deposited with the Harford Co. in January 1978. This amount increased by
$165,275.00 in District contributions and $161,337.00 in contributions by 203
employees by December 31, 1978. The total, therefore, of all invested funds as
of December 31, 1978 was $637,476.00. All participating employees are required
to "voluntarily" contribute $5.00 per month, yet 69% (140) were exceeding that
minimum by an average $85.00 per month each.
On November 7, 1978, the Revenue Act of 1978 was signed into law. This
new law includes a section covering Public Employee Deferred Compensation
Plans. The significant features are:
1) Effective 1-1-79, the amount of contribution was limited to the
lesser of $7500. or 33-1/3% of includible compensation (equal
to 25% of gross pay).
2) A "catch-up" provision allows employees to contribute up to a
maximum of $15,000 per year during the last three years of
employment.
3) The legislation allows for open enrollments on a month to
month basis.
4) It was also possible to do away with the irrevocable election form,
and that has been replaced by an amended form, allowing a change in
the employees election for withdrawal of funds within 60 days of
termination.
Recommendations will be made in the future for modifications to the District
plan to conform to the new act.
Performances of the two speculative accounts (stocks and bonds) available
for investment have been mixed due to the current market conditions. The
fixed account (71%) remains as the other alternative.

SUBJECT: AUTHORIZATION OF $192,500 FROM SEWER CONSTRUCTION FUNDS FOR
DESIGN AND CONSTRUCTION OF THE DECHLORINATION FACILITY
IMPROVEMENTS PROJECT, DSP 3272
ISSUE: Authorization is required to expend sewer construction funds for
design and construction of the Dechlorination Facility Improvements Project,
DSP 3272.
BACKGROUND: The Board authorized the General Manager -Chief Engineer to
contract with John Carolio Engineers for the design of the Dechlorination
Facility improvements Project at the meeting on June 14, 1979. That design
is nearing completion.
In the meantime, the District staff approached the State Water Resources
Control Board, and it appears that this work will be grant funded; however,
no determination of eligibility has been made at this time.
Included in this authorization would be an amendment to the John Carollo
Engineers' contract to modify the pians and specifications to meet Clean
Water Grant program requirements. The not -to -exceed cost of this amendment
would be $3,200. This cost is included in the attached estimate.
It has been estimated that the cost for the Central Contra Costa Sanitary
District's share for engineering and construction of the dechlorination
system will be approximately $75,000.
RECOMMENDATION: Authorize the expenditure of $192,500 from sewer construction
unds for the Dechlorination Facility Improvements Project, DSP 3272, and
authorize staff to apply for and process grant funding for this project.

SUBJECT: REJECT ALL BIDS ON DISTRICT SEWERING PROJECT 290AR, DIABLO ROAD
REPAIR AND AUTHORIZE $8,200.00 FOR COMPLETION OF THE ORIGINAL
PROJECT (DSP 2904)
ISSUE: A settlement has been reached with Dalton Construction Company to
repair the failures on Diablo Road. It will not be necessary to engage
another contractor to do the repair work.
BACKGROUND: Bids were received on September 5 for repairing the trench
failures (see attached summary). The $28,575 low bid was considered
extremely high. A meeting was held with Mr. Rutan of Dalton Construction
and the following settlement was negotiated.
1. Dalton will do the repair work on areas that have failed (4001,50 feet of
trench) in accordance with specifications developed by the District.
2. District will pay Dalton for the work based on State of California labor
and equipment rates with no added percentage for overhead and profit up
to a maximum of $7,600.
3. In addition to the $7,600 for labor and equipment, the District will pay
for all of the aggregate base rock which will be used (estimated delivered
cost = $2100). The final amount to be used will be determined in the field.
4. Upon satisfactory completion of the repair work, the District will release
to Dalton the $3,000 which was withheld from the original contract.
5. The District will direct the performance of the work.
6. The District will release Dalton from further obligation to maintain the
project after Dalton successfully completes the repairs on the existing
failures.
It is anticipated that the above settlement will be economically favorable to
the District by avoiding the employing of another contractor and possibly
litigation expenses.
In our discussion with Mr. Rutan, he pointed out that his firm has made
repairs on the project (in one case twice in the same area) and that further
work would be beyond the scope of the contract. He also raised the issues
of the lack of compaction tests in the problem area, the inspection by
District and County forces including acceptance of the work, and the suitability
of native materials as backfill per the original specification. The decision
to settle was based on the fact that the District has some exposure with
respect to the issues raised.

There is approximately $11,300.00 in funds remaining in the project account.
It is estimated that it will cost $19,500 to complete the repair work
including a slurry seal next year (see attached estimate). An authorization
of $8,200.00 is necessary to finish all work on the project.
RECOMMENDATION: Reject all bids on District Sewering Project 2904R, Diablo
Road Repair and authorize $8,200.00 for completion of the original project.

from three separate co�anies. Tile bid was also formally advertised. There

$12,762.15, and the other from Buehrer, Inc. for $.13,976.52. Analysis reveals
that the Perin Cmpany was nonresponsive to various technical portions of the
bid in the following areas: load capacity, battery charger amperage, rotor
horsepower, drive mechanism, speed requirements, cargo box, and 1 -Am -per with
bumper guards. Se-leral of these technical details are absclutely essential,
