SUBJECT: TUITION REIMBURSEMENT FOR EMPLOYEES
ISSUE: Tuition reimbursement for job oriented classes has been a long-standing
practice of the District, but was inadequately defined.
BACKGROUND: With the large increase in employees over the past two years,
tuition reimbursement requests have increased in number and variety. Management
discussions on this subject lead to the conclusion that the policy should be spelled out
in a statement adopted by the Board of Directors indicating eligibility limits.
The Policy and Procedure being submitted is a definition of existing practices and
has been reviewed by the Employees' Association.
RECOMMENDATION. Adopt Policy and Procedure for "Reimbursement of Certain
Tuition Costs incurred by Employees" as submitted.

SUBJECT: CLAIM OF JOHN FORD, 1201 TEMPLE DRIVE, PACHECO FOR
$632.59 IN PROPERTY DAMAGE.
ISSUE: The sewer main serving the Ford residence plugged causing an
overflow in 2 bathrooms that flowed into the Ford's hall and living
room.
BACKGROUND: This claim consists of $531.59 in carpet replacement,
$85.00 in personal property loss and $16.00 in rental equipment.
Because of the age and condition of the carpet, I do not feel that
the District should pay the entire cost of the new replacement. We
are offering the Ford's $250.00 for the carpet and the $101.00 in
personal property loss.
RECOMMENDATION: Authorize payment of $351.00 of this claim.

SUBJECT: AUTHORIZATION NOT TO EXCEED $5,000 FOR THE PURCHASE OF
ADDITIONAL OFFICE EQUIPMENT
ISSUE: Additional office equipment is required to expeditiously handle the
correspondence, reports, studies, schedules, etc., prepared by the Construction
Division. A list of the requested additional office equipment is attached.
BACKGROUND: The Construction Division handles all paperwork for the following
assignments: 5A -I Project, 5A -II Project, 5B -I Project, 5A -I Lawsuit, 5A -II
Lawsuit. This equipment will also be available to others (consultants, etc.)
who work on these projects for the District. More than 100 letters and
memoranda are presently being written each week by the Construction Division,
and the volume of reports and correspondence is growing. Due to the nature of
the work of the Construction Division, material must be produced in a timely
manner; and valuable time and money can be saved by the purchase of equipment
for the expeditious preparation of reports, studies, schedules, and correspon-
dence.
RECOMMENDATION: Authorization not to exceed $5,000 to purchase additional
office equipment for the Construction Division.

SUBJECT: REVISION OF W.S. 44 (CLYDE, NORTH CONCORD, NAVY BASE)
WATERSHED TRUNK CHARGE
ISSUE: This is the first of a series of watersheds being reviewed to
update charges to meet changing economic and development conditions.
This area was given high priority due to pending commercial developments.
BACKGROUND: Watershed 44 trunk facility consists of a 39" pipe along
Highway 4 easterly of the treatment plant to Loe Lane, and smaller diameter
pipes over the hill to Bates Avenue, the Navy base and Clyde. The trunk
system includes three pumping stations.
This watershed was initiated in 1964 to improve service to the City
of Concord and the Mt. Diablo Creek Watershed. The City connected to it
in 1965, and it was extended to the Navy base in 1967 and to Clyde in
1972. The present charge is $300 per residential unit and $600 per acre
for non-residential uses.
The financing plan and the service area have both changed substantially
in recent years, necessitating an increase in the watershed trunk change.
System enlargement is being planned for an industrial park at the cost of
the developer. We are requiring facilities which will eventually improve
our pumping situation.
Attached is a map showing the present service area from which watershed
trunk charges will be collected. The north section of the City of Concord
and the Navy base also use the facility, but under their contracts will
make no further capital investment in the system. Also attached are calcu-
lation sheets showing the derivation of the proposed watershed trunk charge.
We expect very few future residential units to be built in the service
area, but some changes in zoning could occur around Clyde.
RECOMMENDATION: Establish the new watershed trunk charge at $2,500 per
acre for non-residential uses, and $800 per living unit for residential
use in Watershed 44.

