BAILEY, GENERAL MANAGER DAVID HEATH, DIRECTOR OF ADMINISTRATION 61f FROM: TEJI O'MALLEY, HUMAN RESOURCES MANAGE j� SUBJECT: MANAGEMENT GROUP TOTAL COMPENSATION SURVEY During the 2012 negotiations, the Management Group made several proposals to the District that requested an increase in several elements of compensation. At that time, the District rejected the proposals but agreed that it would conduct a total compensation survey on the overall pay and benefits of management employees in order to ensure that the District continues to recruit and retain high quality managers. The District's Chief Negotiator sent the attached memo to the bargaining team, which indicated that the District would conduct this survey prior to the expiration of the contract. Staff is requesting guidance from the Committee on the parameters that should be utilized when conducting this survey. Specifically, staff is requesting direction and clarification on the following parameters: • Other agencies that should be utilized for comparison • Elements of compensation that need to be compared • Definition of appropriate salary level within labor market (median, mean, 75th percentile, etc.) Once staff has conducted the survey, it will bring the findings back to the Administration Committee for further review. Staff will be available to answer any questions or provide clarification during the meeting. Kreisberg Attorney at Law ekrelsberg@meyersnave.com During the recent 2012 MOU negotiations, the Management Group expressed an interest in increased compensation for represented employees, specifically requesting increased District contributions to deferred compensation and /or increased administrative leave. While the District did not agree to these MOU proposals, the District did agree that it will review the overall pay and benefits of Management employees in the next two years, including how District managers' pay and benefits compare to similar classifications in other jurisdictions, and analyzing what compensation will be necessary to ensure the District continues to recruit and retain high quality managers. This memorandum will confirm the District's commitment and plan to do so no later than the end of the 2013 -14 fiscal year.
