Dolan, General Manager -Chief Engineer SUBJECT: SUPPLEMENTAL EMERGENCY FUNDING FOR OUTFALL ISSUE: The condition of the outfall along the east toe of the Acme Fill dump site is becoming more precarious with movement of the pipe continuing. Plans and preparations for temporary repairs, for shutdown, for diversion of flow, for relocation, and for possible litigation must proceed. BACKGROUND: During or after the Acme Fill Corporation effort to unload part of the moving garbage slide which displaced the outfall, further movement of the pipeline occurred at an accelerated rate. We have been consulting with the Regional Water Quality Control Board about our options should the outfall fail and be taken out of service. The minimum cost option which they have approved entails channel work, on site grading and minor structure changes. We have over - expended the $10,000 emergency fund previously authorized doing on -site grading, plugging the first serious leak, studying options and making emergency plans. RECOMMENDATION: Authorize an additional $100,000 emergency fund to be expended only as necessary to deal with conditions resulting from the damage to the outfall from the garbage slide. ORINDA AREA ( NO COST TO THE DISTRICT) ISSUE: Mr. Richard J. Mancinelli, owner of Lot 9, Subdivision 3072 has requested permission to install an 8" sewer main within the existing County drainage easement. BACKGROUND: The County has reviewed the sewer plans and they have indicated they have no objection to our proposed use. There are no County facilities within the easement area and the County has no present plans to install any facilities. The "Consent to Common Use" requires the County and the District to protect the facilities of the other party whenever maintenance is performed or during installation of new facilities. McCLURE, ET UX, JOB 561 LOCATED AT 251 WALNUT AVENUE, WALNUT CREEK ISSUE: The McClures, owners of Lot 3, Tract 2650, desire to construct a patio cover and concrete deck over a portion of the District's existing 10 feet in width sewer easement. BACKGROUND: The existing sewer main was constructed in 1959. The above-mentioned improvements encroach into the District's easement a maximum of 5.0 feet. Staff has reviewed the situation and has determined that the above improve- ments do not interfere with the present use of our sewer, however, if they should become an interference or cause extra maintenance expense, the property owner is liable for these added costs to the District. If the District determines the structure to be harmful or detrimental, the property owner is required to remove the structure or relocate the sewer at his own expense. Dolan, General Manager -Chief Engineer SUBJECT: AUTHORIZE $633,000 FOR THE EVALUATION, ENVIRONMENTAL ANALYSIS, RIGHTS -OF -WAY ACQUISITION AND DESIGN OF PHASE I FOR TRUNK SEWERS, WATERSHED 33 NORTH AND SOUTH, WALNUT CREEK TO SAN RAMON ISSUE: There is a definite need to establish future rights -of -way requirements and specific locations for watershed trunk sewers from Walnut Creek to San Ramon. Ultimate service lines may be required in advance of timetables estimated by previous Brown & Caldwell reports. Areal development and occupation of convenient and available rights -of -way by other utility agencies have already effectively reduced alternative -route options of the District. BACKGROUND: The Brown and Caldwell consultant studies of 1956 and 1966 recognize the need for trunk sewer paralleling for ultimate service. The Brown & Caldwell timetable for this requirement (1985), has been advanced due to the accelerated rate of development of the upper San Ramon Valley and the 1974 Larwin Addition annexation. This annexation added approximately 4,000 acres of tributary area to the District system unaccounted for in the latest Brown & Caldwell design study. Since 1974, particular large developments in the San Ramon area have financed portions of the ultimate service trunk pipeline system. To date, some 22,000 lineal feet of the upper reach of the trunk system has been installed. Approx- imately 47,000 lineal feet remains to be completed. Although not developing at the rate of the San Ramon area, the core areas of Danville, Alamo and Walnut Creek are keeping pace with the growth predictions of the previous reports and are rapidly becoming totally developed in areas through which the ultimate parallel trunk sewers must pass. Existent potential rights -of -way are becoming either highly congested with other utility facilities -- making future trunk sewer extension installations most difficult and expensive - -or are being taken out of consideration altogether because of current and planned developments. The competition for surface and subsurface rights -of -way among various agencies is evident. The abandonment of the Southern Pacific Transportation Company's railroad facilities from San Ramon to Avon has already prompted the City of Walnut Creek and the Flood Control to propose utilization of the portion of the right -of -way from East Newell to Rudgear Road, a location we desire for the first section of the trunk sewer. East Bay MUD is interested in right-of -way for a major water line, south from Walnut Creek along the abandoned Southern Pacific right -of -way which is also a potential location for our sewer. It is not coincidental that the route proposed by the Brown & Caldwell 1956 Report for the ultimate service trunk sewer system parallels the Southern Pacific right -of -way. It may be the most desirable location for this trunk system. Funds are available in the Watershed 33 South account to finance this proposal for planning, EIR, and Right of Way ($633,000), and the first stage of construction ($1,078,000 to be subsequently authorized). The actual construc- tion of the ultimate trunk sewer system from Walnut Creek to San Ramon may be staged as existing pipeline capacities are exhausted or as funds become avail- able, but the total ultimate system with respect to environmental impacts and available and potential rights -of -way and construction costs should be evaluated and planned for the total watershed. Consideration at this time should preclude or reduce future disputes over environmental aspects of several individual and directly related trunk system projects and insure an established route and rights -of -way for the total system. Dolan, General