1. Call Meeting to Order
Chair McGill called the meeting to order at 8:05 a.m.
2. Public Comments
None.
3. Receive presentations from possible labor relations consultants at the following
times:
a. 8 :00 — 8:30 a.m. Liebert Cassidy Whitmore (LCW)
Human Resources Manager Teji O'Malley introduced Jack Hughes,
Partner with the LCW law firm, who presented a general overview of the
scope of work he envisioned if he and his firm were to represent the
District's interests leading up to and during the 2017 labor negotiations.

He said the education process leading up to labor negotiations is an
opportunity to build a relationship for negotiations that will survive over the
long term; labor negotiations are one event in a long relationship. LCW
specializes in the public sector and, while he would be the lead attorney
for negotiations, there is a depth of resources within his firm to deal with
any matters that may arise. LCW prefers "data driven" negotiations, which
involve significant advance preparation in terms of where the District
stands in the relative labor market, etc. He noted that it is important to
develop relationships to build credibility. Mr. Hughes said he was a
District customer and his proximity to the District would allow him to be
more easily available. A senior associate would assist him as a senior
negotiator and junior associates would be utilized where appropriate (i.e.
for research) to conserve costs.
In response to a question from Chair McGill as to his experience with the
types of complex issues that have arisen with Contra Costa County
Employees Retirement Association (CCCERA), Mr. Hughes said his
experience with the City of San Rafael, which works with a similar
retirement system in Marin County, was directly applicable.
The Committee thanked Mr. Hughes for his presentation, after which he
left the meeting.
b. 8:30 — 9 :00 a.m. Hanson Bridgett, LLP
Ms. O'Malley introduced Mike Moye, Partner with the law firm Hanson
Bridgett, LLP, and Chair of the firm's Labor and Employment Practice.
Mr. Moye said he has worked with the District for many years as an
associate of Daniel Clinton, the District's labor counsel. He has also
conducted numerous training sessions at the District. Mr. Moye said he
would serve as the lead for the District, and would be assisted by two
associates. One associate has experience at the bargaining table, and
the other has experience researching issues related to the negotiation
process. Generally speaking, he said the philosophy is to utilize the most
capable person at the lowest level to save costs.
The Committee thanked Mr. Moye for his presentation, after which he left
the meeting.
It was noted that Bruce Heid, President of IEDA (Industrial Employers
Distributors Association), who had presented to the Committee on June 25,
2014, may not be available to the extent previously thought because of his
responsibilities as IEDA President. The Committee said it was important to know

who would be the lead person on the IEDA team before making any decision as
to a potential labor relations consultant.
4. Risk Management
a. Review Loss Control Report and discuss outstanding claims
Safety and Risk Management Administrator Shari Deutsch reviewed the
Loss Control Report. There were no questions from the Committee
Members.

b. Discuss new claims, if any
Ms. Deutsch reviewed one new claim.
COMMITTEE ACTION: Reviewed new claim.
5. Review the Initiatives and Key Performance Indicators developed by staff to carry
out the Goals and Strategies set forth in the Fiscal Years 2014 -16 Strategic Plan
Communication Services Manager Michael Scahill referred to the draft initiatives
and key performance indicators included with the agenda packet. Member
Williams stated that, in his opinion, the initiatives aligned well with the Goals and
Strategies adopted by the Board. He did, however, suggest greater specificity
with respect to the key performance indicators so there is a metrix for
measurement. Chair McGill concurred. Member Williams provided several
specific examples, which Mr. Scahill said he would incorporate.
