BAILEY, GENERAL MANAGER FROM: THOMAS BRIGHTBILL, SENIOR ENGINEER CC: KENTON ALM, DISTRICT COUNSEL ELAINE BOEHME, SECRETARY OF DISTRICT SUBJECT: QUESTION REGARDING COMBINING PUBLIC HEARINGS At the July 21, 2014 Finance Committee meeting, Chair Causey questioned whether it would be possible to combine the public hearing that sets the sewer service charge and the second hearing that places the sewer service charge (and other charges) on the property tax bill. Staff has reviewed the question with District Counsel Kent Alm and Secretary of the District Elaine Boehme and the consensus is that a second public hearing is required. In the case of the sewer service charge, the time between the public hearings is due to timing issues associated with acquiring updated assessor parcel information, acquiring water consumption data from 4 water purveyors, and the time required to calculate charges for each individual parcel. Mr. Alm reviewed these issues during a telephone call with Chair Causey this afternoon. Staff will continue to look for opportunities to combine public hearings for rates, fees and charges and will review the timing of sewer service charge milestones when our billing software is updated.
