SUBJECT: AUTHORIZE $135.00 FOR PAT DANNA TO ATTEND A SEMINAR ON DESIGNING
OF FORMS IN SAN FRANCISCO ON SEPTEMBER 14, 1979
ISSUE: This seminar will provide valuable information designed to lower
printing and processing costs of forms.
BACKGROUND: Pat Danna designs all forms used at the District. Her design
work involves taking an idea or sketch and turning it into a final product.
The seminar program as shown on the attachment contains a great deal of
pertinent information directly related to the work that Pat does. The seminar
content will provide up-to-date information which can be used to streamline
current work practices.
RECOMMENDATION: Authorize $135.00 for Pat Danna to attend a seminar on
designing of forms in San Francisco on September 14, 1979.

Marvin Jacobs is the president of Formsman Inc., a forms design
and typesetting corporation serving more than 200 accounts
nationwide. He is also a forms and typesetting author and lecturer.
Mr. Jacobs has conducted more than 7.00 seminars
which have been attended by more than 4,000 participants.
He is a frequent speaker at graphic arts meetings conducted by
associations such as The Fusiness Forms Management Associa-
tion, The In -Plant Printing Management Association and The
National Composition Association.
He is also the author of two typesetting books, a forms
design book and numerous articles in trade journals.

SUBJECT: APPROPRIATION OF SEWER CONSTRUCTION FUNDS TO COMPLETE CHLORINATION
SYSTEM PROJECT
Issue: It has been recommended by District counsel that the Chlorination
Project be considered as an emergency project and that emergency funding be
appropriated from Sewer Construction Funds to complete the work as soon as
possible.
Background: The preliminary total cost for completing the Chlorination Project is
estimated at $73,100, which includes construction and engineering costs as follows:
1. Construction Costs
New chemical air pad System and Appurtenances $29,300
Chlorine piping modifications 13,400
Install two new evaporators 19,300
Subtotal $62,000
2. Engineering Costs
Engineering to Date $ 5,050
Estimated engineering required to complete work 2,750
Construction Management 3,300
Subtotal $11,100
Grand Total $73,100
The above work is recommended to provide a safer, more reliable system which
also retains the features of the existing design.
Recommendation: Adopt resolution declaring this project to be an emergency
project, and authorize the appropriation of sewer construction funds in the
amount of $73,100 to complete the Chlorination System Project.

SUBJECT: AUTHORIZATION NOT TO EXCEED $3,250 FOR SEWER AND WATER
LINES TO SERVICE ENGINEER DEPARTMENT TRAILERS
ISSUE:
Sewer and water service is required for the three Engineering
Department Trailers south of the Treatment Plant Administration
Building.
BACKGROUND:
Because of the lack of personnel office space at the Treatment
Plant the Engineering Department Manager, Special Projects, and the
Construction Section of the Construction Division have recently moved
into three trailers located south of the Treatment Plant Administration
Building. The Construction Division solicited quotes from the following
contractors:
Newell Downs
B & J Sewer Contractors
Barrett & Barrett
Don's Sewer Service
Baptista Septic Tanks & Sewer Service
Only Newell Downs submitted a quote for the work. The rest of the
contractors did not submit a quote because there are presently a lot of
larger sewer projects going in the District for which they are committed.
The Newell Down's quote for $2,955.00 is lower than our estimate for
$3,120.60 using Lee Saylor's current costs as a basis of the estimate.
The Newell Down's quote for $3,120.60 plus a ten percent contingence
equals the total for $3,250.00.
The cost of providing sewer and water service was included in the
budget for establishing services to temporary trailers.

SUBJECT: AWARD OF CONTRACT FOR D.S.P.3058-I (HOLDING BASIN
RENOVATION PROJECT)
BACKGROUND: Advertising for bids was authorized by the Board on August 2,
1979, and bids were received August 29, 1979. The low bidder (Winton Jones
Contractor, Inc.) has previously done work for the District and after present
investigation is considered by staff to be an acceptable contractor for the
project.
RECOMMENDATION: Award contract for D.S.P.3058-I to the low bidder, Winton
Jones Contractor, Inc. for the bid price of $182,145.00.
