It is the goal of the Central Contra Costa Sanitary District to carry
out its responsibilities with the best possible balance of effectiveness
and economy.
This goal can be best accomplished by helping its employees develop
the skills, knowledge, and understanding to perform essential production
and management tasks. The development of the skills, knowledge and
understanding is the responsibility of each employee and will be supported
by the District through a flexible program of employee training and
development.
This program will include, but not be limited to educational tuition
reimbursement, seminars and conferences, training sessions and
on -the -job -training.

ISSUE: A need exists to expand the class descriptions for the positions

BACKGROUND: The class descriptions have been expanded to include the
planning activities which will be performed by the Collection System
Engineering Division. Revisions are indicated by cross -outs and underlines
on the attachments.
RECOMMENDATION: Cancel class descriptions for Civil Engineering Assistant I
and Associate Engineer and adopt new class descriptions for Civil Engineering
Assistant I and Associate Engineer (Civil), effective December 20, 1979.

ISSUE: It is necessary to reassign responsibilities to handle the planning function
of the District.
BACKGROUND: William Dalton has been responsible for District planning. Upon
Mr. Dalton's retirement, planning activities of the District were reviewed and
evaluated. A need was found to expand these activities to provide input to the
budget preparation process and to achieve a capability for updating projected
needs for additional District facilities on a more frequent basis.
Staffing requirements were reviewed and the most appropriate solution was
determined as depicted in the attached chart. Ron Klimczak, currently an Associate
Engineer in charge of the Permit and Plan Review Section, will be laterally trans-
ferred to the Planning Section. A new Associate Engineer is needed to head the
Permit and Plan Review Section. A new position of Civil Engineering Assistant I
should be created and filled from an existing eligibility list.
The person advanced to fill the position of Civil Engineering Assistant 1 is
presently an Engineering Aid III. The District is currently engaged in a study
of the Engineering Aid series to determine if the most appropriate distribution
of responsibilities between the three positions in this series exists. At the
conclusion of this study, it is intended to delete an Engineering Aid position
so that there would be no net increase in personnel as a result of this redistri-
bution of responsibility. It would not be appropriate at this time to select the
level of position to be deleted.
Activities of the planning section will include review of tentative maps and EIRs,
watershed studies (evaluating the need for additional pipeline capacity), review
of capital improvements at the treatment plant, flow studies, source control,
environmental quality charge system, contact with other agencies, and special
investigations as the need arises.
RECOMMENDATION: Authorize the addition of one position of Associate Engineer,
Range 77 $2155-2612) and one position of Civil Engineering Assistant I, Range 69
($1782-2155) in the Engineering Department and the deletion of one position of
Deputy General Manager/Chief Engineer Range 94 ($3197-3885).

TITLE: CIVIL ENGINEERING ASSISTANT I
DEFINITION
Under supervision, to perform field and office civil engineering work;
to assist in the design of District projects and in the preparation of plans
and specifications; to perform responsible and difficult field survey and
office engineering work; to assist in the supervision and training of other
engineering personnel below this class; and to do related work as required.
DISTINGUISHING CHARACTERISTICS
Positions in this class are distinguis:ied from the next lower engineer-
ing class (Engineering Aid III) by (1) the level and complexity of assigned
engineering work and (2) the responsibility for supervision of employees in
subordinate positions. On a survey crew, employees in this class perform
the most difficult instrument and survey note --taking work and also serve as
assistant to the party chief. In office assignments, a Civil Engineering
Assistant I assists in the design work for major District projects and/or
assumes full class -level responsibility for the design and plan preparation
for projects of minor complexity. Positions in this class may also supervise
a small group of subordinate personnel engaged in drafting or mapping pro-
jects. Positions in this class are distinguished from those in the next
higher engineering class (Civil Engineering Assistant II) by the fact that
they do not assume independent responsibility for a survey party or for
moderately large or complex engineering projects.
EXAMPLE OF DUTIES
Assists in the engineering and completion of drawings for major sewer
systems and appurtenant structures; assumes independent class -level respon-
sibility for the design and plan preparation for projects of minor complex-
ity; performs difficult computations, drafting and mapping work; plans,
assigns and supervises the work of a small group of subordinate engineering
personnel engaged in the preparation and/or revision of maps, drawings, plans,
profiles, studies, etc.; contacts the public and representatives of other
agencies to discuss and resolve issues of mutual concern, evaluates the
existing collection system and treatmentplant to determine the need for
additional facilities_ with increased capacities; participates in the review
of documents prepared and submitted by others; may perform field inspections
of sewer construction projects and/or individual dischargers; acts as Instru-
ment man on a survey party, performing the most difficult instrument and note
taking work; acts as an assistant to a survey party chief; assists in locating
and assembling maps, deeds, notes and other information pertinent to the per-
formance of assigned field engineering work; performs a variety of other civil
engineering field and office work.
LICENSE
Possession of an appropriate California operators license issued by
the State Department of Motor Vehicles.

Under general direction to have responsible charge of a majer-division
of a department of the District; to plan, direct, coordinate and review the
work of professional and non-professional personnel; to perform difficult and
complex professional civil engineering field and office work; and to do
related work as required.
EXAMPLES OF DUTIES
Plans and supervises the activities of a majer-division of the department
to which assigned, coordinating, directing and reviewing the work of the
division staff; directs the training of the division staff with respect to
existing District procedures and new equipment and techniques; assists in the
preparation of annual department budget and maintains certain budget control
accounts; prepares reports as requested and makes recommendations regarding
department procedures, record keeping, general operations and work progress;
reviews office and field work and makes independent decisions regarding
complex and unusual situations; may direct planning activities including flow
studies and capital improvement budget preparation; reviews maps and documents
submitted by others; reviews personnel transactions such as vacation, sick
leave and overtime; meets with the public and representatives of other agencies
providing information and conducting certain District business; prepares
written communications and responses to certain correspondence.
LICENSE
Possession of an appropriate California Operator's License issued by
the State Department of Motor Vehicles. Possession of a valid certificate

ISSUE: The District Board, at its meeting of November 15, 1979, approved
a Personnel Advancement Procedure for certain positions at the District.
The original procedural guide stated that when a person is promoted from
the entry level to the second and third level positions, that the employee
"will be on probation for at least six months".
Discussions with Management and the Employees Association concerning the
fair administration of this section of the procedure, require the District
to request a change in this probationary period to be from "a minimum of
6 months" to a 12 month probationary period.
RECOMMENDATION: Adopt amended policy and procedure forpersonnel advancements
withrevise twelve month probationary period for an employee who advances
to the second and third level positions.

