SUBJECT: AUTHORIZATION OF $800 FOR THE PURCHASE OF TWO HEAVY
DUTY PORTABLE HEATERS FOR THE STOREROOM
Issue: The low temperatures and high winter humidity in the metal storeroom,
as purchased from the Contractor, is causing damaged to District purchased
materials, equipment, and supplies.
Background: The metal Butler building as purchased from the Contractor, is
uninsulated. Therefore, the interior temperatures and relative humidity are
approximately the same as the ambient exterior. This is resulting in damage
to equipment and supplies that have been purchased by the District. The low
temperatures encountered in the morning are also detrimental to the morale of
the personnel who work in the area. A long range solution is to provide insul-
ation and heating for the building. This will not be available for some time.
An interim solution would be to purchase two heavy duty portable heaters to
elevate the temperature and thus decrease the relative humidity within the
building.
Recommendation: Authorization of $800 for the purchase of two heavy duty
portable heaters for the storage building.

SUBJECT: AUTHORIZE PAYMENT OF $309.28 INVOICE FROM MACKINLAY, WINNACKER,
MCNEIL & ASSOCIATES
ISSUE: The attached invoice has been submitted by the Architect for the
new office building.
BACKGROUND: MacKinlay, Winnacker and McNeil did work in late 1978 on the
program report. Since the agreement between the District and the Architect
has not been executed, an individual authorization is necessary.
RECOMMENDATION: Authorize payment of $309.28 invoice from Mackinlay, Winnacker,
McNeil.

SUBJECT: THE CONSIDERATION OF A "PRELIMINARY ENVIRONMENTAL ASSESSMENT" FOR
DSP 3162, MORAGA RD, MORAGA, WS 10 WEST
ISSUE: It is necessary to consider the environmental effects of DSP 3162
BACKGROUND: The Board authorized funds for this project on December 7, 1978
for the preparation of an environmental analysis, design, plans and speci-
fications for 2500 L.F. of parallel trunk sewer line. The Environmental
Assessment is required by our Ordinance 95 implementing the California
Environmental Quality Act.
RECOMMENDATION: Find project to be categorically exempt (replacement) and
direct staff to file Notice of Exemption.

SUBJECT: AUTHORIZATION OF EXPENSES AND TRANSPORTATION TO HOUSTON,
TEXAS FOR JOHN WALTER, MACHINE SHOP FOREMAN
Issue: The plant air supply compressors are requiring abnormally high levels
of maintenance to keep them operating.
Background: The high pressure air system for the treatment plant is supplied
by two 75 Hp Worthington air compressors which supply 370 cu.ft./min. of air
at 125 psi. These units have been in operation for 20 months and have required
extensive maintenance to the compressor valves in order to keep them operating.
The Contractor has been put on notice that the operation of these units has
been unacceptable, and he has to date, failed to take any corrective action.
The Maintenance Division has been performing preventive maintenance on these
compressors in order to maintain plant operation and have found that a different
valve from the ones supplied for these units has increased compressor efficiency.
The ability to use this new valve would also represent a savings of $12,000 each
time a complete set of valves were changed in the compressors.
Based on the need for correcting an operating problem and the potential cost
saving, it is felt that a representative from the Maintenance Division should be
authorized to investigate the correction of the fatigue problem with this new
valve at the valve manufacturer's engineering division at its headquarters.
Recommendation: Authorization of two days' expenses and transportation for John
Walter, Machine Shop Foreman, to confer with Texcentric, Inc. in Houston, Texas.
The estimated cost would be $550.

SUBJECT: AUTHORIZE $140 FOR GAIL KOFF, PERSONNEL OFFICER, TO
ATTEND CONFERENCE ON JOB ANALYSIS IN SAN FRANCISCO,
FEBRUARY 20 - 21, 1979
ISSUE: One of the responsibilities of the Personnel Officer is to
continually update and revise the class descriptions of the District,
meeting EEO and other statutory regulations, as required.
BACKGROUND: The Management Program unit of the Institute of
Industrial Relations, University of California, Berkeley is offering a
series of three interrelated conferences on personnel -related matters,
emphasizing pertinent EEO and other statutory regulations. The first
conference deals with the different techniques used and major objectives
which must be considered when undertaking a job analysis study.
RECOMMENDATION: Authorize Gail Koff to attend conference and
approve expenses in the amount of $140.

