Dolan, General Manager -Chief Engineer SUBJECT: AUTHORIZATION OF $10,000 FOR THE PURCHASE OF ANALOG CONTROL AND INDICATOR INSTRUMENTATION Issue: The solids conditioning furnaces are totally dependent upon the computer system's operation. Background: The furnaces are designed to be operated and controlled by the computer. In the event of a computer system failure, the furnaces cannot be operated. In order to provide analog control and indication, it is proposed to purchase the necessary instrumentation and install it, by District personnel, once the District has taken possession of the furnaces. The purchase and installation of this backup analog instrumen- tation will enable the operation of the furnaces during a computer system failure. Recommendation: Board authorization of $10,000 for the purchase and Installation of analog control and indication for solids conditioning furnaces Nos. one and two. WILLIAM DeJARNETT, 119 FAIRFIELD PLACE, MORAGA FOR $165,000.00 FOR PROPERTY ISSUE: This claim is for purported damage to the DeJarnett's property as a result of a slide repair made in 1975. BACKGROUND: The District was involved in a slide repair at this location with the previous owners 2 years ago. At this point the slide area shows some local settling and Bluffing but is in good shape. I would judge this repair to be a matter of opinion as to its quality at this time. Dolan, General Manager -Chief Engineer SUBJECT: ANNUAL BALANCE SHEET - SECONDARY WATERSHED TRUNK PLANS For your information and reference the attached tabulation gives a brief description of the approved secondary watershed trunk plans of the District, with their old and new numbers, the approximate percent complete in each area, and the financial status of each. As compared to January 1976, this balance sheet shows over $1,200,000 in added District, and $60,000 in private investments. The District has moved into a surplus position on balance due, a gain of almost $600,000 in 2 years, and the private sector has recovered an additional $139,000 of its investment. 1977 was also a year of improved financial condition. The concept of conservative fiscal planning combined with positive action adapted in 1959 has resulted in a successful $8,000,000 sewer expansion program which has not required any tax dollars or public subsidy, and which will continue to help solve some of the more critical District sewering problems. Dolan, General Manager -Chief Engineer SUBJECT: CODE CHANGE TO REGULATE PRIVATE PUMPING UNITS ISSUE: With increasing land values and requests for sewer connections by means of pumping installations, it is necessary to specify more precisely the conditions whereby such connections will be accepted. BACKGROUND: In general, there is always gravity sewer service available in this District by extension of public sewers. However, the costs of such extensions In some cases are excessive, and would prevent the use of outlying land for residences for many years, and in other cases the extension of a gravity sewer has such a limited use that pumping is the best long range private and public solution. To differentiate between those situations where pumping should be permitted, or should be refused until intervening development occurs, requires expansion of our Code to define limits. With the dramatic increase in the value of building sites, many are being Proposed for development using pumps -which were previously considered too expensive. Many lots are not buildable without sewers, so a pumping permit is worth many thousands of dollars. We have written the Code change using the same cost restrictions as the County Health Department uses for septic tanks and applying other sewering controls. RECOMMENDATION: Adopt the ordinance providing for Code changes relating to private pumping installations. Respectfully submitted, wep � W. C. Dolan, General Manager -Chief Engineer SUBJECT: AUTHORIZATION TO TRANSFER $600 FROM THE 623 SUPPLY ACCOUNT TO THE 630 EQUIPMENT BUDGET ACCOUNT FOR THE PURCHASE OF PORTABLE SLUDGE LEVEL DETECTOR Issue: In order to optimize plant operations, it will be necessary to know the depth of sludge at various areas throughout the plant. Background: The sludge level detectors that were designed on the Phase I Contract were modified in order to insure good operations. The original concept was for a level detector that would be lowered automatically into the effluent. This concept proved to be unreliable. Currently, the District will be able to establish an upper and lower limit of the sludge blanket with the new design. A portable sludge level detector can be used throughout the plant in order to accurately determine the sludge elevation, as well as be used as a test instrument for establishing the reliability of the fixed sludge level detectors. Recommendation: Authorization for transferal of $600 from the 623 Supply Account to the 630 Equipment Budget Account for the purchase of a portable sludge level detector. Dolan, General Manager -Chief Engineer SUBJECT: AUTHORIZATION FOR TRANSFERAL OF $5,000 FROM THE 623 SUPPLY ACCOUNT TO THE 630 EQUIPMENT BUDGET ACCOUNT FOR THE PURCHASE OF FIVE CAPACITANCE LEVEL PROBES AND TRANSMITTERS Issue: The level probes, as installed in the filtration plant on the Phase II Contract, do not function properly. Back round: The Contractor installed the specification level probes at the filtration plant. These probes have failed to function properly. The maximum operating head is in excess of the manufacturer's recommended maximum. Since the level probes were installed according to specifications, it is the District's responsibility to purchase units that will work. A Robertshaw Model 160 Capacity Probe will work under the prescribed conditions. A total of five capacitance