SUBJECT: AUTHORIZATION OF $12,000 FOR THE PURCHASE OF A
XEROX COPY MACHINE 4500 WITH THE ADDITION OF A
XEROX AUDITRON
Issue: Presently the Plant Operations Department is renting a Xerox
copy machine, 4500, at a rate of $935 per month.
Background: Recently Xerox has made a plan available for purchasing
theI.r copy machines. The price of a Xerox 4500 machine is currently
$14,250. The Xerox Company would grant a 20 per cent credit on the
purchase of the present machine at the plant of $2,850. This would
result in a purchase price of approximately $11,400. A full service
5 -year maintenance agreement is available for $130 per month which
includes 5,160 copies. The present use rate is approximately 35,000
copies per month for a cost of an additional $146. The average
monthly cost to Xerox Company would then be about $276 for a District -
owned machine compared with the present average cost of $935. This
would result in a saving of approximately $659 per month. At this
rate, the purchase price of $11,400 would be paid off in approximately
18 months.
Several Departments and Divisions of the District are currently
using the Xerox copy machine located at the treatment plant. For
accounting purposes, the Xerox Auditron would be added to the package
which would meter each particular Division with the number of copies
that it has made during the month.
Recommendation: Authorization of $12,000 from the sewer construction
fund for the purchase of the present copy machine, 4500, with the
Auditron attachment added.

SUBJECT: AUTHORIZATION TO FILE NOTICE OF COMPLETION FOR DISTRICT
SEWERING PROJECT NO. 3203, THE INSTALLATION OF 134
L.F. OF 72" CMP CULVERT, UNDER STATE FRONTAGE ROAD
WITHIN DISTRICT TREATMENT PLANT.
ISSUE: The Project Contractor, Peter Cole Jensen, Inc., has satisfactorily
completed work and we are ready to file the Notice of Completion. The
total construction cost of the Project is $21,476.
RECOMMENDATION: Accept as complete and authorize the District General
Manager -Chief Engineer to file a Notice of Completion.

SUBJECT: AUTHORIZATION FOR THE PRESIDENT OF THE BOARD OF DIRECTORS
TO AWARD A CONTRACT FOR CONSTRUCTION OF THE HOLDING BASIN
RENOVATION PROJECT
ISSUE: Authorization is required for the President of the Board of
Directors to award a contract for construction of the Holding Basin
Renovation Project.
BACKGROUND: The sealed bids for the Holding Basin Renovation Project
will be opened on August 29, 1979. The next Board meeting is
scheduled for September 6, 1979.
Authorizing the President of the Board of Directors to award the
construction contract to the lowest bidder would allow the project to
proceed one week earlier, increasing the probability for completion
prior to the wet weather season.
This authorization would not include the right to waive
irregularities nor to award to anyone other than the lowest bidder.
RECOMMENDATION: Authorize the President of the Board of Directors
to award a contract to the lowest bidder on the Holding Basin Renovation
Project, provided there are no complications in the bidding procedure.

SUBJECT: ORDINANCE AMENDING CHAPTER 9 of the CODE TO INSERT
NEW REBATE FEES
ISSUE: The Board on August 2, 1979 approved the adjustment of rebate
fees to recognize inflation and depreciation affection July 1, 1979.
This Ordinance includes those adjustments in the Code.
BACKGROUND: The fees have been increased and rounded to the nearest
5.00 for inclusion in the Code. No other changes have been made.
RECOMMENDATION: Adopt Ordinance No. 141, An Ordinance Amending Chapter
of the Central Contra Costa Sanitary District Code.

SUBJECT: APPROVE PLANS AND PROJECT MANUAL AND AUTHORIZE ADVERTISING FOR
BIDS FOR DISTRICT PROJECT NO. 2904 R, DIABLO ROAD REPAIRS, DANVILLE
ISSUE: This project is necessary to repair trench work and roadway surface
restorations determined as unacceptable by the Contra Costa County Public
Works Department subsequent to installation of pipelines for District
Sewering Project No. 2904.
BACKGROUND: The subject roadway's (Diablo Road) maintenance is within the
jurisdictional purview of the county, and its condition, subsequent to work
performed therein by the District's pipeline Contractor, Dalton Construction
Company, has been rejected. Dalton Construction Co. has refused to make the
necessary repairs as identified and ordered and the Contractor's surety,
Insurance Company of North America, was informed and instructed June 1, 1979
to arrange to have the necessary repair work done by June 29, 1979. The
contractor's surety has advised the District that they (surety), "must allow"
(the contractor) "to make its own decisions in this regard." These preceding
events leave no alternative action for the District other than to cause the
repair work to be done and bring suit upon the bonds furnished under the
terms of the contract in lieu of any other satisfactory remedy.
A Notice of Completion for the pipeline project was filed January 5, 1979
and the repair work, to be effective under the one-year guarantee period
provided by the contract bonds, must be prosecuted prior to January 5, 1980
within the current construction season.
An amount of $3,000 is retained by the District from the $169,808.57 total
value of work completed by the contractor.
RECOMMENDATION: Approve plans and project manual and authorize advertising
for bids for District Project No. 2904 R, Diablo Road, Repairs, Danville.

