SUBJECT: STATUS REPORT ON OFFICE SITE EVALUATION
TREATMENT PLANT SITE
Mackinlay, Winnacker and McNeil will have a proposal ready for the
April S Board Meeting. The scope of work for the proposal includes two
options. The first is the evaluation of the effects of moving the
Administration and Engineering offices to the Treatment Plant leaving
the Collection System Operations at Walnut Creek. The second is moving
Administration and part of Engineering to the Treatment Plant and
leaving the Permit Counter, Inspection, Plan Review, the Board Room and
Collection System Operations at Walnut Creek.
OAK PARK ELEMENTARY SITE
Mt. Diablo Unified School District's position with respect to the
abandonment of Oak Park School is not official yet. The official
position should be established by June. MDUSD's attorney has not yet
advised Ralph Lopez of the School District's legal position with respect
to granting CCCSD a right of first refusal. This site has been included
in the Pleasant Hill Redevelopment area. If we were to build there, we
would have to deal with the Redevelopment Agency. Pleasant Hill has
indicated that eventually Cleveland Road will be extended to Oak Park
Boulevard (see attached map). The possibility of a road cutting this
site makes it less desirable.
PLEASANT HILL CIVIC CENTER SITE (NEW)
Jim Alkire of the City of Pleasant Hill has indicated that the City
has 1.27 acres of land which is excess. It is located near our former
number one site off Taylor (see attached map). Jim said the City wants
to sell it to help finance their new police building which will be built
next to this site. Jim also said he is considering recommending to the
City Council that the City negotiate with CCCSD for the sale. Based on
recent experience, land around the site is selling for $3 to $4 per square
foot. This equals a price range from $166,000 to $222,000. The actual
price will be set from an appraisal the City will do.
I see nothing wrong with the site except it is smaller than the
ones we have looked at previously. With an 18,000 square foot, one
story building, there is still 37,000 square feet left for parking and
landscaping. I would like you to go by and look at the site between now

and April 5. If the consensus is favorable towards negotiating with
Pleasant Hill, formal action on April 5 by the Board authorizing the
negotiations will be appropriate.

SUBJECT: BID ACCEPTANCE FOR FURNISHING THREE REFRIGERATED
COMPOSITE SEWAGE SAMPLERS
ISSUE: The bid received on March 9, 1979, for furnishing three refrigerated composite
sewage samplers must be accepted by the Board and approval is required prior to the
issuance of a purchase order.
BACKGROUND: The Board approved the purchase of three composite sewage samplers
for installation at the treatment plant at the December 7, 1978 meeting at an
estimated cost of $12,000. A request for bids was published in the Contra Costa Times
on February 9 & 16, 1979.
Specifications and bidding sheets were sent to two prospective bidders. One bid
was received and opened on March 9, 1979, and the price was $9,840.00.
The bid has been reviewed. The bid is responsive to the specifications and the bid
price is reasonable.
RECOMMENDATION: Accept the bid from E. C. Cooley Company for furnishing three
refrigerated composite sewage samplers for $9,840.00 and approve the issuance of a
purchase order.

SUBJECT: RISK MANAGEMENT PROGRAM
ISSUE: The marketing of the Risk Management Program has been completed and broker
proposals have been received from Schroder Insurance Agency and Kaine & McAuliffe.
The following is an initial report on the marketing results.
BACKGROUND: The Board of Directors authorized the marketing of the Risk Manage-
ment Program by Schroder Insurance Agency, Kaine & McAuliffe and Kindler & Laucci.
Marketing results in the form of broker's proposals were submitted by Schroder
Insurance Agency and Kaine & McAuliffe. Kindler & Laucci declined submitting a
proposal after completing a substantial portion of their marketing effort out of
their concern that the marketplace not be unduly disturbed; although specific
markets were assigned to the respective brokers to negotiate in, the restricted
market for excess insurance levels made a degree of overlap unavoidable.
Representative insurance premiums produced by Schroder Insurance Agency and
Kaine & McAuliffe are summarized in the attached exhibit. The premiums for the
current coverages under the existing insurance program are also presented.
The insurance premiums developed by the two competing brokers are a general
indication of the results of their marketing effort. Because of differences in
the specific provisions of the policies being proposed, the premiums are not
directly comparable. Warren, McVeigh & Griffin have been commissioned to provide
an evaluation of both proposals for the purpose of defining significant points of
difference within the insurance policies, and to make an assessment of the relative
merits of the proposals in consideration of such variances.
RECOM1ENDATION: Approve the following course of action in completing the broker
selection process and implementing a Risk Management Program:
1. Warren, McVeigh & Griffin's evaluation and the broker's proposals will be
provided to the Board of Directors. Based on a review of the Warren,
McVeigh & Griffin evaluation of the broker proposals, the District staff
will recommend the broker to be appointed to implement the District's
Risk Management Program.
2. Presentation of the proposals by each broker to the Board of Directors may
be scheduled at alternate Board meetings. Selection of the broker to be
completed by May 15, 1979.
3. Implementation of the District's Risk Management Program will coincide
with the current policy year-end, July 1, 1979.
4. Authorize expenditure of $300 to $400 for Warren, McVeigh & Griffin's
evaluation of the broker's proposals.

