Dolan, General Manager -Chief Engineer SUBJECT: AUTHORIZATION OF $2,300 FOR THE PURCHASE OF A VARI -DRIVE UNIT COMPLETE WITH ACCESSORIES FOR A DYNAMIC BALANCER Issue: The dynamic balancer as supplied by the Contractor, has a constant speed drive unit. Background: The constant speed unit for the dynamic balancer, as supplied by the Contractor, runs at 1800 rpm synchrospeed. During the balancing process, it is possible to encounter severe dynamic balancing problems below this speed. This can result in a dangerous situation occurring during the balancing process. A safe balancing procedure requires that the rotating member be accelerated slowly from a low rpm to an rpm somewhat in excess of the working speed. A slow acceleration period is necessary both to obtain a proper dynamic balance as well as for obvious reasons of safety. Model No. 6148, Vari -drive unit fulfills these qualifications. This unit will be capable of operating for a minimum of 500 to a maximum of 4,000 rpm. Recommendation: Authorization of $2,300 for the purchase of a vari -drive unit with accessories. BACKGROUND: This particular conference is excellent from a working man's point of view as it presents local problems and situations while striving to transmit knowledge that will assist individuals and companies to improve their accident prevention records. RECOMMENDATION: Authorize $168.00 to send 14 employees(10 from C.S.O. and 4 from the pump stations) to this year's conference. The registra- tion fee is $12.00 per person and includes lunch. Dolan, General Manager -Chief Engineer SUBJECT: EXECUTION OF STATE UTILITIES AGREEMENT (U.T. 106.76.1) - OUR PROJECT DISTRICT SEWERING PROJECT 3125 - TREAT BLVD WIDENING BETWEEN OAK RD. AND WALNUT CREEK CHANNEL ISSUE: State of California, Department of Transportation is administrating a project to widen Treat Boulevard and has requested District to execute a Utilities Agreement therefor. BACKGROUND: The State issued the District a "Notice to Relocate" and the District Board of Directors authorized $7,000 on 10 -5-78 for the design and construction of all necessary relocations. The subject utilities agree- ment establishes the State's 100% liability for the cost of relocations within existent District easements (approx. $5,900). Work involving relocations within existent road right -of -way, (approx. $1,100), will be accomplished at District expense. Dolan, General Manager -Chief Engineer SUBJECT: AUTHORIZATION OF $950 FROM THE FIELD MODIFICATION APPROVAL OF NOVEMBER 15, 1977 FOR THE ERECTION OF FOUR CHAIN LINK DRIVE GATES AT THE CHLORINE TANK CAR STORAGE SITE Issue: The Phase I contract gave specific details for the drive gates en- closing the chlorine tank car facility which were in nonconformance with P.U.C. regulations. Background: The Engineer gave detailed drawings for enclosing the chlorine tank car facilities which were in direct violation of P.U.C. regulations regarding clearance of railroad tracks. The code requires that there be 9ft. 6 in. clearance on a curved section of track and 8 ft. 6 in. clearance on a tangent section of track in a yard facility. In order to use the unloading equipment, the District had to remove the posts in order to obtain the required clearance. For reasons of security, this fenced area must be properly reestablished by the addition of drive gates which will conform to P.U.C. requirements. Recommendation: Authorization of $950 from the field modification approval of November 15, 1977 for the purpose of construction of two sets of drive gates for the chlorine storage area.