ISSUE: It will be advantageous to the District to create a procedure to advance employees
in lower level positions.
BACKGROUND: The District Code provides for advancement of employees by competitive
examination. There is no specific provision for limiting the competition to current District
employees. The existing administrative policy for advancements is termed the "Rule of S".
If at least five District employees meet the qualifications for a vacant position, a
promotional test is held to fill the position. Non -District persons are not allowed to
compete. If there are fewer than five qualified District employees, an open test is held in
which non -District persons are allowed to compete. To require competition for advance-
ments at lower levels seems to be unecessary and tends to demoralize existing employees.
The attached procedure has been developed through months of deliberation. The
main points of the procedure are underlined on the attchlTlent. Each department will
implement the procedure by establishing performance tests and testing qualified employees.
Three employees in Engineering and six in Collection System Operations would be
eligible to advance and, if they all did in the next year, an increase of approximately $630
per month in salaries paid will result. It is anticipated that a new position will be created in
Plant Operations to implement the procedure. This position will be entry level and fall
between Plant Attendant and Operator I levels. The immediate financial impact will be an
increase in salaries paid of $600 per month based on the creation of ten positions at the new
entry level. It is also anticipated that a new position will be created in Administration
below Records Clerk and will be considered the entry level. There will be no immediate
financial impact in Administration due to this change.
RECOMMENDATION: Direct the personnel advancement procedure to the Personnel
Committee for report and recommendation at the Board meeting of December 6, 1979.

PROPOSED PROCEDURE FOR PERSONNEL ADVANCEMENTS
Entry level, as referenced in this procedure shall be considered to mean that job classification
which requires the least level of education, experience and prequalification within the purview
of the following District organizational entities:
The Engineering Department
The Collection System Operations Department
The Plant Operations Department
The Administration Division
The total number of Positions authorized for entry level and the level immediately above will be
combined into one total authorization.
1. Entry level employees who meet the following requirements will be advanced to the
position immediately above (second level position).
A. The employee has been in the entry level osition for a minimum of 18 months.
B. The employee has met the qualifications of the second level position by means of
on-the-job training, experience, continuing education and/or organizational certifi-
cation.
C. The employee has successfully passed a performance test for advancement designed
by the department staff to check the capability of the employee to perform assigned
tasks.
I. If the employee does not pass the performance test for advancement,
suggestions shall be made to the employee with regard to areas which need
improvement. The employee is eligible to re -test after three months.
2. The employee may take individual performance tests as soon as training is
complete. The employee will be eligible to take the performance test for
advancement after completion of 18 months in the entry level.
D. The recommendation for advancement is made by the employee's supervisor based
on the supervisor's evaluation that the employee is completely satisfactory in the
present position and is considered to be ready for advancement to the higher
position. This recommendation must be approved by the Department Manager and
the General Manager -Chief Engineer.
I. The supervisor must file a written recommendation.
E. Employees who advance to the second level position will be given a minimum of a
one-step but no more than two steps (depending on the salary table) salary increase
and will be on probation for at least b months.
II. Second level employees may advance to the third level if all of the following conditions
exist:
A. The position does not require supervisorial skills
* Plant Attendants do not fall under this procedure
B. The employee has been in a second Ievel position for a minimum of 12 months.
C. The employee has met the qualifications of the third level position by means of on-
the-job training, experience, continuing education and/or organizational certifica-
tion.
D. The employee must pass a standardized written and/or oral examination with
specific emphasis on the duties and skill required for the position.
E. There must exist an o en position in the third level.
1. An employee in the third level vacating the position.
2. The Board of Directors authorizing a position at the third level.
E. Employees who advance to the third level position shall be given a minimum of a
one-step but no more than two steps (depending on the salary table) salary increase
and will be on probation for a minimum of six months.
III. In the event there is no person qualified to advance from the lower level, the higher level
may be filled from outside of the District's present staff.

complex facilities, to 5 years, to put it in line with other similar and/or
related class descriptions.

ISSUE: The District sees a need for a written policy on the practice of
relatives working for the District.
BACKGROUND: The Board of Directors, at its meeting of October 18, 1979
directed staff to develop a policy statement concerning the employment of
relatives working at the District.
Staff contends that the policy and procedure is an application of sound
personnel management and could be fairly administered. This policy will become
part of the revised Section 4 of the District Code and will be included in the
Employee's Handbook.

Issue: The Water Pollution Control/Reclamation Plant Maintenance Division has seven
open Maintenance Technician II positions which require filling.
Background: The Maintenance Technician II is the first level position in the
Maintenance Division of the Plant Operations Department. To eliminate confusion
within the Plant Operations Department, this position, as currently defined, should
be titled Maintenance Technician I. Due to promotions all budgeted Idaintenance
Technician II positions are open, and we feel that the appropriate time for this
change would be prior to filling these vacant positions. This action will not change
the pay range, duties, or responsibilities of this position.

