SUBJECT: ANNEXATION CHARGE INCREASE
ISSUE: The District policy on annexation charges requires that the
rate be periodically adjusted to reflect a level of tax investment equal
to properties within the District.
BACKGROUND: The annexation charge policy as reflected in Article 2
of Chapter 11 of the Code has been in effect over 20 years. The last
adjustment to $800 per acre was effective April 1, 1975. The index
used for adjustment stands at $966 per acre at the end of the 1977 -78 fiscal
year and will - in spite of Jarvis -Gann - approximate or exceed $1000
during this fiscal year.
Adequate advance notice to property owners will be provided by setting
a hearing for the increase at the end of 1978.
RECOMMENDATION: Set hearing date to adopt an Ordinance increasing the annexa-
tion charge,to $1000 per acre effective January 1, 1979.

completed work and we are ready to file Notice of Completion.
RECOMMENDATION: Accept as complete and authorize the District General

SUBJECT: APPROVAL OF PLANS AND PROJECT MANUAL (SPECIFICATIONS) AND
AUTHORIZATION TO ADVERTISE FOR BIDS FOR DISTRICT SEWERING
PROJECT 3039, ACACIA DRIVE, ORINDA AREA
ISSUE: Relocation of an existing sanitary sewer is required as condition of
securing a permanent sewer easement through Lot 24, Orinda Estates.
BACKGROUND: Pursuant to the Board's approval of the project and authorization
of $13,000 on 4/27/78, staff has obtained the required easement and has
prepared plans and specifications for the subject seweeing project.
RECOMMENDATION: Approve plans and project manual and authorize advertising
for bids for DSP 3039.

SUBJECT: REVIEW OF RISK MANAGEMENT AUDIT REPORT
BACKGROUND: Pursuant to the Board's approval on January 26, 1978,
Warren, McVeigh and Griffin, Risk Management Consultants, were commissioned
to review the District's insurance program and to provide recommendations
based on their findings. The underlying recommendation made by the
consultants calls for the conversion of the District's present insurance
program of risk transference to one of self - insurance to reasonable
limits, and obtaining excess insurance above the self - insured levels to
minimize the District's insurance expense while providing protection
against catastrophic losses. As an integral part of the new risk
management program, the consultants also recommended the following:
Submission of regular risk management program reports
to the Board of Directors.
In -house maintenance of records of losses, premiums, values
and policies.
Prior review of all contracts for risk management exposures.
Incorporation of an effective safety program as part of the
risk management function.
In addition to the far - reaching recommendation for a basic change
in the District's risk management concept, routine updates of present
coverage limits, deletions of existing coverage and the addition of new
coverages were also recommended.
RECOMMENDATION: Authorize implementation of the following proposed time
and action schedule to determine the relative cost and risk protection
of the self- insurance program recommended by Warren, McVeigh and Griffin:
September 7 Discussion of the risk management audit report at
the Board of Directors meeting. D. Warren of Warren,
McVeigh and Griffin to review major recommendations.
September 11 Submit risk management audit report to Schroder
Insurance Agency for a written evaluation by
September 21.
September 21 Review Schroder Insurance Agency's response at Board
of Directors meeting. Determine whether Request
for Proposal letters to be sent to other insurance
brokers.
October 12 Select a broker based on the responses to the Request
for Proposal letters. The insurance broker should
proceed to determine the marketability of the risk
management program.
November 15 The insurance broker will submit a report of the
premiums, excess insurance levels and policy terms
obtainable.
November 30 Based on the broker's report, a staff recommendation
will be submitted to the Board of Directors for the
acceptance, rejection or modification of the
recommended risk management program.