SUBJECT: AUTHORIZE $35,000 FOR DESIGN, PREPARATION OF PLANS AND SPECIFI-
CATIONS AND ACQUISITION OF RIGHTS OF WAY FOR DSP 3263, W.S. 24
BYPASS, GRAYSON ROAD
BACKGROUND: The development of land along Reliez Valley Road formerly owned
by the Catholic Church, and classed as open space in previous sewer service
area studies, has created a deficient downstream sewer situation. The
property could have been included in either LID 36 or LID 42 and served, but
was protested out of these improvement districts by the Church on the basis
that it was permanently dedicated for cemetery purposes. When the church sold
a portion of the property, we advised the buyer -developer that capacity had
not been provided and that an equalization charge of $621 per lot to provide
that capacity would be made in addition to all other charges. The developers
of the 87 -unit Baywood Tract have deposited $57,027 equalization fees with the
District to be used for correcting downstream deficiencies. Future additional
connections, estimated at 400, will also contribute. The proposed project,
1100 feet of 8 -inch pipe, will bypass a portion of the watershed 24 flow to
watershed 23 system which has adequate capacity.
RECOMMENDATION: Authorize $35,000.00 for preparation of plans and specifi-
cations and acquisition of rights of way for DSP 3263.

SUBJECT: AUTHORIZE $20,000 FOR CORRECTION DEFICIENCIES OF THE CATHODIC
PROTECTION SYSTEM ON THE LID -50 MARTINEZ, M-2 & M-6 FORCE MAIN
PIPELINES
ISSUE: Implementation of Corrosion Engineering and Research Co.'s
recommendations of their report of March 29, 1979 in which they outlined the
deficiencies of the cathodic protection system of the subject pipeline.
BACKGROUND: Our consultant, Corrosion Engineering E Research Co., at our
request, submitted their suggestions for the order in which deficiencies of
the Cathodic Protection Systems should be corrected (letter attached). The
M-2 pipeline was given the highest priority. The corrective work will
require the services of a private contractor, plus assistance from our forces
and the purchase of small amounts of replacement materials. Below is an
estimate of the total cost of work for items 1 through 6 for Pipeline M-2,
and 1 & 2 for Pipeline M-6, as outlined in the consultant's letter: (see
attachment)

As the cost of work to be done by private contract is estimated to be less
than $5,000 for any one job, and considering the individual nature of each
job, no formal bids, but only informal quotations will be solicited from
individual contractors selected by staff. All of the work on the M-2
pipeline as outlined, may not be required,depending upon what point the
deficiencies can be effectively corrected. For budgeting purposes, we must
consider that all work will need to be done.
In addition to this work, defects exist on the M-6 pipeline which will require
correction, and after re-evaluation of the M-2 pipeline there may be more work
required there. At this point in time, we do not have enough information to
estimate the amount and cost of such work. After completion of repair work
currently being done on the M-6 pipeline's electrolysis test stations and
with the completion of the work discussed herein, testing can be done to

determine the balance of work required to fully restore the cathodic
protection systems.
RECOMMENDATION: Authorize $20,000 for the correction of the currently
identified deficiencies of the cathodic protection system on the LID -50,
Martinez, M-2 & M-6 force main pipelines.