ISSUE: A need exists to update the class description for the position of Control Systems
Engineer.
BACKGROUND: The resignation of Paul Papke, Senior Engineer (Control Systems),
effective December 31, 1979, has created a vacancy in the computer section of the Plant
Operations Department. The class description has been revised to better reflect the
current needs of the District by changing the emphasis from programming ability to
emphasizing overall computer system ability, field instrumentation, field sensor and
electronics knowledge.
The experience qualification has been broadened to allow an advanced degree in a
related field to substitute for part of the experience requirements and to reduce the total
number of required years of experience to increase the candidate pool.
RECOMMENDATION:
Adopt revised class description for Control Systems Engineer.

TITLE: CONTROL SYSTEMS ENGINEER
DEFINITION
Under general direction, oversees the operation of the Treatment Plant
computer system and field instrumentation, develops strategies for improving
the efficiency and performance of the Treatment Plant, and does related work.
EXAMPLES OF DUTIES
Works with the Plant Operations Division in optimizing process control
of the plant and associated management information systems; analyzes computer
generated plant operating data; develops data retrieval systems; develops and
improves control algorithms for optimization of plant operation; recommends
modifications to plant instrument systems; programs local microprocessor
backup control systems; tunes direct digital control loops; changes control
strategies; provides in -plant training to District personnel in the operation
of the Treatment Plant computer control system, provides technical advice and
training to Plant instrument repairmen, supervises computer personnel.
LICENSE
Possession of an appropriate California operator's license issued by the
State Department of Motor Vehicles.
Knowledge of:
Field instrumentation such as pH probes; oxygen electrodes, Venturi
meters, etc., basic computer design principles;
Engineering principles, practices, and methods related to the design
and implementation of large scale computer network control
systems, including microprocessor -based telemetry equipment;
Basic electronics.
MINIMUM QUALIFICATIONS
Knowledge of:
Engineering principles and practices; basic electronics; familiarity
with telemetry systems; analogue sensor operating principles,
familiarity with microprocessors, familiarity with basic
computer design principles, and field sensors;
and
Ability to:
Plan, organize, direct and review work of others;
Apply engineering principles and techniques in the solution of
difficult and complex problems, analyze situations accurately
and adopt sound and effective courses of action, draw sound
conclusions from analysis and, as necessary, make appropriate
recommendations regarding operations;
Maintain accurate records and prepare comprehensive reports;
Establish and maintain cooperative relationships with those contacted
in the course of work.

Background: The Plant Operations Division Manager has been reclassified to
include the responsibilities of plant operations only. Robert Baker has been
working in the position of Superintendent of Operations since January, 1979
and has demonstrated the ability to provide effective leadership and process
control skills required of this position.
Robert Baker has worked in the wastewater field for five years and possesses
masters degrees in Biological Science and Environmental Engineering. This along
with his demonstrated abilities, as previously stated, qualified him for the
position of Plant Operations Division Manager. Due to the immediate need to fill
this position, the demonstrated abilities of Robert Baker, and that it is a pro-
fessional level position, we feel that the recommended promotional advancement is
in the best interests of the District.
Recommendation: Authorization to promote Robert A. Baker, Superintendent of Oper-
ations, to the position of Plant Operations Division Manager, R82A, $2220, effec-
tive October 18, 1979. Successful completion of a six month probationary period
will be required.

Issue: The Plant Operations Department requires the separation of the Plant
Operations Division Manager position into two positions.
Background: The present position of Plant Operations Division Manager is
responsible for the direct supervision of three major divisions of the treat-
ment plant, the Laboratory, Operations, and Maintenance which requires the
supervision of 100 people and a budget expenditure of approximately 71 million
dollars.
The staffing plan for the Plant Operations Department, as presented in the
Sanitary District's Facilities Plan and Project Report dated August, 1975, pro-
vided for two senior level positions, Plant Operations Engineer and Plant Main-
tenance Engineer who report directly to the Manager of Plant Operations. Due to
difficulties in recruitment of qualified personnel and the potential cost savings
of combining the positions, these two positions were combined.
It has become apparent that the professional and technical skills required,
along with the job responsibilities of both the operation of an advanced waste-
water treatment plant and the maintenance of complex mechanical equipment were
beyond a one classification position. It is recommended that the position respon-
sibilities of Plant Operations Division Manager be divided into two positions of
Plant Operations Division Manager and Maintenance Division Manager.
Recommendation: Board authorization to separate the position of Plant Operations
Division Manager into two positions through the change of the existing division
manager job description to include plant operations only and the authorization of
a new position of Plant Maintenance Division Manager, Range 82, $2220 - $2685).

ISSUE: The attached memorandum requesting appointments for the position of
Crew Member I was submitted on September 24, 1979 to the General Manager -
Chief Engineer, Roger Dolan via the Personnel Officer, Gail Koff. The request
was approved with the exception of Robert N. Hinkson for the reason stated in
Mr. Dolan's interoffice routing slip of September 25, 1979, and that is "This
item will have to go to the Board because it contravenes my understanding of a
stated Board position that District employees should not be supervising their
own immediate family members."
BACKGROUND: On June 12, 1979, the announcement of an opening for the position
of Maintenance Crew Member 1 in the Collection System Operations Department was
advertised. Applications, including Robert N. Hinkson's, were accepted through
June 29. He took the written exam held July 28, and the practical and physical
examination held on August 16. As a result of these testing procedures, an
eligible list was approved by the District Board of Directors on September 6,
1979• Robert N. Hinkson stood No. i on this list. On September 19, personal
interviews with Collection System Operations Department staff were held with the
top candidates. At the conclusion of the interviews, Robert N. Hinkson was one
of the five recommended for employment. At no time during the above procedures
was Robert N. Hinkson given any indication he would not be eligible for the
position.
am unaware of a stated Board post -tion to the effect that District employees
should not be supervising their immediate family members. If Robert N. Hinkson
Is hired as a Maintenance Crew Member I, 1 will be 3 layers removed from super-
vising him. Robert N. Hinkson will have to go through the same probationary
period as any other employee, and I anticipate no problems.
RECOMMENDATION: Approve the appointment of Robert N. Hinkson to the position of
Crew Member I, Range 53-A ($1219) effective October 1, 1979.

