SUBJECT: AUTHORIZE $100,000 FOR THE PRELIMINARY DESIGN AND RIGHTS-OF-WAY
ACQUISITION FOR DISTRICT SEWERING PROJECT NO. 3170 EMERGENCY
OUTFALL REPAIR
ISSUE: Funding is required to pursue engineering design and acquisition of
rights-of-way anticipated to be needed for permanent replacement of that portion
of the 72" outfall line severely displaced by recent earth movements at Acme Fill.
BACKGROUND: Board has previously authorized $110,000 for emergency protective
actions as may be necessary to lessen the impacts of damage in the event of
conduit failure. Emergency actions include soils investigations, repair work
on the outfall, work necessary to discharge directly to Pacheco Creek and grading
in the holding basins.
It is now evident that Acme Fill will not take responsibility for the new
construction of a portion of the outfall. Therefore, we are requesting authori-
zations of $90,000 to pursue the preliminary design and $10,000 for acquisition
of rights-of-way required for the permanent repair and new construction of portions
of the outfall line. A future authorization of approximately $70,000 will be
required for final design.
Total project cost, based on a minimum of 2,000 lineal feet of reconstruction
is preliminarily estimated to be in the area of $1,000,000. Alternative routings
being considered could push the figure as high as $3,500,000.
RECOMMENDATION: Authorize $100,000 for the preliminary design and acquisition of
rights of way for District Sewering Project 3170.

SUBJECT: AN INTERIM REPORT ON THE NOISE STUDY BEING CONDUCTED
AT THE TREATMENT PLANT
The District has hired the company of Charles M. Salter Associates, Inc.,
Consultants in acoustics and noise problems from San Francisco, to study the
impact of noise produced at the treatment plant. The noise consultant will
identify problem noise areas at the plant and define their impact on the
adjacent neighborhoods. Additionally, the consultant will identify other
noise impacts from other sources upon the same neighborhood areas. Other
possible noise sources impacting the adjacent neighborhoods include noise
from Buchanan Field, traffic on Highway 4 and Interstate 680, and noise
emanating from Lion Oil Company.
During the week of December 25, 1978, Mr. Anthony P. Nash, a representative
of Charles M. Salter Associates, Inc. visited the plant site during the daytime
for purposes of orientation. During this same week, Mr. Nash took ambient noise
level readings during the daytime and nighttime. These ambient readings were
possible since the furnaces had been shut down during this time period by the
Contractor. The District in cooperation with the noise consultant was able to
shut down machinery that produces a high noise level. This effectively enables
the consultant to identify other noise sources impacting the neighborhood as
well as the expected ambient that would be normal during both daytime and night-
time hours without the plant's noise contribution.
As soon as the Contractor resumes operation of the furnace, Mr. Nash will
return for noise level readings and define the probable impact. In the event that
the furnace is emitting noise levels in excess of the specifications, the consul-
tant will recommend possible means to mitigate the problem. It is anticipated
that this noise study should be completed by the end of January.

Our firm provides acoustical consulting services to individuals,
private firms, and public agencies. Established initially as a sole
proprietorship in October 1975 by Mr. Salter, the firm's practice
includes a broad range of architectural acoustics, noise control
engineering, and environmental noise assessment projects. The five
full-time staff consultants are augmented by specialists in acoustic
field monitoring and sound system design, retained as needed. The
firm owns a complete acoustical laboratory, including sound and
vibration measuring and recording devices and an analyzer which
computes statistical noise data instantaneously.
Presently the firm serves as acoustical consultant for the new
$3 billion Riyadh International Airport to be constructed in Saudi
Arabia. Other recent projects include a noise assessment of the
proposed Yerba Buena Center, San Francisco, as part of the EIR/EIS;
preparation of the San Mateo County and the City of Menlo Park General
Plan Noise Elements, including airport noise contour preparation and
certification; acoustical engineering for the U.C. Davis Hospital
expansion in Sacramento and the Herrick Hospital expansion in Berkeley;
environmental noise assessment of Alta Bates Hospital in Berkeley;
industrial noise control services for Qume Corporation in San Jose and
Hayward and Raychem Corporation in Menlo Park; and acoustical consulta-
tion for design and renovation of several buildings at Stanford
University. In the past year our firm has prepared approximately fifty
environmental noise assessments.
The firm shares office space and works in close collaboration with
Thomas R. Morris, PE, on specific projects. Tom is an independent
consultant who specializes in engineering acoustics, machine and muffler
design, vibration analysis, and tracked vehicle noise control.

SUBJECT: AUGMENTATION OF DISTRICT ENGINEERING FUNDS FOR
PROJECT 5B -II (C -06 -1269 -Step 1)
ISSUE: Additional funding is necessary to continue planning and pre -design work for
this project.
BACKGROUND: Project 5B -II is the energy recovery, (solid waste fuel) project
originally planned to be a single project consisting of a resource recovery plant and
energy recovery facilities costing $32,300,000. A Step 1 grant of $125,000 for
planning was received in July 1976, followed by an increase to $453,000 to cover the
Concord test burn. We have spent a total of $770,257 and are negotiating with the
State to increase the grant eligible portion of our costs.
Studies in conjunction with the Regional Solid Waste Study group have changed
the concept of the project and divided it into two phases. The first phase will carry
clean water grant fund eligibility and be devoted primarily to fuel for sludge
destruction with accompanying energy recovery. The final phase, which may have
limited or no clean water funding will be energy production for the entire plant by
expansion of the first phase, but it may use facilities which are not geared to sludge in
any way. Very rough estimates are $20,000,000 for the first phase and $40,00,000 for
the second. Final design of the second is to overlap and possibly depend upon
experience gained in developing the first phase.
Specific engineering authorizations to date have been $30,000 for District
activities and this has been over -expended by $8,400. Based on the estimated time and
effort to reach the next decision level -which may envolve further pilot plant tests -
about 15 man -months plus investigative travel, etc. will be needed.
RECOMMENDATION: Authorize an additional $50,000 for District engineering in
connection with Project 5B -II (C-06-1269).

SUBJECT: ADOPT A RESOLUTION TO CANCEL THE ELIGIBILITY LIST
FOR ASSISTANT ENVIRONMENTAL ENGINEER
ISSUE: There currently exists an eligibility list for the position
of Assistant Environmental Engineer which will expire in August, 1980.
BACKGROUND: As noted by the attached Resolution No. 78-256, passed
and adopted by the Board on August 31, 1978. There are only four names
on the Eligibility List. Mr. Baker and Mr. McMillan are both working
for the District, and Mr. O'Brien turned down an offer of employment.
We feel that the current eligibility list is too restrictive with
only one candidate on the list.
RECOMMENDATION: Adopt a resolution to cancel Resolution 78-256.

SUBJECT: PURCHASE OF DICTATION EQUIPMENT AT A COST NOT
TO EXCEED $1,500
Issue: A dictation system is required for the Construction Division.
Background: The Construction Division handles all paperwork for the
following assignments: 5A -I Project, 5A -II Project, 5B -I Project,
5A -I Lawsuit, 5A -II Lawsuit. A dictation system would help to expedite
the very extensive amounts of correspondence generated from the above
assignments. This dictation equipment will be used by the Construction
Division personnel and will also be available to the outside legal staff
assigned to the jobsite.
Recommendation: Authorization not to exceed $1,500 to purchase dictation
equipment. (Sewer Construction Fund)
