SUBJECT: CLAIM OF MRS. NANNETTE RAND FOR PROPERTY DAMAGE AT
15 BALDWIN COURT, WALNUT CREEK NOT TO EXCEED
$593.50
ISSUE: This claim is the result of a stoppage in the main line sewer
serving a duplex apartment at 15 Baldwin Court.
BACKGROUND: Sewage overflowed in the bathrooms and halls of the
apartments causing the linoleum to buckle and the carpets to be cleaned.
We have asked Mrs. Rand to submit an additional estimate for this work
in order to get another appreciation of its value. Because of a series
of delays in getting this matter settled, I am asking authority to
conclude this claim in an amount not to exceed $593.50•
RECOMMENDATION: Authorize the payment of this claim in an amount not
to exceed $593.50.

SUBJECT: RESUME OF OFFICE SITES
The following is information which 1 have been able to obtain
regarding the availability of land for a new office:
Original Site 10 - Buskirk Avenue west of BARTD station. Sold. 60,000
square foot office planned.
Original Site 14 - Pleasant Hill Road at Topaz Lane. Available. 2.89 Acres.
$4 per quare foot. $503,902. Proper zoning.
_Oriytnal Site 32-- Between Circle Creek Drive and Camino Diablo. No. 6 on
the list of the final six properties considered last year. Available.
4.57 acres. $3.65 per square foot. $710,500. From talking to the broker,
I think the price is negotiable. Present zoning is duplex. Broker thinks
CCCSD with influence could obtain office zoning.
Original Site 34 - Lagiss property at Taylor and Pleasant Hill Road.
Available 4 Acres at $3.00 per square foot (price quoted in 1978). $522,720.
Owner says office zoning can be obtained.
New Site - Taylor opposite Morello. 6.5 Acres. Approximately $3.50 per
square foot. $990,990. R-10 zoning. Access problem.
New Site - Pleasant Hill Road and Deer Hill Road. 2.1 acres. Owner, Tony
Lagiss said it is not for sale. He talked about $15 per square foot.
Other Sites Investigated
Mount Diablo Unified School District.
Oak Park Elementary School to be sold in approximately one year.
District will sell buildings and land. Good site without the
buildings.
Lafayette School District
Montecito School is for rent. Not presently for sale. District
might consider an offer to purchase. 8.41 acres. Rather hilly site
with flat areas for a new building. Located in a residential area,
there is a potential problem to obtain a rezoning
Walnut Creek School District
No sites available now. Possibly two next year.
Contra Costa County
Buchanan Field property cannot be sold because of the original grant
from FAA. County leases land on a basis of 8-1/2% return on the
value of the land. It would not pay to build on Buchanan Field
property.
County has just sold the Northeast corner of Ygnacio Valley Road
and Oak Grove Road for $7 per square foot.
If additional information is received, it will be presented at the
Board Meeting.

Additional information pertaining to potential office sites.
Original Site 3 - Oak Road opposite Jones road. 2 separate parcels
(2 acres and 3.7 acres). 1978 price was $2.48 per square foot.
Indications are that the present price is $6 per square foot. Zoning
is still in question (multiple versus office). Broker said that an
offer from the District on one of the parcels may solidify the zoning.
Original Site 11 - Treat Blvd and Oak Road. Third on the final list
of six properties. Four parcels with separate ownerships. Not avail-
able.
Original Site 27 - Camino Diablo 700 feet west of Springbrook Road.
Approximately 7 acres. No price has been quoted. Owned by BARTD.
In about 8 months BARTD will decide whether to sell it as is or grade
it level and then sell it. An offer by CCCSD might speed up BARTD's
decision. There is no information on zoning.