ISSUE: The justification of additional Engineering_ Aid III
positions will not be finished until after current eligibility
list expires.
BACKGROUND: The current Aid III (copy attached) list expires
October 6, 1979. I am currently developing background data to
substantiate the justification for the need for additional
personnel at the Engineering Aid III level. The justification
Process has taken more time than anticipated due in part to
delays in resolving issues related to Chapter 4. I do not wish
to penalize employees on the list by allowing the list to expire
without first giving them a chance to advance. The final deter-
mination as to how the Aid III position will be filled will be
made in the next three months.
RECOMMENDATION: Extend the current Engineering Aid III eligi-
bility list or a period of 3% months to January 6, 1980.

BACKGROUND: Attached for your review and approval are updated organizational
charts.
The overall organizational chart has been highlighted to reflect changes made.
A copy of the previous chart is enclosed for comparison purposed.
The Administrative Chart has been changed to reflect the deletion of Legal
Counsel in the Administrative Department. Also, Mr. W. C. Dalton's title
has been changed to Deputy General Manager -Deputy Chief Engineer.
The Engineering Organizational Chart has been altered to reflect the Manager's
accurate title and pay classification range.
RECOMMENDATION: Adopt revised organizational charts for Central Contra Costa

DEFINITION
Under the direction of the General Manager -Chief Engineer in the overall

Under administrative direction to manage the Engineering Department of

studies, research, analyses, programs, projects, construction and contract

Issue: The Plant Operations Department has two open positions which require

Back d: With the torporary movement of one Operator III to shift super-
visor and a new position budgeted, the Plant Operations Department has two
open plant Operator III positions that require filling irmnediately. All
qualified candidates on the Operator III eligibility list have been hired or
have refused the position. A new eligibility list is being developed. Due
to the workload and the importance of these positions, temporary appointment
is necessary.
Reccemmendation: In accordance with Section 4-416 of the District Code, it is
requested that George Fowler and Edgar CamEway receive temporary appointments
effective July 1, 1979 to the position of Operator III, R -65A, until the

BACKGROUND: Gregory D. Humm was hired as a temporary summer employee to work
in the Special Projects Engineering Division; however, because of his education
and experience, Gregory D. Humm has been assigned tasks that are more demanding
than those assigned to other temporary summer employees. The assigned tasks
are similar to those in the Engineering Aid 111 job classification.
The Special Projects Engineering Division has a vacant position for an
Assistant Engineer. This position will not be filled until after Gregory D.

BACKGROUND: Molly's doctor has requested that she remain at home
because of involuntary complications with her pregnancy: edema and
hypertension. The only treatment advised is bed rest with her legs
elevated. During this period before her baby is due (estimated 8/9/79)
she will be covered by State Disability Insurance because of contributions
made during her employment prior to coming to work at the District.
RECOMMENDATION: Approve a six month Leave of Absense for Molly Mullin,
beginning /25/79.

SUBJECT: ADOPTION OF A RESOLUTION FIXING THE ENVIRONMENTAL
QUALITY CHARGES (EQC) FOR 1979-80 AND APPLICATION
OF THE CHARGE TO ALL PROPERTIES SERVED BY THE
CENTRAL CONTRA COSTA SANITARY DISTRICT
ISSUE: It was the announced intention of the Board to reconsider the EQC rate along
with the other items under consideration at the hearing of 6/21/79.
BACKGROUND: The Board adopted Resolution 79-101 (copy attached), dated May 31,
1979, fixing the 1979-80 EQC rates subject to any changes resulting from the hearing
scheduled for Board Meeting of June 21, 1979.
Also attached are three tables to be considered as part of this review. Table 1
shows the estimated salary savings that are expected to result from unfilled positions
in fiscal year 79/80.
Table 2 shows a computation of EQC rates considering the impact of continued inflation
and growth through fiscal year 81/82. Table 3 shows a computation of EQC revenue for
various EQC rates.
From the tables, it can be seen that the predicted salary savings would result in
a reduction of O & M costs of approximately $85,000. When this figure is used to recompute
the required EQC rate, it results in almost a $1.00 reduction.
The inflationary predictions for 79/80 through 81/82 are based on an 8% inflation
factor which may be low in light of recent trends.
RECOMMENDATION: The Board should consider the option of reducing the EQC rate
($7 set on May 1, 1979 by $1.00 to reflect the predicted salary savings.
If a change is desired, the Board should rescind Resolution 79-101 and adopt a new
resolution based on the changed rate. If it is the consensus of the Board that no change
is desired, no action is needed.

Hearing to Consider
Collection of Environmental Quality Charge
on Tax Roll and the District's
Operations and Maintenance Budget for 1979/$0
President Carlson:
There are three related matters to be considered at tonight's
hearing. The first is a review of the District's Operations and
Maintenance budget. The second is a review of the setting of the
District's Environmental Quality Charge to determine if any change
is appropriate. The third matter for consideration is the issue of
collection of the Environmental Quality Charge on the County tax bill.
The format for the hearing will be as follows: The hearing will
be opened and staff will be asked to begin by reviewing the Operations
and Maintenance budget for Fiscal Year 1979/$0, Following this review
and Board discussion, the public will be asked to comment on or question
any budget related items. Following the completion of the discussion
on the budget, the staff will be asked to review the computation of
the Environmental Quality Charge.
This same sequence will be followed until all public input is
received on the question of the collection of the Environmental Quality
Charge on the County tax bill.
After the hearing is closed, the Board will consider an action on
each of the three matters.

