SUBJECT: AUTHORIZE AN ADDITIONAL $50,000 FOR RESTORATION OF THE
HOLDING BASINS AT THE TREATMENT PLANT
ISSUE: In order to obtain the survey information we need and to drain and
prepare certain areas for final restoration of the holding basins at the
treatment plant, we consider it necessary to hire a grading contractor on
a cost -plus basis.
BACKGROUND: At the May 4th Board meeting $10,000 was authorized for
preliminary engineering for restoration of the holding basins at the plant.
The $50,000 will provide drainage, restore the alum sludge ponds to service,
clear the weeds and do some rough grading. A third authorization will be
necessary for the final grading and improvements.
RECOMMENDA'T'ION: Authorize an additional $50,000 for preliminary restoration
of the holding basins at the treatment plant and authorize advertising for
bids for the work on a force - account type contract.

SUBJECT: (1) REVISION OF CODE SEC. 11-306 -- MULTI- STORIED
BUILDING FIXTURE CHARGES
(2) INCLUSION OF APPROVED REBATE FEES IN ORDINANCE
ISSUE: (1) The decision to adopt the recommended change in the multi - storied
building fixture charge schedule was postponed to allow further study.
(2) The interest factor approved for rebate fees and recoveries as
approved requires an ordinance for inclusion in the District Code.
BACKGROUND: The question that occasioned the delay in adoption of the recom-
mended change to fixture unit equivalents as opposed to height of building for multi-
storied building centered around the cost of a toilet which went from $67.50 for a
two story building to $135.00 at ten stories under the old schedule to $240.00 under
the new. The toilet carries the highest fixture unit equivalent and, therefore, has
the greater increase. We have now adopted the Uniform Plumbing Code fixture equiv-
alents which would reduce the toilet to $160.00 for the flush tank type. Following
is a table of common fixtures showing presented proposed changes.
As a result of reviewing the information developed for the recommendation made
on May 4 for multi- storied buildings, we will propose a change over to fixture unit
equivalents for all fixture charges in the future. We have attached that proposal
(Chapter 11, Article 3 Fixture Charges) for your information, but request no•46* edlate
action. After your review, we will schedule meetings and hearings with the building
industry with a target date of January 1, 1979 for adoption. In the meantime we
repeat the recommendation of May 4.

Issue: The large volume of documents generated on the Stage 5A, Phase I
contract has created a need to microfilm these documents for security and
access purposes.
Background: Because of the controversy between the Stage 5A, Phase I
Contractor and the District, it has become necessary to develop an
efficient cost effective method of handling, coding, and filing the
very large number of documents (estimated total 150,000 to 200,000)
that will need to be examined in order to evaluate the claims for extra
costs which have been presented by the Contractor to the District.
It is considered that a microfilm system will provide the best means
of providing security and access to these records.
Final selection of the type of microfilm equipment will be performed
by District's staff in conjunction with the District's legal counsel.
Recommendation: Authorization to purchase suitable microfilm equipment
with a cost not to exceed $30,000.

SUBJECT: CLAIM OF MR. GERALD E. LOHMANN, 226 NORMAN AVENUE,
CLYDE, FOR $1,535.17 IN PROPERTY DAMAGE
ISSUE: This claim is the result of a stoppage in the main line sewer
serving the Lohmann residence.
BACKGROUND: This line was plugged at a location just upstream from
the Lohmann home. When the stoppage was relieved the line could not
accoimp date the heavy flow and the surcharge entered the Lohmann
residence. The damage occurred in the bathroom, kitchen, dining room,
and living room.
RECOMMENDATION: Refer claim of $1,535.17 to our insurance carrier.

SUBJECT: ADOPTION OF RESOLUTION SETTING ENVIRONMENTAL QUALITY
CHARGES FOR 1978 -79 AND SETTING DATE FOR HEARING FOR
COLLECTION OF ENVIRONMENTAL QUALITY CHARGES ON THE
TAX ROLL
ISSUE: Procedural requirements in the District Code and State law
prescribe the above resolution, followed by a hearing and a second
resolution adopting the Engineer's Report and providing for collection
on the tax roll.
BACKGROUND: Collection of Environmental Quality Charges on the tax
roll has been determined to be the most cost effective manner of
handling this revenue and accounting for it. We will continue to
bill directly most commercial and industrial users of the District
system. The report referred to in the attached memo to the Secretary
from the General Manager -Chief Engineer is the copy of the County
tax roll for the District on which we check and update all Environmental
Quality Charges.
RECOMMENDATION: Adopt resolution fixing Environmental Quality
Charges for 978 -79 and set hearing date for the question of
collection on the tax roll.

