ISSUE: Board of Directors' approval is required for the deletion, addition, and the filling
of positions.
RECOMMENDATION: Establish, add, and authorize the filling of a Collection System
Maintenance Scheduler (G -67, $6,614- $8,003) position; and delete a vacant
Maintenance Crew Leader (G -67, $6,614- $8,003) position.
FINANCIAL IMPACTS: This action will result in no fiscal impact.
ALTERNATIVES /CONSIDERATIONS: Do not delete, add, establish, and authorize the
filling of the positions. If this action is not approved, the Collection System Operations
Division will not be appropriately staffed.
BACKGROUND: With the recent retirement of Mr. Don Turk, Maintenance Crew
Leader, the Collection System Operations Division evaluated its organizational structure
and has determined that this action is necessary to ensure that the classification
performing the functions previously assigned to Mr. Turk is appropriate.
Mr. Turk had been with the District for 28 years and for the past 13 years he was
classified as a Maintenance Crew Leader. However, with the retirement of Ralph Bates,
Information Systems Specialist, in 2012, Mr. Turk was assigned his duties which
included managing the maintenance scheduling and planning duties for the CSO
Division. As is evident by the Maintenance Crew Leader classification, Mr. Turk was no
longer performing the essential functions of that classification but was working outside
the scope of his classification.
After utilizing two very distinct classifications, Information Systems Specialist and
Maintenance Crew Leader, to perform the very critical maintenance scheduling function
for the past several years, staff has determined that a new classification needs to be
established to ensure that the knowledge, skill, and ability and the minimum
qualifications required to perform this function are documented, accurate and directly
linked to the essential functions of this position.

The District and the Public Employees' Union, Local #1 agree with the establishment
and the inclusion of the Collection System Maintenance Scheduler classification within
the Local #1 bargaining unit.
Attached is a draft of the Collection System Maintenance Scheduler job description
detailing the duties that would be allocated to the classification.
COMMITTEE RECOMMENDATION: This matter was discussed at the Administration
Committee meeting on August 19, 2014 and the Committee recommended Board
approval.
RECOMMENDED BOARD ACTION: Establish, add, and authorize the filling of a
Collection System Maintenance Scheduler (G -67, $6,614 - $8,003) position; and delete a
vacant Maintenance Crew Leader (G -67, $6,614 - $8,003) position.

COLLECTION SYSTEM MAINTENANCE SCHEDULER
DEFINITION
Under general supervision, perform complex technical and administrative duties utilizing
a computerized maintenance management system (CMMS) in order to plan, schedule
and coordinate routine and non - routine corrective, preventive, and predictive
maintenance for the Collection System Operations Division; and perform related duties
as assigned.
DISTINGUISHING CHARACTERISTICS
This is a specialized, advanced journey level classification requiring significant technical
skills in computer data bases and an extensive knowledge and understanding of sewer
pipe maintenance equipment and work practices.
The use of respiratory equipment [including self- contained breathing apparatus
(S.C.B.A.)] may be required for this position. Therefore, the Sewer Maintenance
Planner will be required to be free of facial hair that would interfere with the use of a
respirator for annual fit tests and for any occasion, which requires the use of respiratory
equipment to comply with the District's respiratory program and Cal /OSHA standards.
SUPERVISION RECEIVED AND EXERCISED
Receive direction from higher level professional or management personnel.
May exercise technical and functional supervision over Administrative Technician
positions as assigned.
EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the
following:
Initiate and plan corrective, preventive, predictive, and other work orders to facilitate the
safe, productive, and efficient utilization of maintenance personnel and resources to
support sewer collection system operations.
Provide maps for maintenance work and assemble maintenance maps and documents.
Initiate work requests; identify nature of problems, possible methods of repair, specific
work and resources required.
Perform and maintain daily reporting and monthly inventories.
Utilize District computerized maintenance management software (CMMS) and other PC
applications as needed to support the planning function.
Maintain databases, perform calculations and analyses.
Monitor and administer blanket contracts for sewer CCTV inspection or pipe bursting
and CIPP repairs.
Conducting a variety of special maintenance and /or planning studies.
Retrieve and collate data, back up materials, and engineering files.
Keep current on safety rules and regulations applying to work performed in the sewer
collection system.
Perform a variety of data collection and research requiring office and field
investigations.
Coordinate the work of outside contractors. Prepare and submit daily work reports;
Prepare clear and concise data summaries and make oral and written reports as
required.
Perform related duties as required.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
Methods, materials, tools, and equipment used in the maintenance, cleaning and
inspection of a sewer collection system pipelines.
Purpose and uses of a variety of heavy and light equipment, power tools, and
hand tools used in the maintenance of sewer pipelines
Principles and practices of a computerized maintenance management software
(CMMS) and other PC applications.

Underground Service Alert procedures, reports, and requirements.
Safety precautions as required by the District, including but not limited to,
Cal /OSHA General Industry Safety Orders, District's Respiratory Protection
Program, and District Safety Directives.
Ability to:
Schedule, facilitate, and plan the work of a large group of employees engaged in
maintenance work.
Utilize the District's CMMS software and other PC applications as needed,
including GDI mapping systems
Input accurate and finished work orders into the sewer maintenance
management system.
Read and interpret engineering drawings, plans, and reports; operations and
maintenance manuals, vendor catalogs, and other related documents.
Prepare scope of work as requested for blanket contract CCTV inspection,
and /or other maintenance /repair work.
Prepare clear and concise written or oral reports.
Communicate effectively, both orally and in writing.
Establish and maintain cooperative relationships with those contacted in the
course of work, including the ability to interact effectively and courteously with
the public.
Intermittently sit at desk and in meetings, walk and climb stairs throughout the
District; stand, bend, stoop, squat, twist and climb ladders to obtain meter
readings; use telephone; use keyboard to communicate through written means;
perform simple grasping and fine manipulation; and lift or carry weight of 50
pounds or less. May be required to communicate via radio /cellular phone and
hear radio dispatch signal.
Special Physical Requirements:
May be required to enter confined space and /or respond in an emergency. Must
be able to wear S.C.B.A. and perform confined space entry and emergency

response duties in protective clothing and equipment including S.C.B.A. weighing
32 pounds.
MINIMUM QUALIFICATIONS
Experience and Education:
Any combination equivalent to experience and education that could likely provide
the required knowledge and abilities would be qualifying. A typical way to obtain
the knowledge and abilities would be:
Experience
Three years of experience performing technical and administrative duties
primarily supporting the maintenance scheduling function related to a collection
system similar to that of the District's OR four years of experience performing
collection system maintenance work.
Education
Equivalent to the completion of the twelfth grade.
LICENSES AND CERTIFICATES
Possession of a valid California Driver's License.
Possession of a Grade II Collection System Maintenance Certificate issued by
the California Water Environment Association Technical Certification Program is
highly desirable.
