STAFF UPDATE
a) Registration Differential for Associate Engineer Clint Shima
The Memorandum of Understanding (MOU) between the Management Support/
Confidential Group and the District provides that a one -step salary increase shall be given
to any full -time, regular employee who achieves registration as a Professional Engineer
per terms of the MOU, which states "Such merit increase shall be subject to the
employee's demonstration of ability to assist in the accomplishment of District activities
requiring a level of skills and importance normally expected from a person with such
certification."
Mr. Shima has held a Professional Engineer license in Civil Engineering for approximately
12 years, meeting the requirements of his classification. In addition to Mr. Shima's duties,
including treatment plant design, construction, and operation, which require the
professional level of judgment and skill of a Registered Civil Engineer, he has taken on
major responsibilities in the branch of Mechanical Engineering. Mr. Shima has managed
treatment plant and pumping stations design and construction projects involving critical
mechanical systems and equipment.
The District's capital improvements program includes several complex projects in the
treatment plant and pumping stations. These projects need to be designed and
constructed in the near future and require extensive knowledge in Mechanical
Engineering. Therefore, it's beneficial to the District for Mr. Shima to hold an additional
registration in this respective branch.
Mr. Shima recently passed the Mechanical Professional Engineer and, in accordance with
MOU, he will receive a one -step salary increase effective May 23, 2014.
ENVIRONMENTAL SERVICES
b) Sewer Summit Hosted by Environmental Services Division
The District's Environmental Services Division hosted a summit for all the municipalities
that it serves on May 21, 2014 in the Multipurpose Room. Every City and the County
were invited and attended the summit. The Summit was a two -hour event that allowed
staff to present standards and perspectives to the invited staff and encouraged
networking to improve communication. The 55 attendees were presented with
environmental compliance /pretreatment, inspection, and permitting information.

c) Training Class Held for Recycled Water Site Supervisors
The Concord Landscape Project has completed the installation of the recycled water
distribution system, and customer connections are being coordinated by staff. Prior to
beginning the use of recycled water, each user is required to designate a site supervisor
who is responsible for the proper use of the recycled water used at that site.
On June 10, 2014, staff offered a Recycled Water Site Supervisor Training class for new
recycled water customers, in addition to District staff members. Twenty -six people
attended, including representatives from the City of Concord and Chevron. Also included
were seven staff members from our Collection System Operations (CSO) Department and
Plant Operations Department (POD) Buildings & Grounds crew. The POD staff members
in attendance will serve as Site Supervisors for recycled water use at the treatment plant,
and the training served as a refresher for our CSO personnel responsible for maintaining
and operating the recycled water system.
The training was well received and the District looks forward to additional site supervisor
training sessions over the next few months as more customers are prepared for
connection.
