Dolan, General Manager -Chief Engineer SUBJECT: OUTFALL EMERGENCY ISSUE: Due to a garbage fill settlement and consequent upheaval and Teral movement of the right of way containing the District's outfall pipe line, there is eminent danger of conduit failure. BACKGROUND: The exact history, extent, and possible effect of this fill subsidence is being determined, but we know that our 72" R.C.P. is out of horizontal alignment by over 15 feet and is off grade by over 6 feet (above installed elevation) at one point, and that a three dimensional movement is involved. As of the writing of this memo, the outfall was still functioning without noticeable leakage, but its structural integrity over a 2400 foot length is gone. We have advised the RWQCB of the situation and have tentative approval of emergency action. RECOMMENDATION: Adopt a Resolution declaring that an emergency exists relative to the outfall, and authorizing staff to take necessary protective actions including the expenditure of up to $10,000 for grading, engineering, and consultation without formal bids. Dolan, General Manager -Chief Engineer SUBJECT: AUTHORIZE THE REJECTION OF ALL BIDS ON SPECIFICATION D OF THE OCTOBER 3, 1978 VEHICLE PURCHASE AND TO SOLICIT NEW BIDS ISSUE: Parker -Robb asked to have their original low bid for this unit ($11,237.87) withdrawn because of their failure to include the freight costs from Pontiac, Michigan. BACKGROUND: Parker -Robb submitted a revised bid including freight which totaled $11,875.81. At the board meeting of October 5, 1978, this item was put over until further information on the reason for the error was developed. Mr. Hedgecock and myself met with Mr. Harmon of Parker -Robb and reviewed their bidding procedure and his work sheets found his oversight of the freight costs to be a real error. Under the circumstances, I do not want to accept their revised bid which is still the lowest nor do I wish to purchase from the second bidder at a higher cost. I prefer to readvertise and solicit new bids for this vehicle. RECOMMENDATION: Reject all bids on Specification D of the October 3, 1978 vehicle purchase and solicit new bids.
