MEYER, PLANT MAINTENANCE D Its NT'M FROM: THEA VASSALLO, FINANCE MANAGER SUBJECT: INFORMATION REQUESTED REGARDING THE TRAINING CONDUCTED BY H &H ENGINEER & SUPPLY CO. At the June 23, 2014, Finance Committee meeting, Chair Causey expressed concern regarding the $3,000 training expenditure to H &H Engineer & Supply Co. (check No. 200428 dated June 5, 2014). He asked if staff could send less people to the trainings and then have those staff members relay the training to other District staff. Plant Maintenance Division Manager Neil Meyer and Plant Maintenance Superintendent Dave Robbins stated that they are always looking for local training opportunities in order to minimize transportation and lodging costs. Staff is always conscious of the District getting the most for their money. The training in question was given on -site with no transportation or additional expenses charged by the instructor. The instructor is known to staff, and we were confident the training would be high quality and it was. This was confirmed by the response of all attendees who gave the training very high praise coupled with the ability of staff to apply what they had learned. The cost of the class was the same regardless of the number of attendees with a recommended maximum of six. We opted for two one -day classes with seven Mechanics, Machinists, and Maintenance Planners attending each day. That is approximately $214 per attendee, a price we felt was well worth each attendee hearing it directly from the expert, especially since this training included hands on exercises and demonstrations. The instructor has 25 years of experience training on this equipment. After talking with the attendees, there were many questions that someone who only attended a one -day class would not be capable of answering even if they retained 100 percent of the material. The training was done on our equipment and included visuals provided by an elaborate PowerPoint presentation which was an important part of the training. If we choose to have a supervisor develop and provide the training to staff based on his attendance, the compensation of a supervisor would quickly equal or exceed the cost of the second class ($97 per hour including benefits). Additionally the quality of the training would not be near the standard as of an instructor with 25 years of experience. Finance Committee July 11, 2014 Page 2of2 This training is a precursor to making rotating equipment alignment an integral part of our proactive Preventive Maintenance Program and condition assessment efforts. All of which is in alignment with the development of our Asset Management Program. As the Program develops, we anticipate having staff provide training to other staff. This is a factor we evaluate each time we plan our training and development needs. We offer a One (1) Day Training course, which consists of approximately 3 -4 hours of classroom lecture during the day on general alignment practices and the Smartalign laser alignment system. The remainder of the day is spent in "hands -on" training using the Smartalign. We also offer a Two (2) Day Training course. This course covers the same material as the One (1) Day Training and then goes into more detail the second day. In the second day we address, Thermal Growth problems, "Jackshaft" alignment, Vertical alignments, etc. Please note that an emphasis is put on "hands -on" use of the Smartalign in these courses. For that reason, class size is limited to 6 persons. Our standard rates for these training sessions is as follows: 4. One (1) Day Training ........... ..............................$ 1,500.00 saes 2. Travel Expenses -portal to portal are billed as follows: Travel time is billed at $55.00 per hour Room & board expenses are billed at cost. Airfare, rental car etc. are billed at cost Lee, we discussed holding two (2) one -day sessions at your facility. The class can be tailored to the crew you have coming in. It will be mostly "hands on" and instruction on the use of the Smartalign.