SUBJECT: AUTHORIZE $56,650.00 FOR VEHICLE REPLACEMENTS AND ADDITIONS
197$ -1979 BUDGET
We recommend the replacement of five (5) vehicles with units which will yield
lower total uniform equivalent annual costs based on projected capital and operat-
ing expenses. The total uniform equivalent annual cost includes yearly unform
equivalent capital and operating costs calculated over the life of the vehicle at
a seven percent (7 %) annual interest rate.
A vehicle is considered eligible for replacement when the total annual uni-
form equivalent cost shows a trend of increasing from its apparent minimum annual
cost. Replacement is justified if the projected minimum total uniform equivalent
annual cost of the proposed replacement vehicle is lower than next year's estimated
total annual cost of the existing vehicle.
In addition, five (5) new vehicles are requested: 2 by the Treatment Plant
and 3 in Engineering.
This year's cost estimate is $16,200.00 less than last year's allocation.

SUBJECT: VALUE OF BASSC REPORT
ISSUE: Should the District join the Bay Area Salary Survey Committee
(BASSC)?
BACKGROUND: The District may join the BASSC by attending the regular
quarterly meeting to be held June 9, 1978 and expressing a desire to
be a member. Cost of membership is a minimum of $200 per year - more
for organizations with a large number of employees. Fee may be cash
or research labor.
Currently, BASSC report books are available for $75. The current copy
we purchased will be available at the Board Meeting on May 18, 1978 for
your inspection.
The District has 48 separate class descriptions with salary comparisons
for a majority of these from Contra Costa County, EBMUD, State of
California, Alameda County and San Francisco. BASSC salary comparisons
cover only 13of our 48 class descriptions as shown on the attached
Exhibit A.
RECOMMENDATION: Request that the Board deliberate this issue and decide
whether or not they would like to join BASSC.

SUBJECT: EXECUTE JOINT EXERCISE OF POWERS AGREEMENT WITH CONTRA
COSTA COUNTY FOR THE 1978 SEAL COATING PROGRAM.
ISSUE: Contra Costa County Public Works Department requires a Joint
Exercise of Powers Agreement with the District to cover the work of
seal coating various city, county and private roads for the District.
As part of the agreement, the District is required to deposit $5,000 with
the county to cover the estimated cost.
BACKGROUND: The District requested that the county include necessary
District work with their annual scheduled seal coating program. The
request has been approved by the county with the condition that the
District enter into a Joint Exercise of Powers Agreement and deposit
$5,000 to cover costs. $7,000 was authorized for this project by
Board action on April 6, 1978 and District Counsel has reviewed the agreement.
RECOMMENDATION: Execute agreement and direct that $5,000 be deposited
with the Contra Costa County, Public Works Department.

SUBJECT: AUTHORIZATION OF $2,000 FROM THE 1978 -79 BUDGET ALLOCATION
FOR THE PURCHASE OF A SIGNAL GENERATOR AND FREQUENCY COUNTER
Issue: Instrumentation and Maintenance have to calibrate many types of instru-
ments at the new facility.
Background: The Instrumentation Division is currently setting up a test bench
which should be capable of testing and calibrating all of the instruments at
the treatment plant facility. In order to complete this test stand, a signal
generator and frequency counter are needed. Without these two items of equip-
ment, much of the instrumentation will not be able to be properly calibrated
or tested.
Recommendation: Authorization of $2,000 for the purchase of a signal generator
and frequency counter.

SUBJECT: AUTHORIZATION OF $1,500 FOR TRAINING FOR THE
UNINTERRUPTIBLE POWER SYSTEM
Issue: District personnel must be capable of performing all maintenance
services on the U. P. S. system.
Background: The contract does not provide for indepth maintenance procedures
for the U.P.S.system. The contractor has fulfilled his obligation by demon-
strating routine maintenance and operation procedures. The uninterruptible
power system is the main power source for the computer system. This must be
maintained in a proper operating mode. This is a complex solid state piece
of electronic equipment which must remain in service at all times.
Recommendation: Authorization of $1,500 for maintenance training on the
uninterruptible power source.