SUBJECT: STATUS OF DRAFT EIR FOR LAKE ORINDA HIGHLANDS SEWER EXTENSION
(THIESSEN) AND SCHEDULE FOR REVIEW
A preliminary Draft EIR has been prepared by Steve Billington for the
Thiessen sewer extension. Copies of the preliminary Draft will be given to
the Board on March 15, 1979. A notice of preparation has been sent to
responsible public agencies (list attached). The agencies have 45 days
to respond to the notice. During the 45 days, Board Members and District
staff can review and comment on the preliminary Draft. All comments
received during this 45 -day period will be incorporated into the Draft EIR.
On the regular Board Meeting of May 3, 1979, the Draft EIR will be
presented to the Board. If the Board finds the Draft to be in order, it
will instruct staff to file a Notice of Completion. The Board shall also
establish a 30 -day time for review and set a date for a public hearing
(tentatively, June 7, 1979).

SUBJECT: SECONDARY WATERSHED TRUNKS - BALANCE SHEETS AND REBATE PAYMENTS
ISSUE: The financing of secondary watershed trunk sewers is a unique
and successful program developed during fourteen months of study by
management and adopted by this Board in 1959. It is integrated with the
rebate policies of the District and is reviewed annually on a calendar
year basis.
BACKGROUND: Since 1959 and the inception of this program, the District
and numerous private installers have constructed trunk sewers costing
$9,728,111.14. The District has recovered all of the funds it advanced
for construction and also credit for fees in the amount of $1,495,186.16.
Private installers have recovered 93% of the funds they advanced under
the rebate provisions of the Code.
After review of these accounts we propose to pay $31,441.45 in
rebates to four installers with balances due from jobs completed between
1961 and 1973. Payments will be made only from watershed accounts with
adequate surpluses where no future involvement of District funds is
anticipated.
RECOMMENDATION: Approve management proposal.

SUBJECT: AUTHORIZATION OF $2,000 FOR THE PURCHASE OF TWO
PORTABLE COMBUSTIBLE GAS AND OXYGEN ALARMS
Issue: The Plant Operations Department, Pump Station Division, requires
two portable combustible gas and oxygen alarms for the detection of
hazardous fumes.
Background_: The Plant Operations Department has one combustible gas and
oxygen alarm which is utilized for checking combined areas, prior to
personnel entering the area. This unit is the only unit available for
the treatment plant, pump stations north and pump stations west.
It has become apparent that the needs of these three areas have
increased to where one unit cannot be effectively utilized.
In order to make combustible gas and oxygen alarm units available
for each area when needed and reduce lost travel time in picking up the
one available unit, it is proposed to purchase two more of these units.
This will provide one unit for each area of need.
Recommendation: Authorization of $2,000 for the purchase of two portable
com ust a gas and oxygen alarm units.

Application
The MSA8 Portable Combustible Gas
and Oxygen Alarm, Model 260, is a dual-
purpose instrument designed to monitor
areas for combustible gases, and/or
oxygen deficiency. Typically, such areas
Include gas and electric utility properties,
vaults, chambers, garages, sewers, Indus-
tries where combustible fluids are used,
and the like. Although primarily a portable
Instrument, Its audible/visible alarm
permits the Model 260 to be used as a
semi -continuous monitor in work areas
where the need for such Is Indicated.
In such cases, a full battery charge gives
8 to 10 hours of continuous monitoring.
Description
The MSA Portable Combustible Gas and
Oxygen Alarm consists of two distinct
detection units housed in an aluminum
case, 7" high by 10" wide by 3-/4" deep.
The combustible gas detection portion of
the Instrument has a range of 0-100%
of the Lower Explosive Limit (LEL); the
oxygen portion, a range of 0-25%. Both
are calibrated at the factory ---the com-
bustibk. gas Indicator on pentane, the
oxygen indicator on fresh air.
Each indicator has Its own alarm light,
f but share a common alarm horn. The gas
Indicator alarms at 50% LEL; the oxygen
Indicator when oxygen level drops to
18.5%. Both alarm points are preset at
the factory but may be field adjusted over
the full orale. The combustible gas "zero'

calibration knob and oxygen calibration
knob are mounted on the instrument face
panel. Both knobs are clutch -type to avoid
unintentional change of "zero' settings.
The alarm reset buttons, a push-button
for checking battery condition, and Illu-
minated individual meter for each detec-
tion unit are also on the face panel.
The Model 260 is powered by an integral,
rechargeable 2.4 -volt battery pack which
provides 8 to 10 hours of sampling in a fully -
charged condition. Normal recharging is
accomplished by plugging the Instrument
Into a 120 -volt, 60 Hz outlet. A special,
optional cable permits charging from a
12 -volt DC vehicle battery. A push-button
on the face panel gives an instant check
of battery condition.
The Model 260 Is equipped with a carrying
handle and a shoulder/waist harness, pro-
viding the user with the option of carrying
the instrument by hand, or at the waist.
The handle can be locked in any position
through a 260° arc to provide a base when
the instrument is used for semi -continuous
sampling.
Principle of Operation
The battery -powered pump draws the
sampled atmosphere into a manifold,
where It diffuses into the sensing heads of
the combustible gas, and oxygen portions
of the instrument.