SUBJECT: AUTHORIZE THE PRESIDENT OF THE BOARD TO EXECUTE THE "AGREEMENT
BETWEEN OWNER AND CONSULTANT' FOR GEOTECHNICAL INVESTIGATIONS
AND RECOMMENDATIONS RELATIVE TO THE DISPLACED OUTFALL
ISSUE: It is necessary to enter into a formal agreement with Woodward -Clyde
Consultants for soils engineering services.
BACKGROUND: Woodward -Clyde was engaged in November, 1978 to provide
technical advice regarding the problem with the outfall. They have commenced
a formal soils investigation and it is necessary to have a written agreement
to establish the scope of the work.
The attached agreement has a two-phase concept. Phase I deals with the cause
of the slide, will take four months to complete and is estimated to cost
$32,600. Phase II deals with the design of the outfall repair, will take
two and one-half months to complete and is estimated to cost $14,100. Prior
approval by the General Manager -Chief Engineer is required for any costs
which will exceed the above estimates. The total cost of the soils con-
sultants work is included in the complaint filed against Acme Fill.
RECOMMENDATION: Authorize the President of the Board to execute "Agreement
between Owner and Soils Consultant" for geotechnical investigations and
recommendations relative to the displaced outfall.

SUBJECT: AUTHORIZE $339.00 FOR THE 14ESTERN STATES REGIONAL
CONFERENCE OF LAND SURVEYORS AT LAKE TAHOE, MARCH 28-31.
ISSUE: As part of Wendle Whipple's active membership in the California
Land Surveyors Association and as District representative to this organi-
zation, it is appropriate that he attend this meeting.
BACKGROUND: The California Land Surveyors Association provides an
organization through which surveyors exchange survey information which helps
in eliminating duplication of work. Also there is an exchange of technology
and procedural methods which increase both speed and accuracy in surveying.
Another function of CLSA is monitoring state legislation and members are
informed of bills affecting surveying, allowing input before bills are passed
and knowledgeable compliance after they are passed.
Wendle Whipple is president of the East Bay California Land Surveyors
Association and a delegate to this conference. The funding for this meeting
was included in the 1978-79 budget.
RECOMMENDATION: Authorize Wendle Whipple to attend conference, and expenses
in the amount of $339•

SUBJECT: AUTHORIZE $330 FOR STAFF ATTENDANCE AT A MICROFILM SEMINAR
IN BURLINGAME ON MARCH 19 AND 20, 1979
ISSUE: It will be advantageous for the District to have personnel attend the
microfilm seminar and become more familiar with microfilming techniques and
procedures.
BACKGROUND: The Collection System Engineering Division is in the process of
implementing a microfilm system. To date all W=100' scale record maps have
been filmed, jacketed and have been incorporated into the records system. All
County Assessor's maps and rolls pertaining to the District are in use in a
microfilm form. Quotes are being received for filming of permits and right-of-
way records. No equipment has been purchased (one reader is ]eased) because
the majority of the filming must be done (by outside firms) before equipment is
needed.
The Construction Division is filming documents related to the treatment plant
litigation. A microfiche camera processor, an automated microfiche retrieval
display/printer and three readers have been purchased. A coding system has
been developed for retrieving documents. Approximately 75,000 documents have
been filmed at an average rate of 1,250 per day. Presently filming is being
done 8 -hours per day and there are an estimated 400,000 to 500,000 more docu-
ments to film.
The above -referenced microfilm seminar contains a great deal of information
pertinent to activities which are now happening or will happen in the near
future at the District. A copy of the program is attached. Those persons who
will attend are Wm. Alstrand of the Collection System Engineering Division and
Donal Gallagher and Helen Baumgartner of the Construction Division.
RECOMMENDATIONS: Authorize S330 for staff attendance at a microfilm seminar in
Burlingame on March 19 and 20, 1979.

SUBJECT: REQUEST AUTHORIZATION FOR DOUG CROCKER, MAINTENANCE
SUPERVISOR, TO ATTEND UNDERGROUND CONSTRUCTION TRAINING
SEMINAR IN SAN LUIS OBISPO, APRIL 19TH AND 20TH -
REGISTRATION $200.00 PLUS TRANSPORTATION AND EXPENSES
ISSUE: This education and training program is sponsored by California
Polytechnic State University under the direction of Dr. Matt R. Wall,
Associate Professor, Construction. The program gives the District the
opportunity to take advantage of a very desirable course that is seldom
offered.
BACKGROUND: The enormous increase in underground construction has
created a serious shortage of properly trained underground supervisors.
The purpose of this seminar is to provide education and training in this
field. This particular seminar is the first of its kind in the United
States and it offers a course that will greatly increase the supervisor's
knowledge and ability and will enable him to better train his crews in
this work.
Mr. Crocker is the supervisor of the C.S.O. Department Repair and
Rehabilitation section. We have 4 crews involved in underground construc-
tion and repair. Construction activity is increasing rapidly in the
District. The first 6 months of this fiscal year we exceeded our entire
1977-197$ repair footage by 27%. 1 feel Mr. Crocker's participation in
this course will benefit the C.S.O. Department and the District.
RECOMMENDATION: Authorize the attendance of Doug Crocker, C.S.O. Depart-
ment Maintenance Supervisor at the underground construction seminar in
San Luis Obispo. Registration $200.00, transporation and expenses.

