BOEHME, SECRETARY OF THE DISTRIC SUBJECT: LAFCO SPECIAL ELECTION —VOTING DIRECTION As discussed at the June 19, 2014 Board meeting, the Contra Costa Local Area Formation Commission ( LAFCO) has scheduled a special election on Monday, July 21, 2014 in conjunction with the quarterly meeting of the Contra Costa Chapter of the California Special Districts Association ( CCSDA). The special election is being held to fill the regular special district seat created by the recent passing of Dwight Meadows, who was re- elected last April. LAFCO sought nominations to fill Mr. Meadows' unexpired term ending May 7, 2018 and, on June 19, it was the consensus of the Central San Board Members not to nominate anyone. The nomination period has now closed, and the following four individuals have been nominated: • Robert Amrine (Bethel Island Municipal Improvement District) • Steve Anderson (Moraga Orinda Fire District) • George Schmidt (West County Wastewater District) • Igor Skaredoff (Contra Costa Resource Conservation District) Currently, George Schmidt holds the "alternate" special district seat, which is also an elected position. Should he be elected to fill Mr. Meadows' unexpired term, it is our understanding that another special election will be held to fill his seat. Candidate statements for Steve Anderson and George Schmidt have been made available in advance, copies of which are attached. Each candidate will be given three minutes at the July 21 CCSDA meeting to make a statement. Member McGill currently holds a regular special district seat on LAFCO. He is also Central San's representative to the CCSDA; President Williams is the alternate. Member McGill is expected to attend the July 21 CCSDA meeting at which the special election will be held, and he wishes to receive direction from Board Members at this meeting as to how he should cast Central San's vote. The Board should also authorize the Voting Delegate or Alternate to cast any necessary subsequent vote using their discretion in the event of a tie vote or runoff. EB:dma Attachments: 1. SCH UDT. I have been serving as the Independent Special District alternate representative on the Contra Costa LAFCO since I was elected in December 1998. I am asking for your District's vote to elect me as one of the two Contra Costa Special Districts Association regular members on LAFCO. The West County Wastewater District (WCWD) Board nominated me as their candidate for this LAFCO position. Since being elected a WCWD Board member in November 1992 I have regularly attended California Association of Sanitation Agency (CASA) Conferences, Contra Costa Special District Association (CCSDA) quarterly meetings, the California Special Districts Association (CSDA) Annual meeting and the CALAFCO Annual meeting in order to keep up with Special District concerns. As a 45 year resident of Richmond and Contra Costa County I have spent countless hours, working on Committees for the betterment of my community. I have had a lifelong interest in City and area planning. I am interested in and believe in reasonable growth and development. I am most familiar with West County issues. However, having served as one of your representatives on the Contra Costa LAFCO for the past 15 years, I have learned much about the issues facing Central and East County as we completed Municipal Service Reviews (MSR) and Sphere Of Influence (SOI) updates. As one of your two regular representatives on the Contra Costa LAFCO I will continue to spend the time necessary to become familiar with the issues that come before the LAFCO in order to arrive at the best decision possible.