SUBJECT: ROY JOHNSON, SHIFT SUPERVISOR -- DISCIPLINARY ACTION
Issue: Disciplinary action was required in the Plant Operations Department.
Background: On June 11, 1979 at approximately 5 a.m., there was a chlorine
leak w ich resulted in plant personnel requiring medical attention.
The accident and injury to plant personnel were due to actions of Roy
Johnson, Shift Supervisor, who was in charge of the treatment plant. Mr.
Johnson disregarded written operational directives and safety procedures
which resulted in a major chlorine leak exposing unprotected personnel to
chlorine gas.
The severity of a situation in which an employee who is in full charge
of the treatment plant disregarding written operational and safety procedures,
required the immediate suspension of the responsible employee. This suspension
immediately removed Mr. Johnson from direct supervision of the treatment plant
and provided time to reevaluate his qualifications for the responsible position
of Shift Supervisor.
Recommendation: Board authorization to implement the actions outlined in the
attached memorandum to Roy Johnson.

SUBJECT: DISCIPLINARY ACTION REGARDING CHLORINE ACCIDENT
The chlorine accident which occurred on June 11, 1979 has been carefully
reviewed. It has been concluded that your actions were outside your authority
and that written procedures were grossly violated.
Personnel working directily under your supervision were working in viola-
tion of written chlorine safety procedures. This resulted in personal injury
and loss of work. This accident was of such a serious nature that toss of life
could have occurred.
Because of the seriousness of this error in supervision, the following dis-
ciplinary action will be taken:
1. Four days' suspension without pay - June 12 through June 15, 1979
2. Reassignment of responsibilities working on special projects as a
shift supervisor beginning on June 18, 1979.
3. Reduced from a Shift Supervisor to an Operator III position effective
September 15, 1979. At that time, you will assume the responsibilities
of an Operator III subject to District review.
4. Consultation with the District's physician regarding medication taken
and prescribed.
5. This action shall become effective immediately.

Issue: Termination of Zaragosa Soliz, Wastewater Treatment Plant Operator I.
Background: Zaragosa Soliz has been an employee of the District for over two
years. During this time, his attendance, his job performance, and his work
habits have been a large problem for his supervisors. Background information
has been compiled which clearly indicates that Mr. Soliz, working in any posi-
tion, will not perform to the District's standards.
Recommendation: In accordance with the District's code and in its best
interest, it is recommended that Mr. So)iz be suspended effective June 8, 1979
with a termination date effective June 21, 1979. This will allow proper noti-
fication to be given and time for any response.

ISSUE: Authorization is required to establish the position of Assistant Engineer
in the Special Projects Engineering Division.
BACKGROUND: Certain Treatment Plant process engineering responsibilities have been
assigned to the Special Projects Engineering Division which require the services
of an additional engineer in this Division. The additional project responsibilities
include assisting the Plant Operations Department in process optimization and
procedures for each of the unit processes.
The Treatment Plant Department has a position of Engineering Associate R77 which has
been used for this purpose. The most recent incumbent of this position, Mr. Bruce
Ford, resigned in April 1979. This action would transfer the position
of Engineering Associate R77 from the Treatment Plant Department to the Special
Projects Division of the Engineering Department and reclassify it to the Assistant
Engineering R72 position.
The level of experience and responsibility is appropriate considering the work
assignments and the degree of supervision available.
RECOMMENDATION: Authorize Transfer and Reclassification of an Assistant Engineer
position Range 72, $1,748-$2,116 in the Special Projects Engineering Division.

DEFINITION
Perform inspection of assigned civil engineering construction work for the
District's construction projects with minimum supervision and to do related work
as required.
EXAMPLE OF DUTIES
Verify lines and grades and perform construction inspection of the following:
excavation; fill or grading; shoring; falsework; concrete including forms and
rebar; drainage; masonry; structural steel framing; miscellaneous ironwork;
carpentry; building interiors and finish; painting; and miscellaneous construction
specialities. Assist with record keeping, including change orders, progress
payments, schedules and various reports. Maintain liaison with Plant Operations
Division. Assist with evaluation of construction claims, and prepare reports.
LICENSE
Possession of a valid California Driver's License issued by the State
Department of Motor Vehicles.
DESIRABLE QUALIFICATIONS
Thorough knowledge of:
Civil engineering construction work and an ability to analyze related
construction claims;
and
Ability to:
Perform civil engineering inspection for District construction projects
from initial site development through completion and acceptance of
the finished structures;
Establish and maintain cooperative relationships with those contacted
in the course of work;
Read and interpret construction plans and specifications;
Ensure conformance with construction plans and specifications;
Make calculations;

ISSUE: The Personnel Office requests a Records Clerk.
BACKGROUND: The continually increased workload of the Personnel Officer requires the
additional help of a Records Clerk to handle much of the routine everyday workload, and
to meet the legal requirements of maintaining adequate personnel and affirmative action
files, reports and records.
The major duties comprising the workload would be: maintaining and updating
all employee personnel files and records; maintaining a current daily State Compensatior
Log and all affirmative action records; assisting in routine employment telephone and
and salary survey inquiries; and typing on a variety of routine and special personnel
projects such as the upcoming personnel policies and procedures manual and rewriting
of all class descriptions.
Presently the routine typing responsibilities for personnel letters for the
various interviewing, testing and hiring stages for our position openings are shared
on a time -available basis by two secretaries and one records clerk/receptionist-
During times of heavyy workload, the fragmentation of job responsibility has resulted
in omissions or clerical errors. Concentrating the typing responsibility with one
part-time records clerk with an overview ability will eliminate this problem.
It is planned to hire a Records Clerk on less than full-time at first and the
position will be filled in mid summer.
RECOMMENDATION: Authorization to establish an additional Records Clerk position,
Personnel Office, Administration Department, Range 49, $949 - $1145.

standby costs will go to approximately $27,664.00 --an increase of
$13,266.00. This represents an increase on department payroll of
0.60%.
District wide,standby costs increase by $19,847.00 and have an
impact of about 1.2% on •the two department's payroll.

