Call Meeting to Order Chair Causey called the meeting to order at 12:00 p.m. 2. Public Comments None. 3. Old Business a. Review staff's response to questions regarding an expenditure at the previous meeting: Check / Information Requested Date Amount Vendor (Responses were included in the Agenda Packet as Attachment 3.a) 200556 $9,414.14 Contra Costa Chair Causey asked whether the 2.5 6/19/14 Water District million gallons that leaked was the Finance Committee Action Summary August 1, 2014 Page 2 Check I Information Requested Date Amount Vendor (Responses were included in the Agenda #201053 $4,010.11 CDW Packet as Attachment 3.a.) 7/17/14 (CCWD) District's water and whether a contractor who could do the same work at a lower cost would be employable under the current maintenance agreement with CCWD 200916 $5,340.00 Corona Chair Causey requested clarification as to 7/3/14 Technical what is Solar Winds Software (the program Services for which the training was conducted). 36135 $3,299.60 Bay Area Member Nejedly asked if the District can 7/3/14 News Group under the law publish legal notices through other newspapers than the Contra Costa Times and the San Ramon Valley Times. The Committee directed that, given relatively high costs charged by CCWD, use of other contractors should be explored when possible to perform repairs. Director of Engineering Jean -Marc Petit noted that staff has begun considering a systematic way to do that. COMMITTEE ACTION: Reviewed the responses and directed staff to consider hiring outside contractors to perform such work when possible. b. Review staff and Counsel's response to a question from Chair Causey at the previous meeting, whether public hearings can be combined and streamlined General Manager Roger Bailey noted that he will ask CCWD and East Bay Municipal Utility District (EBMUD) if their financial data could be available sooner than it has been in the past. COMMITTEE ACTION: Reviewed the response. 4. Expenditures a. Review Expenditures Check I Date Amount Vendor Information Requested #201053 $4,010.11 CDW Chair Causey asked how the external 7/17/14 Government, Inc. data backup hard drive storage Finance Committee Action Summary August 1, 2014 Page 3 Check f Gate Amount Vendor information Requested provided by CDW fits in with the other backup IT systems and if the storage provided by CD aided in the aftermath of the recent computer virus. #201069 $6,757.00 Diana Lago The Committee asked for more 7/17/14 information regarding the refund of Sewer Service Charges (SSCs) for a second living unit from Fiscal Years 1983 -2014 and how far back the District's liability extends on those cases. #201157 $12,862.80 Hanson Bridgett The Committee asked for more detail 7/24/14 LLP on the legal services bill. Regarding Check #201069 to Diana Lago, General Manager Roger Bailey noted that, after the Committee reviews the details behind the payment, the full Board may want to discuss how they would like to handle situations of reimbursing SSCs over the District's legally obligated amount. COMMITTEE ACTION: Reviewed and recommended Board approval. 5. Receive annual update on status of loans under Employee Computer Purchase Assistance Program, Board Policy (BP) No. 001 COMMITTEE ACTION: Received update. 6. Announcements a. Future scheduled meetings: Monday, August 25, 2014 at 3:00 p.m. Monday, September 8, 2014 at 3:00 p.m. Monday, September 22, 2014 at 3:00 p.m. b. Finance Manager Thea Vassallo announced that the District's auditors will be at the District the week of August 11, 2014. COMMITTEE ACTION: Received the announcements. 7. Suggestions for future agenda items Finance Committee Action Summary August 1, 2014 Page 4 0 goo Chair Causey noted that he would like to draw attention to the District's cash flow needs, discuss revenue anticipation notes, letters of credit to borrow money in November or December, and holding a capital reserve. Staff stated that Director of Administration David Heath is working on those topics. 8. Adjournment — at 12:45 p.m.