Combustible Gas indicator
The combustible gas portion of the Model
260 depends upon heat developed by
catalytic combustion of the flammable
part of the sampled atmosphere on an
activated pelletized filament, or
PelementTM unit. This unit forms part of a
balanced electrical bridge circuit, which
becomes unbalanced as a result of the
heat of combustion.
A sample of the monitored atmosphere is
passed continuously over the Pelement
unit In the sensing head by means of
diffusion and a natural draft created by
heat from the pelletized filaments. If a
flammable mixture is drawn Into the
chamber, a sintered stainless steel flash-
back arrestor prevents flame from passing
out of the filament chamber and being
propagated tothe surrounding atmosphere.
When a mixture of flammable gas or
vapor in air contacts the active Pelement
detector, a rapid combining of the com-
bustible gas with the oxygen In the sample
takes place on the Pelement unit surface.
This burning of the combustible gas or
vapor increases the temperature of the
Pelement unit, causing a proportional
change in its electrical resistance.

1978-79 BUDGETED FUNDS FOR THE PURCHASE OF an ISC
WIG COLOR GRAPHIC TERMINAL
Issue: Expenditure of previously authorized 1977-78 budgeted funds requires
Board approval.
Background: On April 27, 1978, Board authorization was granted to transfer
$8,500 from existing 1977-78 budgeted funds for the purchase of two Intecolor
8001G color graphics computer terminals. (See attachment). This type of
terminal was selected as an interface to the Management Information Services
programs, with the resulting data logs, efficiency reports, trend plots, etc.
being made available to plant management staff. One unit was purchased for
evaluation on May 10, 1978 for a discounted price of $3,317.92 and installed
in the office of the Plant Operations Engineer. The programs have provided
a particularly effective management tool for plant operations, and it is now
felt that purchase of an additional unit is worthwhile.
Recommendation: Reauthorization to transfer $2,500 from existing 1978-79
budgeted funds for the previously approved purchase of an Intecolor 8001G
color graphics computer terminal.

SUBJECT: AUTHORIZATION TO TRANSFER $8,500 FROM THE EXISTING
1977-78 BUDGETED FUNDS FOR THE PURCHASE OF TWO
INTECOLOR 8001G COLOR GRAPHICS COMPUTER TERMINALS
Issue: The Plant Operations Engineer and Computer Engineer do not have
computer terminals in their offices.
Background: Under the Stage 5A, Phase I contract, computer terminals were
located in the Plant Manager's office, the Maintenance Superintendent's
office, the Laboratory, and computer room. These terminals are required
in order to interface to the main computer Management Information Services
package, viz operations data logs, efficiency reports, trend plots, his-
torical data review, maintenance information; scheduling, and parts inven-
tory. It is recommended that these two requested terminals be low cost
color graphics units manufactured by Intelligent Systems Corporation (ISC).
Purchase of these units at this time will enable the District to take
advantage of a discount to first-time purchasers with a resultant savings
of $1,25$.
Recommendation: Authorization to transfer $8,500 from the existing 1977-78
budgeted funds, for the purchase of two Intecolor 800IG color graphics computer
terminals.

SCHOOL AND CONFERENCE OF THE CALIFORNIA WATER POLLUTION CONTROL
ASSOCIATION AT SAN DIEGO, APRIL 25-28, 1979
ISSUE: This year's conference will be held in San Diego and will provide
valuable information for attendees.
BACKGROUND: This yearly conference has been attended by District personnel
on numerous previous occasions. Money for the conference is included in
the 1978-79 budget. Registration for six persons will be paid directly to
the Association. An advance of up to $250 per person for lodging, meals,
and transportation for 5 persons is requested. Approval of transportation
only for one person is also requested. It is suggested that the individuals
attending be reimbursed for actual expenses. The people included are:

ISSUE: It would be advantageous for District to have personnel attend the
Construction Claims Seminar to become more familiar with methods and
techniques for handling construction disputes, claims. and lawsuits.
BACKGROUND: District has formed its own Construction Management Division and
plans to manage all future District Construction work. Additionally, District
is involved in several large construction lawsuits.
Therefore, it is most desirable that District personnel be informed on,
and be kept abreast of, construction litigation matters. This seminar will
help to educate District personnel in construction litigation matters which
will be highly beneficial to District. A copy of the seminar program is
attached.
RECOMMENDATION: Authorize $1,050 for Construction Division staff to attend
the Construction Contract Litigation Seminar in Berkeley, California.