ISSUE: Procedural requirements in the District Code and State law

BACKGROUND: Collection of Environmental Quality Charges on the tax
rol Was -been determined to be the most cost effective manner of
handling this revenue and accounting for it. We will continue to
bill directly some commercial and industrial users of the District
system and all tax-exempt properties. The report referred to in the
attached memo to the Secretary from the General Manager -Chief Engineer
is the copy of the County tax roil for the District on which we check
and update all Environmental Quality Charges.
RECOMMENDATION: Adopt resolution fixing Environmental Quality
Charges for 1979-80 and set hearing date for the question of collection
on the tax roll for June 21, 1979 with further consideration of rates
at that same hearing.

project. The construction contract that will be used for this project
will require full time inspection for determination of actual quantities
of earth moved. The work would start on June 18, 1979, and be completed
during September, 1979. The person hired to accomplish this work would
be required to have some college level surveying experience.

SUBJECT: DETERMINATION OF EQC RATE FOR 1979-80
ISSUE: Our budgetary process requires that 0 & M expenditures and revenues be
determined and fixed concurrently. Each has a number of variables but they
share the effects of inflation. This EQC rate study uses a range of 11% for
inflation and District growth, and use of EQC Reserves (Sinking Fund) for
each of the next two Fiscal years.
BACKGROUND: A projection of expenditures and revenues for the next three
years was made to judge the effect of fixing the 1979-80 rate. Attached is
a chart of projected expenditures and revenues through 1981-82 with the
anticipated inflation and growth rate, and with use of EQC reserves. Also
attached is a graph which illustrates the trends.
RECOMMENDATION: Adopt a basic rate of $7.75 per month for residential users
and an equivalent increase of 19.2% for all other users.

SUBJECT: REQUEST RESOLUTION ESTABLISHING ON-CALL STANDBY COMPENSATION
AT 9 HOURS PER EMPLOYEE'S OVERTIME RATE
ISSUE: This request is to change the current standby compensation from seven
T7 - -hours straight time pay per seven (7) day period to nine (9) hours at
overtime rates.
BACKGROUND: Compensation for on-call standby time was authorized by the District
in October, 1957. The original payment was a guarantee of 3 hours overtime pay
for the on-call period. In June, 1958, this was changed to 4 hours straight time
pay, and in July, 1969, it was again adjusted to 7 hours straight time. This
rate is presently in effect.
Qualified personnel of the C.S.O. Department excluding supervisory staff
are assigned to "on-call" for a period of 7 days. The duty consists of the
employee standing by, being available for emergency maintenance work during
that part of each day including Saturdays, Sundays, and holidays when regular
working hours are not in effect. In 1978, on-call crews responded to 278 requests
for emergency work that took 628 hours to service.
We have surveyed 9 Bay Area agencies as to their on-call standby payment
practice. Compensation for standby time ranged from zero (0) at San Pablo
Sanitary District to $160.00 at Santa Clara Sanitary District IV. (See Standby
Compensation Comparison)
C.S.O. Department personnel have proposed that standby compensation be in
the amount of i h -,o ur of pay at each employee's overtime pay rate for weekdays,
and 2 hours at overtime rates for weekends and holidays.
I have estimated this year's standby cost to be $6,581.12. If the increase
in proposed compensation is accepted, the standby costs will go to approximately
$12,692.16, an increase of $6,111.04 over last year. This represents an increase
on department payroll of only 0.58%.
RECOMMENDATION: Approve request establishing on-call standby compensation at
9 hours per employee's overtime rate.

SUBJECT: ENVIRONMENTAL QUALITY CHARGE 1979-80 DATE FOR HEARING
ISSUE: A hearing is legally required to place the EQC on the tax roll
for collections.
BACKGROUND: A hearing strictly on the question of collection of EQC with
county taxes is a legal formality with little controversy, but if the
hearing includes the question of rate -setting and the basis for the EQC,
public input can be quite varied and useful. Furthermore, such a hearing
can be an excellent vehicle to inform the public of the activities,
problems, and solutions of the District.
The hearing date can be as early as June 7th or as late as July 5th.
The earlier date would allow continuance if desired.

DEFINITION
Under general supervision, to direct and work with a crew engaged in
construction, repairing, cleaning and closed circuit television inspection of
the sewer collection system and to do related work as required.
EXAMPLES OF DUTIES
Receives assignments, plans and directs the work of a crew assigned to a
division of the Collection System Operations Department; supervises and assists
crews engaged in sewer line and structure repair, replacement, construction,
cleaning and inspection work; operates or has a thorough knowledge of various
items of equipment used in sewer construction, repair replacement, cleaning and
inspection; trains crew members and is responsible for adherence to rules,
procedures, work methods and safety orders; assures that tools and equipment
required are available and taken to the job site; is responsible for the upkeep
of tools and equipment assigned to the crew; checks on complaints; meets with
the public and representatives of other agencies regarding sewer maintenance
problems; submits daily work reports; works long and unusual hours when required;
subject to on-call duty; may act for a Maintenance Supervisor in the latter's
absence.
LICENSE
Possession of an appropriate California Operator's License issued by the
State Department of Motor Vehicles.
Possession of a Grade 11 Maintenance Certificate issued by the California
Water Pollution Control Association, or must obtain the certificate within the
probationary period for the position.
DESIRABLE QUALIFICATIONS
Knowledge of:
Tools, equipment, and methods employed in sewer construction, repairing,

caring for tools and equipment; on a training or temporary basis may operate
loaders, rollers, tap machines, cleaning machines, television equipment, and

