SUBJECT: FINAL DRAFT FISCAL YEAR 2014 -16 STRATEGIC PLAN
At the June 19, 2014 meeting, the Board reviewed the Introduction, Mission and Values
Statements, as well as the Goals and Strategies set forth in the draft Fiscal Year 2014-
16 Strategic Plan. The Board was satisfied with the Mission and Values Statements,
but asked staff to make several modifications to the Introduction, and Goals and
Strategies sections. A strikeout of those modifications is attached.
The Administrative Committee has recommended that the Board adopt the Mission and
Values Statements as well as the Goals and Strategies portions of the Strategic Plan.
Once adopted, staff will finalize the Initiatives and Key Performance Indicators to carry
out the Goals and Strategies set forth in the Plan. Staff will also develop a timeline and
one -year Business Plan. Staff intends to bring those portions of the Strategic Plan to
the Board for acceptance in July or August.

Strategic Plan
Effective Utility Management (EUM) Model
The Management Team used the Effective Utility Management framework as the
structure in developing the FY 2014 — FY 2016 Strategic Plan. The EUM was originally
developed by the EPA and water and wastewater agencies to aid utilities in addressing
common challenges, such as increasing costs and sustaining community support. It
serves to identify, encourage and recognize excellence in clean water utility
management.
EUM defines 10 Attributes of Effectively Managed Utilities. These Attributes describe
desired outcomes that are applicable to all water and wastewater utilities. The Attributes
provide indication of where effectively- managed utilities focus and what they strive to
achieve.
Central San's Strategic Plan reflects the structure laid out by the EUM. As with the EUM
guidelines, the plan focuses on Quality and Customer Service; Leadership
Development; organizational sustainability and financial viability; and the reliability of
District infrastructure.
