Subject: ADOPT A RESOLUTION IN SUPPORT OF ASSOCIATION OF
CALIFORNIA WATER AGENCIES' STATEWIDE WATER ACTION PLAN
(SWAP), AND AUTHORIZE THE GENERAL MANAGER TO ENCOURAGE
ADOPTION OF A SIMILAR RESOLUTION BY CALIFORNIA

ISSUE: Board approval is required in order to adopt a resolution.
RECOMMENDATION: Adopt a resolution is support of the Association of California
Water Agencies' Statewide Water Action Plan; and encourage California Association of
Sanitation Agencies (CASA) to adopt a similar resolution of support.
FINANCIAL IMPACTS: There are no financial impacts beyond required staff time.
ALTERNATIVES /CONSIDERATIONS: The Board could decide to not support the
Statewide Water Action Plan.
BACKGROUND: On May 15, 2015, Timothy Quinn, Executive Director for the
Association of California Water Agencies (ACWA) made a presentation to the Board
outlining the Statewide Water Action Plan for California (SWAP). ACWA's mission is to
assist water agencies in promoting the development, management, and reasonable
beneficial use of good quality water at the lowest practical cost in an environmentally
balanced manner. ACWA is the largest statewide coalition of public water agencies in
the country. Its nearly 440 public agency members collectively are responsible for 90%
of the water delivered to cities, farms and businesses in California.
ACWA has developed its 15 -point SWAP which outlines actions to improve water
supply reliability, protect water rights, protect the integrity of the state's water system
and promote better stewardship. It also includes guiding principles for implementation of
the plan to help ensure that the actions benefit the entire state. The key elements of the
plan are as follows:

ADOPTION OF A SIMILAR RESOLUTION BY CALIFORNIA ASSOCIATION
OF SANITATION AGENCIES (CASA)
1. Expand water storage capacity;
2. Invest in water use efficiency and water conservation activities;
3. Advance regional self - reliance /Integrated Regional Water Management Plans;
4. Facilitate water transfers;
5. Protect and improve water quality;
6. Pass a water bond;
7. Respect area of origin commitments;
8. Ensure that reservoirs are not operated to "dead pool" as a result of state
regulations or actions;
9. Complete a Bay Delta Conservation Plan consistent with SWAP;
10. Continue to support Department of Water Resource's "Delta Levee Maintenance
and Special Projects" programs;
11. Prepare for emergencies to protect public safety;
12. Improve and expand groundwater management;
13. Invest in headwaters management to sustain the environment and improve
statewide water quality and supply;
14. Coordinate state and federal regulatory actions; and
15. Bay Delta Water Quality Control Plan: Implement flow regulations through a
collaborative, science based process that protects beneficial uses and public
trust balancing.
After Mr. Quinn's May 15th presentation, Member McGill suggested that the Board adopt
a resolution in support of SWAP. Thus, staff prepared the attached proposed resolution
for the Board's consideration. Member McGill also suggested that the Board consider
whether to recommend encouraging CASA to adopt a similar resolution in support of
SWAP. Staff concurs with both of Member McGill's recommendations
RECOMMENDED BOARD ACTION: (1) Adopt a resolution in support of ACWA's
Statewide Water Action Plan; and (2) authorize the General Manager to encourage
adoption of a similar resolution by CASA.

A RESOLUTION OF CENTRAL CONTRA COSTA SANITARY DISTRICT
IN SUPPORT OF THE ASSOCIATION OF CALIFORNIA WATER AGENCIES'
STATEWIDE WATER ACTION PLAN
WHEREAS, a broad cross - section of water interests convened by the Association of
California Water Agencies (ACWA) has developed a Statewide Water Action Plan to
address overall water supply reliability and ecosystem health in California; and
WHEREAS, the ACWA Board of Directors unanimously approved the Statewide Water
Action Plan at its Sept. 27, 2013, meeting and directed that it be submitted to California
Governor Jerry Brown as the water community's recommendations for developing the
Administration's water plan; and
WHEREAS, ACWA's Statewide Water Action Plan outlines 15 actions to improve water
supply reliability, protect water rights, protect the integrity of the state's water system
and promote better stewardship; and
WHEREAS, the plan also includes guiding principles for implementation to help ensure
actions benefit the entire state, respect water rights and contract terms, and reflect a
new regulatory approach that can better meet the needs of California water users and
ecosystems; and
WHEREAS, the Statewide Water Action Plan provides context for a Delta solution and
other critical actions as components of a broader set of strategies to secure California's
water future; and
WHEREAS, when implemented together, this suite of statewide actions will serve as a
sustainable path forward for California; and
WHEREAS, the Brown Administration finalized the California Action Plan, the Statewide
Action Plan continues to provide a statewide voice on behalf of the water community
and serves as guiding principles for implementation of the California Action Plan; and
WHEREAS, Central Contra Costa Sanitary District (CCCSD) is a special district
responsible for the collection and treatment of wastewater in a 146 square mile area of
central Contra Costa County and its mission is to protect public health and the
environment.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Central Contra
Costa Sanitary District (Board) hereby supports ACWA's Statewide Water Action Plan
and encourages its adoption as the basis for statewide action by Governor Brown.