SUBJECT: DETERMINATION OF EQC RATE FOR 1979-80
ISSUE: Our budgetary process requires that O & M expenditures and revenues be
determined and fixed concurrently. Each has a number of variables but they share the
effects of inflation. This EQC rate study uses a range of 10% to 14% for inflation and
District growth.
BACKGROUND: A projection of expenditures and revenues for the next three years
was deemed essential to judge the effect of fixing the 1979-80 rate at certain levels.
Attached is a chart of projected expenditures and revenues through 1981-82 with
emphasis on the anticipated range of inflation and growth rates, and the choices
available with or without use of EQC reserves. Also attached are two graphs which
illustrate the trends and choices.
A basic change between this study and the earlier presentation is the higher
projected total for next year's budget. This has the effect of eliminating the choices
of continuing the present rate, or staying within the 7% Presidential Guidelines.
If the projected budget total cannot be reduced substantially, the only resource
available for rate reduction would be borrowing from the Sewer Construction Fund
after utilizing the EQC sinking fund.
RECOMMENDATION: Select a combined rate of inflation and growth, a level of
reserves to be maintained and decide if further study is needed.

SUBJECT: DISCUSSION OF ENVIRONMENTAL QUALITY CHARGE REBATE FOR
THE 1979-80 FISCAL YEAR
ISSUE: The increase in the EQC rate necessary to meet Federal requirements
CFR 40-35.929-2 (b) (2), which state that the charges for users shall
generate sufficient revenue to pay the total operation and maintenance
costs of the system, is more of a policy issue this year than a rate
determination by budget process.
BACKGROUND: The current financial plan indicates that to reach a.f iscal
year balance, we need to raise about $2,000,000 more in 1979-80 EQC charges
than in the current fiscal year, and that the base rate would be $96.00 per
unit as compared to the present $78.00. With careful budgeting, some carry
over of 78-79 RE funds, and a return of previous transfers from Running
Expense to Sewer Construction Fund, we can reduce the need for an increase
in EQC. The constraints of Proposition 13 and the Presidential Wage & Price
guidelines may, in any event, limit the amount of any EQC increase.
Attached is a tabulation of EQC factors and projections as related to 0 & M
budgets.
RECOMMENDATION: Schedule an early decision on the EQC rate for 1979-80 to
permit staff to set a hearing date and to begin billing work.

Issue: This year's Western Regional Conference of IMPA is being held in
Sacramento and will provide valuable information on current personnel
matters.
Background: The above mentioned conference will concern such current
issues as "Post Proposition 13" concerns, the new Federal Labor Relations
System, public retirement system reform, reverse discrimination, and the
new federal wage guidelines. These and other scheduled work sessions
have a direct influence on our personnel function.
Recommendation: Authorize payment of $75 for registration, plus actual
expenses for meals, lodging and mileage for attendance of Gail Koff,
Personnel Officer, at the annual Western Regional Conference of International
Personnel Managers Association at Sacramento, May 1-4, 1979.

ISSUE: A need exists to update the class description of Equipment Maintenance
Supervisor.
BACKGROUND: Mark Ivory, the incumbent retired March 30, 1979. Prior to
recruiting to fill this position, the District recognizes a need to reference the general
types of equipment to be serviced in this position. In addition, the experience
qualification has been increased from two to five years with supervisory experience
required.

Issue: The Plant Operations Department, Maintenance Division, has an open
position which requires filling.
Background: The Maintenance Technician III (machinist) position has been
vacant since January 17, 1979 due to the termination of Robert Simmons.
Due to the workload of the machine shop, Kenneth Harrison, Maintenance
Technician II has been working in the machine shop, and projected workloads
indicate that we should maintain a person in this position until it can be
filled by examination.
Recommendation: In accordance with Section 4-416 of the District code, it is
requested that Kenneth Harrison, Maintenance Technician II, receive a temp-
orary appointment, effective March 1, 1979. to Maintenance Technician III,
R -65A $1478, until the authorized position can be filled by examination,
but not to exceed 90 days.

BACKGROUND: Additional personnel are needed to fill-in for permanent records
persons whose duties have been and will be shifted to design and survey projects,
catch up on the backlog of permanent records and fill-in for summer vacations.
PERSONNEL REQUESTED
I. One Permanent -Intermittent draftsperson for a 15-1/2 month period from
March 15, 1979 through June 30, 1980 to work exclusively on the 100 -scale
record map program.
2. One temporary draftsperson for the six-month period of March 15 through
September 15, to work on miscellaneous permanent records projects.
3. Two temporary survey persons to fill out a 2nd survey crew for a 3 -month
period June 15 through September 15
4. Five temporary draftspersons to do permanent records catch-up projects,
fill in for regular permanent records persons temporarily shifted to
design and survey and fill in for regular employees when they take their
vacations for the 3 month period from June 15 through September 15.
5. One temporary person with engineering background to assist the Special
Projects Division for 3 months, June 15 through September 15.
We propose to rent a 10' X 40' mobile office for use as a drafting room
for the 4 -month period of June 1 through September 30 at an estimated cost
of $2,500.
RECOMMENDATION: Authorize the Engineering Department to hire 8 temporary
(3 months), 1 temporary (b months) and 1 Permanent Intermittent (15-1/2 months)
persons and approve $2,500 for rental of a mobile office and necessary equip-
ment for the periods of time stated above.

ISSUE: This personnel is needed for vacation fill in, to augment regular main-
tenance programs, and for special projects undertaken in the summer months.
BACKGROUND: The workers will be used in the following manner:

1. During the vacation season we average 5.5 absences per day. 5 men
should allow us to cover this loss adequately.

and grounds man will be taking 6 weeks vacation.
3. We use the extra shop help to service, make minor vehicle repairs, and to
take care of the physical appearance of District vehicles and equipment.
4. We need help in the office for record keeping catch up, and help with
the installation of a new record keeping system.
5. The men assigned to the construction section will be used to beef up
regular construction crews.
RECOMMENDATION: Approve authorization to employ 10 temporary employees in the
Collection System Operations Department in 1979.

