Call Meeting to Order Chair Pilecki called the meeting to order at 1:10 p.m. 2. Public Comments None. *3. Receive update on asset management program development Senior Engineer Dana Lawson presented an update on the Asset Management Program (attached). She reported that Carollo Engineers has been hired as a consultant on the project, and staff recently held meetings with the District's managers to benchmark current operations. Ms. Lawson also discussed how the Asset Management Program ties into the District's ongoing activities, outlined Engineering & Operations Committee Action Summary June 23, 2014 Page 2 plans for each department, and described her outreach and collaboration efforts with other agencies and officials. COMMITTEE ACTION: Received the update. *4. Review schedule and discuss upcoming bids and awards and discuss change orders over $50,000 Senior Engineer Sasha Mestetsky distributed a Schedule of Upcoming Bids and Awards (attached). *a. Review information for award of a construction contract for the Walnut Creek Sewer Renovations, Phase 10, District Project 8413 Senior Engineer Sasha Mestetsky distributed the summary of bids; a bid tabulation sheet comparing the Engineer's Estimates with the received bids; and the unit price schedule from K J Woods Construction, Inc., the lowest responsive and responsible bidder (attached). He reported that lowest bid was $2,288,000, which is less than the Engineer's Estimate of $2,350,000. He noted that the total project cost is estimated to be $3,884,000, which is approximately 15% higher than the total project cost shown in the 2014 -15 Capital Improvement Budget (CIB), at $3,373,700. Member Causey questioned the difference between the total project cost and the amounts listed in the CIB. Chair Pilecki advised that 15 contingency is not included in the total project cost shown in the CIB. Member Pilecki stated that project costs are controlled by program limits, rather than individual projects within that program. The Committee discussed various reasons for the higher- than - expected cost of this project, especially the survey costs, and requested that staff explore ways to reduce design and construction management costs in future projects. COMMITTEE ACTION: Reviewed the information and recommended that staff explore ways to reduce the design and construction management costs in future projects. The Board will be asked to award the project to K J Woods at its July 3, 2014 meeting. *b. Review information for change order for the Primary Treatment Renovations, District Project 7285 Engineering & Operations Committee Action Summary June 23, 2014 Page 3 Senior Engineer Edgar Lopez gave a presentation (attached) on the project and the $49,038 change order for relocation of the RIO Drop 10/11 Control Panel. He reported that $5 million, which is 50% of the total project cost, has been paid to date, and current change orders are roughly at 2.5% for the project. Staff is investigating the cause of the changes and has discussed the issue with several parties, including the consultant and contractors. However, the work needed to be done swiftly to minimize any construction schedule impacts. The panel is currently in place and the electrical work is proceeding as planned. COMMITTEE ACTION: Reviewed the information. 5. Announcements a. Future scheduled meetings: Monday, July 21, 2014 at 1:00 p.m. Monday, August 25, 2014 at 1:00 p.m. Monday, September 22, 2014 at 1:00 p.m. Chair Pilecki reminded staff that, as the meeting date approaches, if there are insufficient items to discuss to warrant a meeting, staff may cancel the meeting.
