Public Comments None. 3. Receive update on the development of the District's Residential Drought Response Program Provisional Associate Engineer Melody LaBella stated that due to a number of competing priorities, including the work on the Cost of Service Study, the program has not been submitted to the regulating entities (California Department of Public Health and Regional Water Quality Control Board) for approval yet, however, staff recently hired a Temporary Staff Engineer whose primary focus is to work on the development Real Estate, Environmental & Planning Committee Action Summary September 9, 2014 Page 2 of the program. Staff continues to use Dublin San Ramon Services District (DSRSD)'s program as an example in developing the program. COMMITTEE ACTION: Received update. 4. Receive follow -up information on the Contra Costa Country Club (CCCC) golf course's use of recycled water Ms. LaBella reported that she confirmed with Golf Course Superintendent John Martin that recycled water was not the cause of the renovation. He cited several factors such as soil profile, invasive grasses, drainage, trees and design shortcoming, which all contributed to the need to renovate and stated to Ms. LaBella that the CCCC continues to use recycled water during construction and will continue to use it after the course is renovated. Chair Nejedly suggested that perhaps the CCCC could send a letter to their members assuring them that this was the case. Member McGill concurred and suggested an article in the Club's newsletter. COMMITTEE ACTION: Received update and directed staff to propose to the CCCC that they send a letter /article in their newsletter to their members indicating the reasons for the golf course renovation. *5. Provide further information on Chevron's Richmond Refinery and what the reasoning was for moving forward with a recycled water project at that location Ms. LaBella distributed pages (attached) from a presentation on the project by Paul Millner of Chevron and Linda Hu at East Bay Municipal Utility District (EBMUD), which was given at the WateReuse Conference on March 18, 2013. Ms. LaBella stated that the Refinery cited safety, environment, and reliability as the reasons behind the project. Primarily, the effect of recent droughts curtailing the water supply affects the reliability of cooling towers and boilers. Also, recycled water plays a part in the Refinery's Equipment Renewal Projects. COMMITTEE ACTION: Received information. 6. Announcements a. Suggestions for future agenda items Member McGill requested that a standing item be added to future Committee agendas for staff to provide updates on the possibilities of opportunities for wheeling recycled water. 8.