Start of the new facilities has presented a heavy workload on plant
personnel reducing available labor for this work.
It is proposed to utilize these summer employees in outside area
maintenance and cleaning of areas not covered by the contract and
assistance in the laboratory.

The hourly rate for seasonal help (persons not having special qualifications

$4.55 per hour. Last year we received authorization to hire 31 persons for

The approximate cost of this action would be $100,000. The 1978-79 Budget
included $327,680 for seasonal and temporary personnel. and a comparative
amount is planned for next fiscal year.

SUBJECT: ADOPT RESOLUTION TO INCREASE OBSTETRICAL CARE
COVERAGE PROVIDED BY BLUE SHIELD TO CONFORM WITH
COVERAGE AFFORDED TO ANY OTHER ILLNESS
ISSUE: On October 31, 1978, President Carter signed into 12w (P.L. 95-555) a require-
ment that employers with 15 or more employees must provide their female employees
pregnancy and obstetrical benefits on the same basis as for any other covered medical
benefit.
For example, since Blue Shield provides our employees and their dependents 80% of
the physician and hospital charges for most illnesses, we must increase our obstetrical
care from the present maximum of $1,000 to 80% of the usual incurred cost.
BACKGROUND: At our request, Blue Shield submitted a proposal of the additional cost
for this required coverage. The additional monthly premium shown below was calculated
on the number of females in the child bearing age and then further refined and applied to
all the employees and their dependents.
Included in these rates are vasectomy benefits. Voluntary termination of preg-
nancy is not included.

TITLE: RECORDS CLERK
DEFINITION
Under general supervision, this entry level position performs a variety of
typing and clerical tasks of moderate complexity and responsibility requiring
care and accuracy; performs other work as required.
EXAMPLES OF DUTIES
Types correspondence, reports, memos, forms, specifications and related
material from rough drafts, corrected copy, verbal instructions or dictating
equipment, organizing and setting up material to produce correct finished format;
proofreads and checks typed material and reports for clerical and arithmetic
accuracy, completeness and for compliance with established standards and pro-
cedures, makes corrections as necessary; types or writes data where data may be
compiled from several sources or necessitates some investigation; classifies,
indexes, files and locates a variety of material according to established filing
systems; may open, sort and route mail. Receives visitors and provides factual
information to the public and District personnel which requires the use of

ISSUE: There currently exists an Eligibility List for the position
of Records Clerk - Plant Operations.
BACKGROUND: Of the six names on the Eligibility List No.'s 1-4
have been hired. Ms. Russell, No. S on the list has had numerous messages
left with her answering service, to no avail. With only one remaining
candidate on the Eligibility List, the District believes it would be in
its best interest to cancel the list and readvertise.
RECOMMENDATION: Cancel Eligibility List for the position of Records
Clerk - Plant Operations.

SUBJECT: ADOPT A CLASS DESCRIPTION FOR THE POSITION OF PURCHASING
AND MATERIALS SUPERVISOR, RANGE 76
ISSUE: A need exists for a class description for a Purchasing and
Materials Supervisor at the Treatment Plant.
BACKGROUND: Mr. Walter Fox, Technical Assistant to the Plant Operations
Department has been carrying out the required duties as outlined in the pro-
posed class description of Purchasing 6 Materials Supervisor. Mr. Fox has
stated his intention to retire in mid-March.
The new class description of Purchasing & Materials Supervisor would
replace the present authorized position and class description of Technical
Assistant. This new class description will better define the job require-
ments and provide a clearer definition for job recruitment.
RECOMMENDATION: Adopt a class description for the position of Purchasing
and Materials Supervisor, Range 76, effective March 1, 1979, and deletion of the
position and class description of Technical Assistant, Range 77, effective April
1, 1979•

SUBJECT: PROMOTION OF PAUL PAPKE, COMPUTER ENGINEER(SOFTWARE)
RANGE 77E TO CONTROL SYSTEMS ENGINEER, RANGE 82C,
$2445 EFFECTIVE FEBRUARY 1, 1979
Issue: Reorganization of the Plant Operations Department Computer
Engineering Division requires the filling of the Control System Engineer
position.
Background: Paul Papke, Computer Engineer (software) has been employed
by the Sanitary District since October 18, 1976 as a specialist in the
treatment plant's computer system. Prior to his employment with the
Sanitary District, he was the project manager -engineer for Wismer and
Becker and was responsible for the development, design, and construction
of this computer system installed at the treatment plant.
Paul Papke's educational background, experience, and highly
specialized understanding of the Sanitary District's computer system
has been the major factor in the successful operation of the treatment
facility, and it is felt that the final completion and development of the
control and management computer system will require that the proposed
position of Control Systems Engineer be filled with someone of this capa-
bility.
Because of the uniqueness and specialized requirements of this position,
it is felt that an inhouse promotion of Paul Papke would be the most effective
procedure to fill this new position of Control Svstems Engineer.
Recommendation: Paul Papke, Computer Engineer (Software) R -77E, $2385 be pro-
moted to Control Systems Engineer and receive an increase in salary to Range
82C, $2445, effective February 1, 1979.

SUBJECT: ADOPT A CLASS DESCRIPTION FOR THE POSITION OF CIVIL
ENGINEERING ASSISTANT II (R72)
ISSUE: The class description for Civil Engineering Assistant II is ready
to be adopted.
BACKGROUND: In reviewing Senior Construction Inspector Overton E. Abel's
request for a change in classifications, it was decided that a modification
of the old Civil Engineering Assistant 11 (R72) description would meet the
need. By modifying the old description and concurrently reclassifying Mr.
Abel, the duties that he performs would match the description of his job.
Since the old class description was never officially adopted, the new
description is presented herewith for adoption.
RECOMMENDATION: Adopt a class description for the position of Civil
Engineering Assistant II.