SUBJECT: BOARD AUTHORIZATION FOR AN INSPECTION OF THE DENVER
AND SEATTLE SEWAGE TREATMENT PLANTS BY FOUR STAFF
PERSONNEL
Issue: The Sanitary District is presently establishing and finalizing
the Water Pollution Control/Reclamation Plant staffing and operation and
maintenance needs.
Background: During the early planning stages, 0 & M procedures and staffing
levels were established by evaluating existing facilities. This plan has
been modified as specific needs became apparent.
Since this planning, there have been major treatment facilities put into
operation which are more representative of the Sanitary District's treatment
facility. Two of these facilities, which have established programs and are
reported to have an effective level of operation and maintenance, are the
Seattle and Denver sewage treatment plants.
In order to provide a broader and fresh perspective to the Sanitary Dis-
trict's staffing and 0 & M needs, it is proposed that a small group of the
Plant Operations Department staff visit these facilities.
The specific areas to be discussed will be staffing levels, operating
procedures, maintenance programs, and the implementation of the plant com-
puter to all of the above.
Recommendation: Authorization of travel and expenses for four people to
visit the Denver and Seattle sewage treatment plants with an estimated cost
of $1,780. These funds will be expended from budgeted funds of the Plant
Operations Department Account No. 653, Education Allowance.

SUBJECT MEgM DENVER SEWAGE TREM`II ENF PLANT SOFTWARE
On December 13, 1978, I met with-Bipin Mishra, Controls System
Engineer, from the Metro Denver Sewage Treatment District. As you know,
the couputer system at the main plant in Denver was designed and installed
by Wismer and Becker, and is identical in all aspects to ours with the
exception of havir:g color graphic CKr units as the marrinachine interface.
Ude discussed at length the operation and use of the computer system
for applications other than process control, and I was quite surprised
to learn that they have successfully implemented an MIS package capable
of tracking work orders, scheduling preventive maintenance for both
instrumentation (by calendar date) and mechanical equipment (by nmtime) ,
maintaining maintenance histories, and accounting.
They intend to expand the capabilities of the package significantly
over the next two years, and they have decided to code all new application
Programs under the framework of a data base management" system (DEMS) .
SOUrces of DEMS software were recently discovered by their staff at the
last MDDMVT user's group meeting, held every Decanber in Ft. Lauderdale,
Florida.
Development of MIS software is handled by a staff of three at Denver;
a systems analyst and two programmers. Recent upgrades to the MODCCMP
hardware and software (executive) and recent purchases of additional CRT
terminals and controllers, allow this staff to work in a time-share
mode► V&dle the offline CPU still provides backup for the online unit.
Upgrades to the system have been made freely.and without upset.
Additional points have been added to the three MUX units, and schema
redilation has been an ongoing project..
As with our system, the controls have only been as good as the
instrumentation, and so a decision was made several years ago to have
the District staff up to handle all instrumentation maintenance inhouse.
Four instrumentation technicians handle plantwide problems, and one tech-
nician services the online analytical equipment. Each instrument's per-
formance is tracked on a logsheet that records on a periodic basis the ccaputer
readout, the local readout, and a sample caxnparison. Instruments are
recalibrated when there is a five percent mismatch between readings.

Work orders enanate frcai Operations and are logged onto the cert -Uter-
by a fulltime data entry clerk. The clerk receives the ttior't: orders at
the end of the day shift, and updates files accordingly. Morning print-
outs of outstanding work orders are made available which categorize and
prioritize work orders appropriately.
In all, my meeting with Mr. Mishra was very illuminating, and to
further explore their work, 1 would propose that a small group of our
staff Asit the Denver site, with the intent of activating a similar
(or identical) NIS package hese.
