SUBJECT: CONTRA COSTA COUNTY EMPLOYEES' RETIREM NT
ASSOCIATION ( CCCERA) AUDIT
The purpose of this memo is to inform the Board that CCCERA has notified the District
that they will be conducting an audit and compliance review starting in August 2014.
CCCERA, as mandated by the Public Employers Pension Reform Act of 2013 (PEPRA),
will be conducting a thorough review of District records to ensure that the employee and
compensation data utilized to calculate retiree pension benefits is accurate and
verifiable. The following areas will be reviewed during the audit:
1. Correctness of retirement benefits
2. Reportable compensation
3. Enrollment in, and reinstatement to the system
4. PEPRA- pensionable compensation
5. Determine if employees convicted of certain felonies have forfeited benefits
earned or accrued from the commission of the felony
6. Evaluate whether MOUs are being complied with (i.e. employee contribution
rates, Vacation sales, etc.)
7. Evaluate whether compensation is paid to enhance a member's retirement
benefit
Within four weeks of the conclusion of the audit, CCCERA will provide the District with a
draft written report of the results. At that time, the District will have an opportunity to
respond to the results in the draft report prior to the issuance of CCCERA's final report.
Staff will update the Committee and Board upon receiving the draft report as well as the
final report as to the findings of the audit.
Should the audit uncover errors in the calculation of retiree pension benefits, CCCERA
has the authority, as provided for in the County Employees' Retirement Law (CERL), to

modify a retiree's pension benefits. If this were to occur, the retiree would be notified
directly by CCCERA and would have the ability to appeal the determination pursuant to
the CCCERA Board Regulations. The District does not have jurisdiction over this
process as CCCERA is the agency that administers the District's retirement plan and
ensures its compliance with CERL.
Staff will be available to answer any questions or provide clarification during the
meeting.