SUBJECT: AUTHORIZATION OF $2,500 FROM THE 1978 -79 BUDGET ALLOCATION
FOR TRAINING ON THE MOD -COMP 45/11 COMPUTER
Issue: The computer is the central control mechanism for the treatment plant.
Personnel must be trained for hardware maintenance and software changes.
Background: District personnel must have intimate knowledge of all of the
software programs in the computer. The District must have the capability of
augmenting,modifying, or changing the software programs from time to time.
Additionally, the District's forces have to maintain the hardware portion of
the computer after the warranty under the contract has expired. The school
given by the Mod -Comp Corporation provides this training.
Recommendation: Authorization of $2,500 for training on the Mad -Comp computer.

Issue: Carlton Webb, plant safety and training supervisor, has developed
a comprehensive program which integrates first aid and cardio pulmonary
resuscitation instruction to handle life threatening medical emergencies.
Background: Mr. Webb is a registered professional safety engineer, a
qualified U. S. Bureau of Mines first aid instructor, and certified as a
C. P. R. instructor by A.E.S.A. and the Alameda County Heart Association_
To provide training to District personnel, the purchase of a Recording
Resusci Anne will be required.
Recommendation: Authorization of $1,100 for the 1978- -79 budget allocation
for the purchase of a Recording Resusci Anne.

necessary. A universal level- transit of the type normally used by a con-
tractor would suffice.

Issue: A heating device is required in the shop In order to heat bearings
for pressing onto shafts.
Background: The contract does not provide for any type of heating device
for bearings at the new shop facility. An oven would fulfill this require-
ment. Additionally the bearing manufacturers recommend an oven over an oil
bath heater. An oil bath heater would be considerably more expensive. An
oven suitable for heating very large bearings such as is found in a centri-
fuge or pump would be purchased.
Recommendation: Authorization of $500 from the 1978 -79 budget allocation for
the purchase of an oven to be used to heat bearings.

Issue: The Phase I contract did not provide for proper control of the
strainers and proper power to various portions of the machine shop.
Background: After District occupancy of various portions of the plant,
several items of electrical work are required. The strainer controls
were wired according to contractual specifications. However, plant
personnel found that this system needed to be modified in order to better
perform the task. In the machine shop, power was not provided for all
the mechanical equipment. Additionally, receptacles are needed at
various locations. This work could have been done by the Contractor
through a change order, but the District believes that this work might
impact the Contractor's progress. Therefore, it is recommended that
this work be performed by a private contractor. There are two reasons
for this: (1) the present workload of District forces is excessive, and
(2) union labor would be required on some items of sensitive equipment.
Recommendation: Authorization of $3,000 from the field modification
approval of November 15, 1977 for the rewiring of strainer controls and
adding power to various locations of the machine shop.

T140 SUMP PUMPS IN THE DRAINAGE SUMPS ADJACENT TO THE
AERATION AND NITRIFICATION TANKS
Issue: The Phase I contract does not provide for the installation of
sump pumps in the northwest and south drainage sumps adjacent to the
aeration tanks.
Background: Because of contractual commitments, the Central Contra
Costa Sanitary District purchased the sump pumps required for the north-
west and south drainage sumps. These drainage sumps serve the aeration
and nitrification tanks, the secondary clarifiers, and the final
clarifiers. These 10 -inch pumps were previously purchased by the District
for the sumps. Due to the District personnel's workload, it is more
practical to hire an outside contractor to install these large units.
These sumps are approximately 25 feet deep. The contractor who is hired
should have expertise in installation under these conditions.
Recommendation: Authorization of $3,000 from the field modification
approval of November 15, 1977 for the installation of two sump pumps.