SUBJECT: CONSIDERATION OF "INITIAL STUDY" AND "ENVIRONMENTAL IMPACT ASSESSMENT"
FOR DISTRICT ANNEXATION N0. 64
ISSUE: Pursuant to our Ordinance No. 131 adopting guidelines implementing the
California Environmental Quality Act as promulgated by the California Secretary
for Resources, it is necessary to consider the environmental affects of District
Annexation No. 64 prior to approval.
BACKGROUND: Staff has determined the subject annexation is a discretionary
project within the scope of CEQA and District guidelines and the District is
the lead agency for this project and has further: (1) evaluated the facts in
an "Initial Study" (prepared and attached hereto); and (2) determined that the
project will not have a significant affect on the environment; and (3) has
prepared a "Proposed Negative Declaration" and "Notice of Intent to Issue
Negative Declaration" therefor. Said Proposed Negative Declaration, together
with the Initial Study is to be posted at the District's general offices for
public inspection and said Notice of Intent to Issue Negative Declaration is
to be published once in a newspaper of general circulation within project area.
Provisions in the Notice (see attached),advise the public of the District's
intent and prescribed period for review and comments, any of which comments will
be brought before the Board prior to finalizing a Negative Declaration.
RECOMMENDATION: Review attachments and direct staff to cause public notification
of "Notice of Intent to Issue Negative Declaration" for District Annexation No.
64 and establish a 10 -day period for review and comments thereon after the date
of posting the Proposed Negative Declaration and Initial Study.

SUBJECT: Authorization for Clark L. Weddle to attend the
Water Pollution Control Association 52nd
Annual Conference (Estimated cost $850)
Issue: The 52nd annual Water Pollution Control Association conference
will be held on October 7-12, 1979 in Houston, Texas.
Background: The annual conference will bring together over 8,000 regi-
strants representing all facets of wastewater treatment and reclamation
including the nation's largest water pollution control exhibit of equipment.
The 52nd annual conference will consist of 45 technical sessions relating
to the wastewater field. There will also be two general sessions discussing
national water pollution issues.
The Sanitary District has also been requested to present a paper on the
treatment plant computer system and participate in a users panel discussion
on management of computer systems.
Recommendation: Authorization of registration, travel, and expenses for
Clark L. Weddle to attend the 52nd Water Pollution Control Association
conference on October 7-12, 1979 in Houston, Texas. (Estimated cost $850)

SUBJECT: AUTHORIZATION FOR W£NDLE WHIPPLE, SUPERVISING SURVEYOR, TO ATTEND
THE AMERICAN CONGRESS ON SURVEYING AND MAPPING CONFERENCE, OCTOBER
4-6, 1979 1N MONTEREY AT A COST OF $30 FOR REGISTRATION PLUS ACTUAL
EXPENSES
Issue: The District's small survey division is continually able to provide
a high quality and quantity of surveying by taking advantage of neva technology
and survey methods presented at survey conferences and workshops, specifically
when the subject matter is directly applicable to current District needs.
BACKGROUND: An improved knowledge of subjects covered in the above -referenced
conference will have a direct effect on work by the District Survey Division
(see attached program outline). ESTIMATIONS OF SURVEY COSTS for the District
are made by our Supervising Surveyor; MAPPING & INFORMATION SYSTEMS for the
District are under a continual upgrading and improvement process; PHOTOGRAM-
METRY is a tool on which we need more information to decrease our survey and
design costs; the state and county regulations governing filing of PARCEL MAPS
have been radically changed and none of our personnel are current in these
regulations; also, we have a very concerned interest in the type of SURVEYORS
our schools are turning out in that these students will be handling the
surveying for the District just a few years from now. These are subjects
presented at this conference.
The total estimated cost is $235.00. This conference was included in the
Engineering budgeted funds for this fiscal year. Wendle Whipple is a member
of ACSM and a delegate to this conference.
RECOMMENDATION: Authorize payment of $30 for registration, plus actual
expenses for meals, lodging and mileage for attendance of Wendle Whipple,
Supervising Surveyor, at the annual Congress on Surveying and Mapping conference
at Monterey, October 4-6, 1979.

SUBJECT: EXTENSION OF TEMPORARY APPOINTMENT OF ORRIN LAWSON, TO
THE POSITION OF SHIFT SUPERVISOR, R -71C, $2056, EFFECTIVE
AUGUST 10, 1979
Issue: The Plant Operations Department has an open position which requires
filling.
Background: On May 10, 1979, Orrin Lawson was temporarily appointed to the
position of Shift Supervisor, R -71C to fill the vacancy left when Louis Swain
retired. Examinations have not yet been completed for the position of Shift
Supervisor.
Recommendation: In accordance with Section 4-416 of the District code, it is
requested that Orrin Lawson be granted an extension of his temporary appoint-
ment to Shift Supervisor, R -71C, effective August 10, 1979, until the authorized
position can be filled by examination, or ninety days, whichever occurs first.
