HomeMy WebLinkAbout05.a.2) General Manager Written AnnouncementsWritten Announcements: TREATMENT PLANT a) Professional Cleaning of the Solids Conditioning Building In 2013, a consulting firm, EORM, conducted employee proximity air exposure monitoring as well as ambient air sampling inside the Solids Conditioning Building at the Treatment Plant. While the results indicated that ambient air samples were below OSHA's regulatory trigger levels, EORM recommended adopting a housekeeping program to minimize exposure to both air borne and surface dust inside the building, which houses the District's major combustion devices, such as the furnaces and cogeneration unit. There is a significant build -up of dust /ash inside the building, which has never been professionally cleaned; continued build -up could present a future health risk to personnel working in the building. Because it is so labor- intensive, it is not cost effective to utilize District personnel to perform the cleaning work. In addition, certain areas are more than 20 feet high and will require scaffolding and /or a hydraulic lift, which the District does not have. On March 10, 2014, staff initiated a Request for Quotation process via BidSync. Two quotations were received and award was made to the lowest responsive and responsible bidder, RES Environmental Services, with a bid total of $200,060. (The other quotation was submitted by Restoration Management Company at a bid total of $210,420.) The work is expected to be completed by November 15, 2014. ENVIRONMENTAL SERVICES b) Compromise Reached on Reimbursement Fee for 20 Camino Monte Sol in Alamo On January 10, 2013, the Board of Directors heard an appeal from Ms. Anne Broome regarding payment of a reimbursement fee for a second living unit on her property at 20 Camino Monte Sol in Alamo. The Board directed staff to re- review the matter with Ms. Broome and the installer of the Camino Monte Sol sewer, Mr. Leo Steffen. After lengthy discussions and negotiations, both parties agreed to a compromise in May, 2014. An agreement between the parties has been signed by both parties. As part of the agreement, payment for a revised amount was made by Ms. Broome and a reimbursement check was issued to Mr. Steffen on July 21, 2014. Written Announcements August 14, 2014 Page 2 of 2 CALIFORNIA - DISTRICTS ASSOCIATION c) Update on Recent Election for California Special Districts Association Board Members Each of the California Special Districts Association's (CSDA's) six regional divisions has three seats on the CSDA Board. Candidates seeking to represent a specific region must either be a board member or management -level employee of a member district located in their region. In July 2014, Central San's Board supported the re- election of incumbent Stanley Caldwell of the Mt. View Sanitary District to represent Region 3, Seat C. The CSDA held its election in early August, and Mr. Caldwell was re- elected for a three -year term ending in 2018.
