SUBJECT: AWARD PURCHASE OF 1800 KVA AUTO TRANSFORMER
Issue: The Board has previously recognized the need for an emergency
power supply system at the plantsite; and on June 15, 1978, the Board
authorized $25,000 as initial funding for this system.
Background: An 1800 KVA Auto Transformer will be part of the emergency
power supply system. The supply of the 1800 KVA Auto Transformer was
advertised for public bid, and four bids were received. These bids were
opened at a public bid ovening on August 21, 1978. The low bidder is
McGraw Edison Co. with a bid of $14,134.
Recommendation: Purchase the 1800 KVA Auto Transformer from McGraw
Eidson Co. for $14,134 conditional upon receiving SWRCB approval.

SUBJECT: AWARD OF CONTRACT FOR DISTRICT SEWERING PROJECT 2981,
STEWART AVENUE, W.S. 29 SO. SEWERS, AND AUTHORIZE
THE CONSTRUCTION ACCOUNT.
BACKGROUND: The Board authorized staff to advertise DSP 2981 for bids
7-13-78 and such were received 8- 30 -78. Engineering Department staff has
reviewed and checked bids submitted from three contractors and the firm of
Peter Cole Jensen, Inc., is the apparent low bidder at $88,752.00 (see
attached tabulation).
District staff estimated the cost of the work under contract at $94,830.00
in July 1978 and a total Project cost of $130,530.00. Including the low
bid received of $88,752.00 (6.5% under that estimated), the revised total
estimated project cost is $117,367.00 or 9% under that estimated prior to
receiving bids.
An amount of $10,000.00 was previously authorized on 12- 15 -77. $107,367.00
additional funds are necessary to complete the project.
RECOMMENDATION: Award contract for the construction of DSP 2981 to Peter
Cole Jensen, Inc., and authorize the amount of $)07,367.00 to cover the
balance required for the contract, construction contingencies and incidentals
and street resurfacing.

SUBJECT: CLAIMS ADMINISTRATION FUNDING, 5A -I and 5A -II PROJECTS
ISSUE: In the establishment of a Construction Engineering Division,
a major assignment was the claims administration including litigation
support connected with on -going incomplete projects. This activity is
a construction cost,and accounts and funding approvals are required.
BACKGROUND: The Construction Division funding is almost entirely
project - oriented, although there will be some 0 &M charges when assisting
other Divisions or when a project has not received construction approval.
To channel the costs of this Division into proper cost centers, new
accounts and funding are needed. Attached is an estimate from Ken Barker
for claims administration costs for fiscal year 1978 -79. From this, we
propose two new accounts with funding as recommended below.

SUBJECT: DISTRICT ANNEXATION NO. 60
PROBLEM: To fully process this annual annexation and get the properties on
the District tax roll for the next year, it is necessary to begin the
process this month.
BACKGROUND: District Annexation No. 60 is (1) the accumulation of
properties which have requested annexation and have been approved for
annexation by the Board of Directors over the past year, and (2) properties
which, during our Environmental Quality Charge survey, were discovered to
be connected to the sewer system, but outside of the Sanitary District
boundaries. These served properties have all paid proper fees and charges
at the time of connection, but for some reason were not included in previous
annexations. On the basis that they have all requested service and paid
fees, we regard them as having previously provided written consent to
annexation.
RECOMMENDATIONS: (1) Adopt Resolution making a Negative Declaration and
Providing for Notice Thereof, September 7, 1978
(2) Adopt Resolution of Application for District
Annexation No. 60 ,August 31, 1978

SUBJECT: AUTHORIZATION OF $16,527.74 FROM THE FIELD MODIFICATION
APPROVAL OF NOVEMBER 15, 1977 FOR THE PURCHASE OF A
50H.P. MOYNO PUMP AS A STANDBY UNIT IN THE SOLIDS
CONDITIONING BUILDING
Issue: The temporary sludge pumping facility for the solids handling
bu Is ding does not have a backup system.
Background: A change order was processed to provide for a temporary
sludge andling facility consisting of a vari -drive Moyno pump unit and
appurtenant piping. It was intended that this unit suffice for initial
plant startup and emergency upset con0itions which may occur later.
Since the Contractor has failed to complete the contractual work in the
solids conditioning building in a timely manner, an additional backup
unit is required. It appears that this system of sludge disposal will
be required for several more months.
Recommendation: Authorization of $16,527.74 from the field modification
approval of ovember 15, 1977 for the purchase of a 50 H.P. Moyno pump.

CONSTRUCTION MANAGEMENT ACCOUNT NO. 2010.1
ISSUE: The Stage 5A Phase I Water Pollution Control /Reclamation
facility construction project requires additional authorization for
Construction Administration.

BACKGROUND: The Stage 5A Phase I Construction Project has received
a total authorization of $628,960 to provide for District expenses in
the construction of this project. It is over expended by $132,000 as
of July, 1978.
The anticipated completion date of February 10, 1978, has not
been met by the Contractor, and it is anticipated that District parti-
cipation will be required through June 30, 1979• The projected cost
to the District, including overhead, is $16,239 per month. These are
allowable costs for grant participation pursuant to the maintenance
of records showing the basis for such charges including necessary time
records and other substantiating data and acceptance by the Environmental
Protection Agency and the State.
RECOMMENDATION: Authorization of $332,000 for Stage 5A Phase I
Construction Management Account No. 2010.1.

Dust -laden gas enters the un,:t horizcr.tally and is channelled into the inlet
tubes by the pitch of the tuaesheet. As the gas passes through the helical
spinner vanes at the top of the inlet tubes, it is forced !nto a spinning action
which exerts centrifugal force or the dust particles. The centrifugal force,
combined with natural gravitational forces, hods the dust against the inlet
tube wz;l as it spr,ns dowrlwarl and completes the separation of entrained
dust from the ,;a-. As a result cf the cyclonic action, a vortex s fermeu

The optimum pcsrtion-ng and advanced design of the spinner vanes !n the
Series 348 oust - ol:ectc;r not only maintain the efficiencies of a small ^ult
tube collector but offer all of the important advantages inhere ^t in hrger
lure designs. For example. the large 24 -inch diameter inlet tube w•th L -inc:,
diameter dust outlet is essentially self cleaning. This feature minimizes plug-
ging and resultan: tube wear aim, is directly responsible for the reduction
of unit maintenance costs.

A choice of two Series 348 designs is offered. The design V is equ;pped with

SUBJECT: AtrrHORIZE $539.00 FOR THE 1978 AMERICAN CONGRESS ON
SURVEYING AND MAPPING TECHNICAL MEETING IN ALBUQUERQUE,
NEW MEXICO
ISSUE: As part of Wendle Whipple's active membership in the American
Congress on Surveying and Mapping and as District representative to
the East Bay Council on Surveying and Mapping, an affiliate of ACSM,
it is appropriate that he attend this meeting.
BACKGROUND: The District has been a participating member of the East
Bay Council on Surveying and Mapping since its instigation in 1952. This
is a nonfunded organization through which the basis for our system
mapping program was established. Currently a cooperative program for
a digitized mapping system or a mapping data base accessible to all
East Bay Surveying organizations is under study. Wendle Whipple is a
delegate from East Bay Council on Surveying and Mapping to the Meeting
in Albquerque. The funding for this meeting was included in the 1.978 -79
budget.
RECOMMENDATION: Authorize Wendle Whipple to attend conference.
