Dolan, General Manager -Chief Engineer SUBJECT: AWARD OF CONTRACT FOR DISTRICT SEWERING PROJECT 3039, ACACIA DRIVE, ORINDA, AND AUTHORIZE THE CONSTRUCTION ACCOUNT BACKGROUND: The Board authorized staff to advertise DSP 3039 for bids 9-7-78 and such were received 10 -4 -78. Engineering department staff has reviewed and checked bids submitted from three contractors and the firm of Jardin Pipeline is the apparent low bidder at $11,799.00 (see attached tabulation). District staff estimated the cost of the work under contract at $8,570.00 in September 1978 and a total project cost of $13,000.00. Including the low bid received of $11,799.00 (38% over that estimated), the revised total estimated project cost is $16,200.00 or 25% over that estimated prior to receiving bids. An amount of $13,000.00 was previously authorized on 4- 27 -78. $3,200.00 additional funds are necessary to complete the project. RECOMMENDATION: Award contract for the construction of DSP 3039 to Jardin Pipeline, and authorize the amount of $3,200.00 to cover the balance required for the contract, construction contingencies and incidentals. Mr. Harmon was told to submit a letter explaining in full detail his mistake and to provide a complete breakdown of the cost of this unit. The additional cost is not reflected in the totals as shown in this memorandum. Summary of Vehicle Purchases - 1978 -1979 $56,650.00 was allocated for the purchase of ten (10) vehicles in the current budget. This allocation includes five (5) replacements and five (5) vehicle additions. To date we have purchased two (2) sub - compacts that were available and met our specifications at a cost of $9,224.90. That cost together with this request for purchase will be $57,040.83 or $390.83 over budget. In March of 1978, we were told that an inflationary figure of 5 or 6% should be used for budget purposes. This figure is actually 9% or 3% over our estimate. Trade --in value was budgeted at $4,900.00 and the actual trade figures are $5,100.00 and as such were not a factor. Dolan, General Manager -Chief Engineer SUBJECT: ADOPT RESOLUTION AUTHORIZING CONDEMNATION PROCEEDINGS AGAINST MR. SCOTT KING, JOB NO. 2904, PARCEL NO. 2, LOCATED AT 864 DIABLO ROAD IN THE DANVILLE AREA ISSUE: The District Board of Directors must adopt the subject Resolution to permit District Counsel to prosecute condemnation proceedings in a proper court and obtain an order of immediate possession. BACKGROUND: The Board previously authorized staff to proceed with condemnation action against Mr. King on July 27, 1978. However, a resolution authorizing the condemnation action was not adopted. It is now necessary to obtain immediate possession of the work area. The adoption of a Resolution is necessary to proceed. TO ACCOMMODATE COUNTY ISSUE: The County is widening Treat Blvd. between 1 680 and Walnut Creek Bridge. Their project necessitates the raising of various sewer structures. The County has contracted with the State to design the road project, the State has requested our relocation plans and will issue the notice to relocate. The cost of the sewer relocation within the County Road estimated at $1,100 to be borne by the CCCSD, and the portion in easement estimated at $5,900 to be reimbursed to District by the County. The District will perform the work we are responsible for; we will contract for work the County is responsible for. Dolan, General Manager - Chief Engineer SUBJECT: AUTHORIZATION OF $49400 FOR THE FIELD CONSTRUCTION OF A DRIP PAN AROUND GRIT CONVEYOR SYSTEMSME73146 AND ME73147 Issue: The area immediately adjacent to grit dewatering and conveying equipment is subject to frequent spills due to unforeseen conditions. Background: The two grit dewatering and conveying systems for furnaces No. 1 an 2 are located on the second floor of the solids conditioning building. The area under the systems consists of an open grating. When a spill occurs from either of these systems, the areas below at the first floor elevation and basement are affected. Considerable equipment including electric motors, instrumentation, solid state equipment, and power trans- mission cables may be affected adversely by a spill of this nature. In order to alleviate the condition, it is recommended that a fiberglass drip pan be constructed under the equipment to contain spills. This pan will be connected directly to the building drainage system by District forces at a later date. Recommendation: Authorization of $4,400 for the field construction of a fiberglass drip pan under the grit systems, ME73146 and ME73147.from the sewer construction funds. BACKGROUND: There are a number of issues which the District will be dealing with in the near future which will demand a high level of proficiency in the art of negotiation. These include contractor disputes, land purchases, and contract agreements. I have reviewed several courses on this subject in the past six months and have attached the course which appeared to be the most complete considering our needs.