probes are required. This will complete the major instrumentation problem remaining on the Phase II Contract for automatic control with the computer. Recommendation: Authorization for transferal of $5,000 from the 623 Supply Account to the 630 Equipment Budget Account for the purchase of five capacitance level probes and transmitters. Dolan, General Manager -Chief Engineer SUBJECT: REQUEST FOR AUTHORIZATION OF $1,100 FOR ONE RECORDING RESUSCI ANNE Issue: Carlton Webb, plant safety and training supervisor, has developed a comprehensive program which integrates first aid and cardio pulmonary resuscitation instruction to handle life threatening medical emergencies. Background: Mr. Webb is a registered professional safety engineer, a qualified U. S. Bureau of Mines first aid instructor, and certified as a C. P. R. instructor by M.E.S.A. and the Alameda County Heart Association. To provide training to District personnel, the purchase of a Recording Resusci Anne will be required. Niles, Manager, Plant Operations FROM: Carlton Webb, Safety and Training Supervisor SUBJECT: MINING ENFORCEMENT AND SAFETY ADMINISTRATION COOPERATIVE INSTRUCTORS SEMINAR, SEPTEMBER 12 -16, 1977 AT M.E.S.A. TRAINING OFFICE, ALAMEDA, CA The seminar was an intensive training session for C.P.R.(Cardio- pulmonary Resuscitation) graduates (December 1976) who wanted to become instructors. In reference to our discussion prior to attending the class, regarding your desire to have classes taught here in the Plant, I am pleased to inform you that I have been certified as a C.P.R. instructor, both by M.E.S.A. and the Alameda County Heart Association. The instructors of the seminar have offered their services to monitor the first classes held at the Plant or other components of the District. Therefore, in order to establish the program for the Plant and the District, it will be necessary to purchase a piece of equipment called "Resuci Anne." FRANK BERTAGNOLLI, 121 PAULSON LANE, LAFAYETTE, OF $1,549.05 FOR PROPERTY DAMAGE ISSUE: This claim is the result of a stoppage in the main line sewer serving the Bertagnolli residence. BACKGROUND: The property damage took place in the basement family room of the Bertagnolli's home. The carpet needed replacing, furniture had to be cleared also two typewriters; some painting was required and some dry cleaning of clothing. Sewage entered the basement through two floor drains. Elevations are such that an overflow device will not offer protection to this home. We are going to request Mr. Bertagnolli to remove these drains from his sanitary sewer system. RECOMMENDATION: Refer claim of $1,549.05 to the District's insurance carrier. Respectfully submitted, Robert H. Dolan, General Manager -Chief Engineer SUBJECT: EXPANSION OF DISTRICT OFFICE AND YARD FACILITIES VI. OB 3 2/2/78 ISSUE: Several building expansion alternatives are under consideration because the present office building and yard area of the District Office site are both inadequate for personnel and efficient functioning of the Administration, Engineering and Maintenance Departments. BACKGROUND: The initial District office building was constructed in 1956. There were 42 employees assigned to the District office which contained an area of 6,300 square feet. Additional office space was provided in 1966 and 1972. Presently there are 101 employees assigned to the District office and it contains 10,000 square feet of space. Approximately 6500 more square feet of space is necessary for more effective utilization of present District personnel. By 1983 we anticipate 112 employees will be assigned to the District office. Presently there are 47 trucks and 57 units of mobile equipment (compressors, rodding machines, etc.) working from the District yard. The yard is con- gested and additional space is required for traffic, parking and equipment maintenance. Several alternatives have been considered by the District staff to meet the current and projected needs. Five of the alternatives are attached. Each of the alternatives have Administration, Engineering and Maintenance Depart- ments at one location because of interlocking responsibilities and the advantage of efficient centralized communications and public access. Funds are available for this project from the capital construction reserve of the District or the current fiscal year budget, by fund transfer. RECOMMENDATION: Discussion of the five alternatives and other possibilities for the purpose of providing the staff with direction as to how the study of the expansion of the office and yard facilities should proceed. SMETTS, 1185 LINCOLN AVENUE, WALNUT CREEK, OF $183.25 FOR SEWER CLEANING AND PROPERTY DAMAGE ISSUE: This claim is the result of a stoppage in the main line sewer serving the Smetts apartment. BACKGROUND: After employing a sewer cleaning service to clear a suspected stoppage in his side sewer on December 29, 1977, Mr. Smetts came to the conclusion that the problem was not in his system because his cleaning contractor used 220` of cable before alleviating his problem. A maintenance crew, routine cleaning at this location on January 9, 1978, found the main to have been damaged by the installa- tion of a telephone duct. This damage caused the problem at #1185. We have repaired the system and billed the telephone company for our work and Mr. Smetts claim. RECOMMENDATION: Pay claim for $183.25 and receive reimbursement from the telephone company. KOPS, M.D., 1217 WARNER COURT, LAFAYETTE, FOR $308.94 IN PROPERTY DAMAGE ISSUE: This claim is the result of a stoppage in the main line sewer serving the Kops residence. BACKGROUND: The Warner Court home has a basement with sanitary facilities in it. When the main plugged it overflowed in this room. The principal damage was to the carpeting.
