SUBJECT: AUTHORIZATION OF $3,000 FOR ULTRASONIC TESTING OF THE
WELDS ON A 14 -INCH STEAM LINE
Issue: The 14 -inch steam line from the Solids Conditioning Building
to the Plant Operations Building has been damaged.
Background: In order to ascertain the nature and extent of the
damage to the welds, the District must obtain the services of an
ultrasonic testing laboratory. The District can then correct any
damaged welds and recertify the pipe as being safe, pertaining to
welding. Testing Engineers, Incorporated has previously performed
ultrasonic testing upon the same line. This would result in
considerable savings to the District because previous test data would
be available for correlation.
Recommendation: Authorization of $3,000 for the services of an
ultrasonic testing laboratory to test the welds on the 14 -inch steam
line.

SUBJECT: AUTHORIZATION OF $840 FOR CONSULTING METALLURGICAL
ENGINEERING SERVICES
Issue: One of the 14 -inch steam lines was damaged at the water
reclamation facility.
Background: During working operations with the prime contractor, the
14 -inch steam line from the Plant Operations Building to the Solids
Conditioning Building was damaged. The extent of this damage must be
surveyed in order to determine the proper correction procedures. The
services of Mr. Robert L. Raye, consulting metallurgical engineer,
were used. Mr. Raye has been previously used by the District and proved
to be very reliable.
Recommendation: Authorization of $840 for the consulting metallurgical
engineering services of Mr. Robert L. Raye.

SUBJECT: STACK MONITORING VIDEO SYSTEM
Issue: The multiple hearth furnaces and package boilers are potential
sources for smoke discharges during process upsets or equipment
breakdowns. The District has paid fines due to violations of the
Bay Area Air Pollution Control District's regulations on two occasions
due to hydrocarbon emissions.
Background: Monitoring of the stacks is required by the Bay Area Air
Pollution Control District when using fuel oil. Either stack - mounted
instruments or closed - circuit television is acceptable. The instrumen-
tation system for opacity measurement on the four stacks is estimated
at a cost of $80,000. Closed - circuit television monitoring costs less
than $5,000, but it does not provide automatic alarm capability and is
effective only during daylight hours. The instrumentation approach
does not guarantee meeting future monitoring regulations and involves
a large capital expense. The closed- circuit television system has
the capability of monitoring the stacks from both control rooms and
can furthermore be used for plant security purposes.
Recommendation: Authorization to receive competitive quotes and to
purchase one stack monitoring video system at a price not to exceed
$5,000.

SUBJECT: AUTHORIZE ADDITIONAL $55,000 FOR DSP 2742 TO COVER
CONTINGENCIES
ISSUE: A contract change order was necessary for crossing of Crow Canyon
Road, the cost of which exceeds authorized funds.
BACKGROUND: A contract change was made necessary due to a water line
conflict at our crossing of Crow Canyon Road. The water line location
was misrepresented by the EBMUD and the actual location was not discovered
until construction was underway. Existing controls such as rights of way,
grade, an unusual number of other underground constructions and the Contra
Costa County, under whose jurisdiction Crow Canyon Road falls, forced our
decision to bore across the road.
The cost of the change is estimated to be $90,000. Budgeted contingencies
amount to $45,000, leaving a deficiency of $45,000. An additional $10,000
is necessary to reestablish a contingency fund for the balance of the
contract. As of 5/24/78 there is 40% left ($200,000) to complete the
contract: 5% X $200,000 = $10,000 for contingency.
RECOMMENDATION: Authorize additional $55,000 for ASP 2742 to cover
contingencies.

SUBJECT: CONSENT TO JOINT USE OF EXCLUSIVE DISTRICT EASEMENT WITH
CONTRA COSTA COUNTY FOR USE AS A DRAINAGE EASEMENT (JOB
NO. 1586 - PARCELS 21 and 24) PLEASANT HILL AREA (NO
COST TO DISTRICT)
ISSUE: The County has requested permission to install a 30" R.C.P. storm
sewer crossing existing District facilities.
BACKGROUND: District staff has reviewed the County's plans and has
required them to realign a portion of their storm drain to clear the
District manhole by 5 feet. The storm drain will cross District's
existing 8" sewer main at two points with a minimum clearance of 4 feet.
The "Consent to Joint Use" protects our facilities and contains a
relocation clause.
RECOMMENDATION: Approval. Execute document and forward to County.

SUBJECT: AUTHORIZATION OF $2,415 FOR THE CERTIFICATION OF CRANES
AT THE WATER RECLAMATION FACILITY
Issue: According to regulations of the State of California General
Industry Standards, 13 cranes must be inspected and certified at the
water reclamation facility.
Background: According to the interpretation of the plans and speci-
fications by Brown and Caldwell, the Contractor is not responsible for
securing any permits or licenses of any regulatory agency which are
necessary to be maintained after the completion of the guarantee
period of the contract. This would include the inspection and certi-
fication of all cranes at the facility. These certifications are good
for a period of four years and must be maintained in perpetuity.
Recommendation: Authorization of $2,475 for the inspection and
certification of 13 cranes at the water reclamation facility.

SUBJECT: ORGANIZATION AND STAFFING NEEDS FOR 1978 -79

The 1978-79 organization chart and manpower requirements reflect the
staffing requirements presented to and adopted by the Board of Directors
in July, 1977 with modifications as dictated by further planning during the
1977 -78 fiscal year. This planning has indicated a need for minor changes
in the organization chart and an increased level of staffing in the Operations
Division of the Plant Operations Department.
These changes in organization recommended are the reclassification of one
Secretary position to Administrative Secretary, to better reflect the required
duties performed and the addition of one Senior Programmer for implementation
of the required computer programs and to provide backup for the Computer
Engineer. The additional level of staffing recommended is a change in the
Operations Division from 35 to 42 and a change in the Maintenance Division
from 24 to 28 for a total increase in the Plant Operations Department of 12
positions.
The delayed completion of the Water Pollution Control /Reclamation Plant,
the untimely completion of various elements of the facility, and known staffing
requirements for plant startup require that additional staffing be provided for
during the 1978 -79 plant startup year. It is recommended that these additional
staffing needs be budgeted for through the authorization of 10 permanent- inter-
mittent Plant Attendant positions and 5 permanent--intermittent Maintenance Tech-
nician III positions. These permanent - intermittent positions would be filled as
the needs dictated during the startup of the Water Pollution Control /Reclamation
plant.
The recommended organization chart and staffing levels represent our best
judgment of immediate startup needs and long term operational needs of the Plant
Operations Department in order to provide an efficient and cost - effective opera-
tion of this new facility.