SUBJECT: ALLOCATION OF BUDGET RESOURCES IN THE AMOUNT OF
$2,600 FOR TELEPHONE DICTATION EQUIPMENT
Issue: Senior plant personnel can more efficiently generate reports,
memoranda, and typed copy by using dictation equipment.
Background: A single IBM 6 :5 Dictation Recorder has been effectively
used by A. C. Russell, Senior Engineer, for the past year. His evaluation
of the unit suggests that the Senior Engineers, Construction Coordinator,
and various section chiefs could benefit by dictating copy to be typed
rather than submitting manuscript.
This need was foreseen, and the installation of the EPABX telephone
equipment under the Stage 5A, Phase I contract included a telephone dial up
interface to dictation equipment. The only additional equipment required for
a general access dial up dictation system would be a tone--decoder which
would permit the caller to control the dictation recorder remotely via the
telephone tone pad.
It is further recommended that a portable recorder be purchased to
supplement the dial up capability when a telephone is inaccessible (such as
in an automobile) or when portability is required (such as on a job walkthrough).
Recommendation: Allocation of budget resoures of $2,000 for one IBM Tone Control
Unit, and 00 for one 6:5 Portable Recorder.

Issue: The District treatment plant personnel do not have possession of a
high line safety voltmeter in the 12.5KV range.
Background: Primary power to the water reclamation plant is on the order of
2,300v.or 12.5KV. Presently the District does not have a method of checking
locally to see if the high voltage lines are in fact without power prior to
a workman commencing work on the line. In the past, workmen have carefully
locked out and walked the line to make sure that power had been disconnected.
However in order to preclude the possibility of an accident, it is necessary
to have a high line safety voltmeter with which to check the power locally.
Recommendation: Authorization of $400 from the 1978 -79 budget allocation
for the purchase of a high line safety voltmeter, range O -5KV, 0 -15KV.

Issue: Critical safety or other time - important messages must occasionally
be relayed to senior staff personnel. If these people are away from their
offices, radio paging is the most effective way of transmitting the message.
Background: Radio pagers have been made available to several plant staff mem-
bers for the past six months. These units have been used extensively and have
proven themsselves to be an invaluable communications aid. Six pagers were
provided under the Stage 5A, Phase I contract, and these units have been
assigned. Four additional pagers are requested for allocation to the Safety
Director, Construction Coordinator, Maintenance Superintendent, and Laboratory
Superintendent.
Recommendation: Allocation of $1,600 from the 1978 -79 budget allocation for
the purchase of four RCA Personalert UHF Pagers.

Issue: An accurate multipoint recorder is needed in order to accurately
ascertain the nature of a problem in a complex treatment process.
Background: In order to properly define a problem, one of the most
important things in a complex treatment process is to discern and identify
all of the parameters of the problem. An accurate recording device is
needed in order to properly define a particular process problem. This
recording device should be portable and capable of recording several inputs
on the same recording chart. A Model 15 multipoint recorder capable of
recording up to 24 inputs would fulfill the requirements at the treatment
plant.
Recommendation: Authorization of $2,000 from the 1978 -79 budget allocation
for the pure ase of an eleven inch, Model 15 multipoint recorder.

Issue: A complete spare MUX, compatible with units installed at the treatment
plant, will be relocated from the San Ramon Pump Station to the plant. A rack
is required for the MUX chassis and the associated power supplies.
Background: On June 21, 1977, authorization was granted to proceed with the
relocation of the San Ramon MUX to the plant site. The unit will be con-
figured as a test MUX, and also as a training aide to plant instrumentation
personnel. The unit will require an industry standard 1.8m x 19 inch rack for
mounting. Such a rack is generally available from one of several vendors.
Recommendation: Allocation of $600 in the 1978 -79 budget for purchase of a
1.8m x 19 inch rack.

at the conclusion of the contract. It is desirable, therefore, that the
District own a complete set of test connectors for subsequent online fault
diagnosis of the MUX equipment.

Issue: The Pneolator Resuscitator is utilized to restore breathing, especially
after an accident resulting from electrocution, drowning, or suffocation.
Background: Our greatest need would be in the incidence of inhalation of
chlorine gas. Acid created by the mixture of C12 and H2O creates blisters on
the lungs. This machine is made to exert a slightly positive pressure which
will not harm the blisters which have formed on the lungs, thereby preventing
pulmonary endema.
Recommendation: Authorization of $971.25 from the 1978 --79 budget allocation
for the purchase of a Pneolator Resuscitator.