SUBJBC`i': STARTUP OF THE GC MODEL, 3920B FOR PESTICIDES .ANALYSES
Issue: The Water Pollution Control/Reclamation Plant was provided one GC
Model 3920B analyzer under the Peterson -Simpson contract for laboratory
use.
Background: The laboratory is completing startup of the equipment pro -
vied -under the plant expansion contract. We find that the specifications
failed to include accessories necessary to perform pesticide analyses
which is a required test for our NPDES monitoring. This has been con-
firmed by the instrumentation supplier, Perkin-Elmer.
Recmwendation: Authorization of $650 from the 1978-79 budget allocation
to pur ase accessories necessary to perform pesticide analyses.

SUBJECT: REQUEST AUTHORIZATION OF $300.00 FROM SEWER CONSTRUCTION
FOR THE PURCHASE OF A MICRO-FISCHE READER
ISSUE: We have a demonstrator micro-fische reader mounted in our
CCTV inspection unit that we wish to purchase.
BACKGROUND: It has been determined that micro-fische readers are
practical and efficient to use in the field by maintenance crews. Our
television crew, in their enthusiasm, inadvertently installed a demon-
strator unit in the TV truck. It would take considerable effort to
remove it after a considerable effort installing it. We are budgeting
for several readers in the fiscal 1979-1980 budget including one for
this truck. Purchasing the micro-fische reader now will save some
time and effort and give us several months early use of equipment we
want to purchase in the near future.
RECOMMENDATION: Authorize $300.00 from sewer construction for the
purchase of a micro-fische reader.

ISSUE: I planned to send Tony Granzotto to a course on attendance
control and Jim Coe to one on goal and objective setting, but neglected
to obtain authorization at the April 5th board meeting.
BACKGROUND: I feel these 2 courses offer training that will be of
immediate benefit to the Department and the District. Authorization
for Tony and Jim's attendance was approved by the General Manager -
Chief Engineer prior to their attendance.
RECOMMENDATION: Approve $90.00 spent for Tony Granzotto and Jim Coe's
attendance at I.M.D.I. courses April 17th and 18th.

CCTV SYSTEM SURPLUS AND TO SOLICIT BIDS FOR ITS SALE
ISSUE: We have some components of our Jaki CCTV system that are no
longer of use to the Collection System Operations Department.
BACKGROUND: We replaced this system in 1975 and have no further use
for the remains. Sanitation District #4 in Campbell is trying to
activate a Jaki system and has expressed an interest in purchasing
what we have left. I propose to set a minimum bid of $250.00, and
the purchase will be on an as is basis.
RECOMMENDATION: Declare Jaki CCTV components surplus and authorize
its sale.

SUBJECT: LETTER TO CONGRESS ON CLEAN WATER ACT APPROPRIA-
TIONS
ISSUE: The Carter administration and certain groups within the Congress are
proposing substantial reductions in Clean Water Act appropriations.
BACKGROUND: Both the Division of Water Quality of the State of California and
the Association of Metropolitan Sewerage Agencies have monitored and discerned a
strong trend within Congress to further reduce Federal appropriations for the Clean
Water Act program. They have communicated the impact of such reductions on the
agencies such as Central Contra Costa Sanitary District which could be directly
affected by such action, and suggested that we contact our senators and representa-
tives and advise them of our position.
RECOMMENDATION: Authorize the President of the Board to sign and send the
attached letter to Senators Hayakawa and Cranston, and Representatives Miller &
Dellums.

