ISSUE: A study is required to determine the possibility of purchasing
additional land in the vicinity of our Treatment Plant.
BACKGROUND: It is anticipated the study would require engineering office
and field survey work. A title search and a professional appraisal
should also be wade to establish an estimated price for negotiations with
the property owner. A firm price for the property will be negotiated
with the property owner and this will be presented to the Board for
consideration.
RECOMMENDATION: Authorize $5,000 for preliminary study to enlarge Treat-
ment Plant site.

BACKGROUND: The District needs greater expertise in grant management to
avoid dependence on consultants. Workshops as described in the attached
Bulletin No. 64 provide an opportunity for District professional staff
to gain knowledge of grant procedures and requirements.
RECOMMENDATION: Authorize the attendance of one professional engineer
at the sub3ect workshop with registration and necessary expenses to be
paid by the District.

IN THE AMOUNT OF $39.50 FOR PROPERTY DAMAGE
ISSUE: This claim is the result of a stoppage in the main line sewer
serving the Quenvold residence.
BACKGROUND: This stoppage resulted in an overflow in a bathroom in
the Quenvold home requiring a repair to the toilet and the cleaning of
a carpet. We are working on a solution to the problem of an overflow
device.
RECOMMENDATION: Pay claim of $39.50.

SUBJECT: AUTHORIZATION TO ADVERTISE FOR ARCHITECTURAL SERVICE AND
INTERVIEW AN ARCHITECT FOR DSP 3000 OFFICE BUILDING EXPANSION
ISSUE: This is the appropriate time to select an architect to offer advice
in the selection of the new office site location.
BACKGROUND: Our tentative schedule for this project is indicated below and
by the attached Exhibits:
1. In an effort to obtain assistance from all realtors on availability of
an office site in the Walnut Creek area, we submitted the attached
Exhibit A to the Contra Costa Board of Realtors for publication in their
weekly newsletter.
2. A display ad, Exhibit B, was placed in the Contra Costa Times, Morning
News Gazette and Tri- Valley News in an effort to contact individual
property owners who may have land available for purchase.
3. Exhibit C is the proposed ad we intend to place with the American
Institute of Architects (AIA), to engage an architect. The recommended
procedure is noted below:
A. Solicitation: The District will prepare a summary of its general
building space and property needs and solicit submittals of resumes
and particulars from interested architects through the American
Institute of Architects - California Council. This would preclude
any possible inference of interest conflict or discrimination as the
Council serves as a central notification source. The solicitation
should include a closing date for submittals, required forms and
selection procedure together with other pertinent /relevant information.
(Std. Form No. 254 is a GSA form commonly used for comparative purposes
of this nature).
B. Selection Procedure: All submittals will be reviewed by a District
Committee created for that purpose. Based on submitted information
only, the committee should select 5 -6 architects to appear for oral
interviews. The committee would thereafter report their findings and
recommendations to the Board for final selection.

C. The architects submittal will be requested on or before March 20,
1978. The selection committee may be able to make the recommen-
dation to the Board at the end of March or in early April.

SUBJECT: SELF- MONITORING PROGRAM ANNUAL REPORT FOR 1977
The Central Contra Costa Sanitary District Self- Monitoring Program
he Californ
Annual Report for 1977 has been prepared for submission to t ia
Regional Water Quality Control Board, San Francisco Bay Section.
All waste effluent requirements were met through September with the
exception of three settleable solids tests in January, February, and July.
The new N.P.D.E.S. permit required secondary treatment by November 15, 1977.
Due to construction delays, the secondary treatment plant was not put into
operation until November 16, 1977. The activated slud e
hampered by record plant flows and the traditional g process startup was
biological processes which Problems encountered with
requirements this
year. prevented full compliance with the new N.P.D.E.S.
All N.P.D.E.S. permit requirements for receiving waters were met,with
the exception of one turbidity reading in March, 1977.
Upon acceptance of the report by the Board of Directors, the annual
report will be submitted to the Regional Water Quality Control Board.

SUBJECT: AUTHORIZATION TO ELECT THE LOCAL PUBLIC ENTITIES EMPLOYEES'
FUND AS THE DISTRICT'S METHOD OF FINANCING UNEMPLOYMENT
INSURANCE
ISSUE: The District is required by State Assembly Bill 644, as of January
1, 1978, to insure our employees under the Unemployment Insurance Program.
BACKGROUND: The District has a choice of four possible methods of financing U.I.
which include (1) Direct Contribution Method; (2) Individual Reimbursement Account
(3) Joint Reimbursement Account; and (4) Local Public Entitites Employees'Fund.
A summary of each alternative with its advantages and disadvantages is
attached. The Local Public Entities Employees' Fund seems to be most advanta-
geous to us and we propose to have the Personnel Officer administer this new
program.
RECOMMENDATION: Authorize the election of the Local Public Entities Employees'
Fund as the District's method of financing the unemployment insurance.

II. INDIVIDUAL REIMBURSEMENT ACCOUNT
This type of financing is offered to local public entities. The requirements are that
the District would agree to reimburse the Unemployment Fund for every dollar of UI
benefits paid to our ex- employees.
A. Thin is to Consider
1. Cost can be either very low or very high depending upon the number of ex- employee
who receive benefits. The maximum cost per employee could be $8000.
2. Does not provide any upper limit to liability
3. Does not provide a budgetable cost
III. JOINT REIMBURSEMENT ACCOUNT
This option would require a group of public entities to request a joint account. The
director of UI would set one contribution rate for everyone in the group and each
would be jointly and severally liable. Payments would be deposited in the unemploy-
ment fund.
A. Things to Consider
I. A group of like entities could join to share risks
2. A rate would be established on which to base a budget
3. Contributions are not refundable if a change of funding is more advantageous
later on
4. Sharing risks could be more of a disadvantage than advantage
IV. LOCAL PUBLIC ENTITY EMPLOYEES FUND
This option is offered as a compromise between the contribution method with its high
cost but low risk, and the direct reimbursable method with its low cost but high risk.
The basic requirements are that costs are set at .8% of gross payroll for three years.
Costs for the fourth year are each entities "actual benefit cost ratio" which is defined
as the ratio of unemployment benefits paid by each employer. The fifth year and there-
after, each employee would pay their benefit cost ratio which would be subject to a
decrease of .2 %, if the reserve balance is more than two times the average annual
benefit charges.

RECOMMENDATION: LOCAL PUBLIC ENTITY EMPLOYEES FUND
This option, although seemingly more expensive than some of the other options, offers the
District the assurance of adequate coverage as well as the flexibility of accruing interest
on monies contributed as well as the option of transferring our reserve account to another
funding method should that prove more desirabl& at a latf-r date.