for the 1--1/2 day conference on JOB ANALYSIS. Please note that the half-day
workshop on Wednesday, February 21, is optional. Each workshop will be devoted
to an actual run-through of one of the job analysis techniques discussed during
the previous day; thus, attendees will be able to select that job analysis
method which appears to best meet their particular needs and to gain 'hands-on'
experience in its use.
The conference programs for PERFORMANCE APPRAISAL and NEW LIMITATIONS ON

SUBJECT: ACCEPT EASEMENT FROM MR. SCOTT KING, DANVILLE AREA, DISTRICT
SEWERING PROJECT NO. 2904 - PARCEL 2, AT A COST OF $520 TO THE
DISTRICT.
ISSUE: This easement is required for the District's Diablo Road project.
BACKGROUND: Mr. King originally refused to grant this easement. On July 27,
1978, the Board authorized Condemnation for this easement.
After the District filed the Condemnation action, Mr. King's attorneys offered
to settle out of court for $520. District Counsel accepted this offer and
Mr. King has executed the easement in return for our payment.
RECOMMENDATION: Authorize payment of $520 to Mr. Scott King, accept easement
and authorize its recording.

AUTHORIZATION OF $2,400 FOR THE CONSTRUCTION OF
A CHAIN LINK FENCE (CL6) NORTH OF THE VISITORS
PARKING LOT AT THE PLANT ADMINISTRATION BUILDING
Issue: Unauthorized personnel have the opportunity to access plant
grounds through the main visitors' entrance.
Background: As designed, the new treatment plant allows for two major
points of access to the grounds. The gate located south of the Adminis-
tration building is monitored by Operations on a 24-hour basis. This
allows for access of plant personnel, construction personnel, and other
delivery traffic as necessary. The main entrance located to the north
of the Administration building is designed primarily for the access of
visitors during the daytime. This entrance is closed at night but
essentially unmonitored during the day. People entering this gate have
the option of either parking at the visitors' parking lot or driving into
other areas of the plant. This has resulted of many unauthorized visits
without the knowledge of plant personnel. The District insurance carrier
has suggested that the District modify the plant security measures to pre-
vent unauthorized individual access to treatment plant properties and
critical control areas. In order to conform with this suggestion, access
must be denied to unauthorized people. This can be accomplished by the
placement of a chain link fence and gate system on the northerly side of
the visitors' entrance. This, with proper signing, will help to direct
visitors traffic into the office for proper identification and thus will
prevent unauthorized individual access to critical areas.
Recommendation: Authorization of $2,400 for the construction of a chain
link fence and gate system on the north side of the visitors' parking lot.

SUBJECT: DRAFT REGIONAL SLUDGE MANAGEMENT PLAN
Following two years of extensive work, the San Francisco Bay Region
Wastewater Solids Study (WSS) has completed a Draft Regional Sludge
Management Plan. The purpose of the study was twofold: (1) to identify
any opportunities for regional/subregional sludge management and (2) to
provide detailed plans for the major wastewater treatment agencies
within the region. The importance of the study is that all future grant
funding decisions for the sludge handling facilities will be based on
the final plan (and supporting facilities plans).
The enclosed draft reports are for your review. The contents of
the reports are:
Summary - This volume was prepared as a very brief description
of the Regional Plan. The proposed methods of sludge
management for each of the major agencies are also
discussed. This document will be provided to the
general public for review and comment.
Volume I - DRAFT REGIONAL SLUDGE MANAGEMENT PLAN - This volume
provides a more detailed version of the Regional Plan.
All of the background information used in the
evaluation of alternatives is also included. Volume I
provides the Environmental Impact Assessment required
for plan approval.
Volume II - CENTRAL CONTRA COSTA SANITARY DISTRICT DRAFT FACILITIES
PLAN SUPPLEMENT - This volume is specific to the
Stage 5B Phase II Project. The information included
in Volume II, when combined with the two previous
facilities pians, fulfills the State Water Resources
Control Board requirements for grant funding.
Chapter 4 provides a detailed description of the
proposed project and the steps required for its
implementation.

The solids study group is planning to make a presentation before the
Board on March 15, 1979. Any comments you may have on the WSS Reports
will be incorporated with the formal comments submitted to the WSS.
April 2, 1979, is the target date for submission of formal comments.