SUBJECT: PURCHASE OF FILE CABINET
ISSUE: The Accounting, Department requires a lockable 4 -drawer legal size
metal file cabinet to store ledgers, journals and general accounting records.
BACKGROUND: Accounting documents and records which are considered sensitive
such as supplies of unused warrants, payroll records and ledgers should be
stored in a locked cabinet. A second file cabinet is needed to accommodate
the secure storage of these records.
RECOMMENDATION: Authorize purchase of a 4 -drawer metal file cabinet at a
cost of $156

SUBJECT: DISCUSSION OF ENVIRONMENTAL QUALITY CHARGE REBATE FOR
THE 1979-80 FISCAL YEAR
ISSUE: The increase in the EQC rate necessary to meet Federal requirements
CFR 40-35.929-2 (b) (2), which state that the charges for users shall
generate sufficient revenue to pay the total operation and maintenance
costs of the system, is more of a policy issue this year than a rate
determination by budget process.
BACKGROUND: The current financial plan indicates that to reach a fiscal
year balance, we need to raise about $2,000,000 more in 1979-80 EQC charges
than in the current fiscal year, and that the base rate would be $96.00 per
unit as compared to the present $78.00. With careful budgeting, some carry
over of 78-79 RE funds, and a return of 2revious transfers from Running
Expense to Sewer Construction Fund, we can reduce the need for an increase
in EQC. The constraints of Proposition 13 and the Presidential Wage & Price
guidelines may, in any event, limit the amount of any EQC increase.
Attached is a tabulation of EQC factors and projections as related to 0 & M
budgets.
RECOMMENDATION: Schedule an early decision on the EQC rate for 1979-80 to
permit staff to set a hearing date and to begin billing work.

SUBJECT: AUTHORIZE $8,100 FOR THE ARCHITECT'S ANALYSIS OF MOVING
ADMINISTRATION AND ENGINEERING OFFICES TO THE TREATMENT PLANT
ISSUE: The Board has directed Mackinlay, Winnacker, McNeil to prepare a
proposal to investigate the feasibility of moving offices to the treatment
plant.
BACKGROUND: Bob Wood, Project Architect, has reviewed with staff the
concept of moving Administration and all or part of Engineering. He has
viewed the existing offices at the plant and the surrounding area. The
attached proposal has been submitted for consideration. The $8,100 cost
is reasonable for the scope of work outlined.
RECOMMENDATION: Authorize $8,100 for the Architect's analysis of moving
Administration and Engineering offices to the treatment plant.

ISSUE: The property owners desire to maintain a condominium conversion unit
which was constructed several years ago as apartments over a portion of an
existing District sewer easement and pipeline.
BACKGROUND: The above mentioned condominium unit encroaches about 5 feet into
said District easement. The District sewer main was constructed outside of
the easement by as much as 15 feet at its northern terminus.
The property owners have agreed to grant an easement in the location of the
existing main. They will also grant an easement for a new main in an area
clear of improvements (replacement easement).
The agreement contains language to the effect that the District will quitclaim
the unused portion of the existing easement and the easement for the present
location and relocate the sewer main into the replacement easement, at District
expense if relocation becomes necessary in the future.
RECOMMENDATION: Approval, execute agreement and authorize its recording.

SUBJECT: AUTHORIZE SOLICITATION FOR BIDS FOR THE PREPURCHASE OF PIPE
FOR THE OUTFALL REPAIR, DISTRICT SEWERING PROJECT 3170
ISSUE: In order to maintain the required schedule for the outfall repair,
it will be necessary for the District to purchase certain materials in
advance of securing the construction contract.
BACKGROUND: Pipe delivery will take 3 to 4 months from the time an order
is placed. The contract is scheduled to be let about mid-June. The
Regional Board has mandated that the project be complete by October 30,
1979.
There are three pipe suppliers that are capable of furnishing the required
pipe. The pipe cost is estimated at $250,000. We plan to request bids
from each of the three suppliers and report the results to the Board on
May 10, 1979. At that time we will request the authorization of funds
for the purchase of pipe.
RECOMMENDATION: Authorize solicitation for bids for prepurchase of pipe
for outfall repair, DSP 3170.
