SUBJECT: PILOT SCALE EVALUATION OF ALTERNATIVE PHOSPHORUS
REMOVAL PROCESSES
ISSUE: Pilot scale operating data is required to evaluate the performance of alterna-
tive phosphorus removal processes at the CCCSD Treatment Plant.
BACKGROUND: The results of the Culp-Wesner-Culp Study on the cost of operating
CCCSD's Treatment Plant show that a significant cost savings would result from
the implementation of an alternative treatment process. Culp-Wesner-Culp
recommends pilot scale testing to develop operating data to be used in a detailed
feasibility study and, if appropriate, design of new/modified facilities.
The initial engineering work to prepare a plan of study and grant application pack-
age would cost $19,000 and be complete by March, 1979. The pilot scale tests
would cost an additional $300,000 and would be complete around November, 1979.
The State Water Resources Control Board has indicated that it would consider this
work for Clean Water Grant fundino under its Research and Development Program.
RECOMMENDATION: Approve $19,000 for initial engineering to prepare a detailed
Plan of Study and detailed cost estimate.

SUBJECT: SELF-MONITORING PROGRAM ANNUAL REPORT FOR 1978
The Central Contra Costa Sanitary District Self -Monitoring Program Annual
Report for 1978 has been prepared for submission to the California Regional
Water Quality Control Board, San Francisco Bay Section.
During the period from January 1, 1978 through December 31, 1978, the
treatment plant received a total of 12,435 million gallons flow for an average
daily flow of 34.1 million gallons which was slightly higher than the 1977 average
daily flow of 33.3 MG. The minimum average daily flow of 21.6 MG and maximum
average daily flow of 78.1 MG were both recorded in the month of January. The
average daily dry weather flow was 30.8 MG and remained within the NPDES design
capacity of 35 MG,
On March 9, 1978, heavy rainfall forced the diversion of approximately 10 MG
storm flow to Grayson Creek. Of this 10 MG, five MG were diverted from the hold-
ing basins, and five MG were diverted from the treatment plant's inlet structure.
The Regional Water Quality Control Board was notified of this overflow, and samples
were collected to monitor the effect of this overflow on the bacteriological
quality of Grayson Creek. Total coliform count of these upstream and downstream
samples was 1.1 x 105 MPN indicating no significant change in the ambient bacter-
iological quality of Grayson Creek from this diverted storm flow.
The secondary treatment process was operated throughout the year even though
some sections required modification and repairs which hampered a smooth operation.
As is common in all plant startups of this magnitude, many minor pieces of equip-
ment caused problems which required time to correct.
During the first quarter of last year, there were violations of the NPDES
effluent requirements, as noted in the attached Waste Effluent Requirement Compli-
ance Summary. These violations have been reduced substantially due to the stabili-
zation of plant startup operations, and all waste effluent requirements were met
during the last three months of 1978.
The solids handling facilities were not completed during this period and are
presently under startup and testing. Solids were hauled to a landfill for final
disposal under the authorization of the Regional Water Quality Control Board.

SUBJECT: CLAIM OF WOO -UP KIM, 184 GLEN CT., WALNUT CREEK,
FOR $463.00 IN PROPERTY DAMAGE
ISSUE: The sewer main serving the Kim residence broke and became
plugged causing an overflow in the home.
BACKGROUND: This stoppage damaged the wallboard in the sewing room.
It will have to be removed and replaced, taped and painted at a cost
of $463.00.
RECOMMENDATION: Pay claim of $463.00.