Manager -Chief Engineer SUBJECT: AUTHORIZE $40,000 FOR THE PREPARATION OF AN ENVIRONMENTAL ANALYSIS, DESIGN, PLANS AND SPECIFICATIONS FOR 2,500 LINEAL FEET OF PARALLEL TRUNK SEWER LINE IN MORAGA ROAD, MORAGA, WS 10 WEST ISSUE: This line is necessary to relieve the currently overloaded existing 12 -inch trunk sewer and to assure adequate capacity for future tributary developments within this watershed area. BACKGROUND- The existing 12 -inch trunk line was installed in 1950 as part of Main Trunk Section VII. Subsequently, as the watershed area developed, an 18 -inch trunkline was installed upstream of the now deficient 12 -inch trunk line. The preliminary cost estimate is $173,500. Dolan, General Manager -Chief Engineer SUBJECT: REQUEST AUTHORIZATION TO ACCEPT LOW BID FROM PARKER -ROBB CHEVROLET FOR THE PURCHASE OF 1 -1/2 TON TRUCK CAB AND CHASSIS - $11,875.81 ISSUE: Bids have been received for the purchase of a 1 -1/2 ton cab and chassis. BACKGROUND: The original bid for this unit was disallowed because of errors in the original submittals. We advertised and received new bids. Parker -Robb Chevrolet was the low bidder at $11,875.81. RECOMMENDATION: Accept and award bid of $11,875.81 to Parker -Robb Chevrolet for the purchase of a 1 -1/2 ton truck cab and chassis. Respectfully submitted, Robert H. Dolan, General Manager -Chief Engineer SUBJECT: AUTHORIZE $5,716.87 TO REPLACE CAR #39 ISSUE: Car #39, a 1970 Impala has been damaged to the extent that it will cost $879.99 to repair it. In undamaged, good condition, it has a value of $400.00. It's worth $100.00 now; it can be replaced for $5,716.87. BACKGROUND: This unit was delivered to the District corpor on yard Tuesday morning (November 20). It had apparently been in a/ lion with truck #58 resulting in severe damage to the right front fender, lights, grill, bumper and hood. Low repair estimate using some second hand parts is $879.99. Since July, 1978, we have made $732.69 worth of repairs and improvements to #39. If we repair it, we will have invested $1,612.68 in this vehicle in 6 months. I might add that #39 was up for replacement this fiscal year but held over until 1979 -1980. The question is to repair it or replace it. A new 4 door compact will cost $5,716.87 and seems the better investment at this time. We would be lucky to get $100.00 out of this car in another year even if it is in good shape. With the heavy use it's getting (7,084 miles since July, a total 81,684 miles overall), we can anticipate additional medium to heavy repair costs. Dolan, General Manager -Chief Engineer SUBJECT: AUTHORIZATION OF $2,200 FROM THE FIELD MODIFICATION APPROVAL OF NOVEMBER 22, 1977 FOR THE PURCHASE AND INSTALLATION OF A COMMUNICATIONS RECORDING SYSTEM Issue: A permanent record is required of operations communications. Background: The computer control system of the treatment plant requires extensive use and reliance on the treatment plant's radio communication system. All real -time operational changes and instructions are communi- cated from the computer room and back through the radio system. In the event of emergency operations or life support conditions, the radio is the first line of communication. During the Contractor's operation and testing of the furnace system, he will also be utilizing the radio system to communicate operational changes to the computer room. In order to provide a permanent record of the radio communications between Operations and Contractor to Operations, a radio communications logging unit has been installed utilizing the authorized construction fund. Recommendation: Authorization of $2,200 from the field modification approval of November 22, 1977 for the purchase and installation of one communications logging system and reimbursement to the fund. Dolan, General Manager -Chief Engineer SUBJECT: AUTHORIZATION OF $12,000 FOR THE PURCHASE OF THREE AUTOMATIC LIQUID SAMPLERS PACED UPON PROPORTIONAL FLOW Issue: NPDES requirements dictate that automatic sampling must take place paced to proportional flow for the raw sewage and final effluent of the treatment plant. Background: In order to meet the NPDES requirements, the District had planned to place these automatic liquid samplers in service under contract 58, Phase I. Due to the delay in this contract, it will be necessary to purchase these units early and place them into immediate service. One unit will be placed before prechlorination as the raw influent enters the plant. Another unit will be placed after all treatment has been given to the final effluent, probably at the northern boundary of the treatment plant property. The third unit is needed for proper process control at locations as later needs may require. The third unit may also be used in the event that the final effluent has to be discharged into other locations than the present outfall line. Recommendation: Authorization of $12,000 for the purchase of three auto- matic liquid effluent samplers paced on proportional flow. DGN:mg Recommendation Approved: Age . Niles, Manager, Plant Operations FROM: Bhupinder Dhaliwal, Laboratory Superintendent SUBJECT: CCNTINUC3TJS A OIATIC SAMPLING DEVICES The District NPDES permit 0037648, order rnuTber 74 -95, part A, column C, defines a composite sample ".....sample composed of individual grab samples mixed in proportions varying not more than plus or minus 5% from the instantaneous rate of flow corresponding to each grab sample collected at regular intervals not greater than one hour or collected by the use of continuous automatic sampling devices.... ". The District does not have, except one sampler, automatic sampling devices. In order to meet the above definition, the District's operations staff follows a manual, tedious and expensive way of sampling. The operators grab the samples from the influent and effluent channels every hour and canposit�! according to the flaw at the sampling time. This operation costs the District approximately 2900 man hours per year. Based upon the operator's average daily wage rate, the total expenses that the District incurs through this manual sampling procedure codes out to be approximately $25,000 per year. Taking into account this heavy expense, it is recommended that the District should purchase at least three flow proportional ccmposite samplers at an approximately $120000 cost, and thus save significantly in the long run.
