ISSUE: Board action is required to join the East Bay Regional Communications System
Authority (EBRCSA), the joint power authority that maintains the interoperable radio
system in Alameda and Contra Costa counties.
RECOMMENDATION: Authorize the General Manager to enter into a Joint Powers
Agreement (JPA) with EBRCSA.
FINANCIAL IMPACTS: There is no cost to join the JPA. The District would purchase
its own radios and then pay a one -time access fee of $200 per radio and a monthly
service fee of $40 per radio. The Fiscal Year 2014 -15 budget includes funds to
purchase, program and operate four radios on the EBRCSA system.
ALTERNATIVES /CONSIDERATIONS: None.
BACKGROUND: EBRCSA was formed in 2007 to design, implement and maintain a
regional radio communications system meeting the federal interoperability standards,
also known as P25. EBRCSA currently has 40 member agencies including Contra
Costa County and most of the cities within the District.
There is no cost to join the JPA. The system infrastructure is maintained through an
access fee and subscriber fees. The access fee is a one -time charge of $200 for each
radio added to the system. Subscriber fees are currently set at $40 per month per radio.
The current Safety & Risk Management budget includes funds for the purchase,
programming and connection of four P25 radios. At an average cost of $1,500 per
radio, an access fee of $200 per radio and $50 per radio for programming, the total
start -up cost for four radios is $7,000. Subscriber fees for the four radios would total
$1,920 a year.
