Baile General Manager ISSUE: Board approval is required for the deletion, addition, and filling of positions. RECOMMENDATION: Add and authorize the filling of an Operations Safety Specialist (S -71, $7,305 - $8,837) position. FINANCIAL IMPACTS: This action will result in an annual cost of $212,116.50 which takes into account salary, benefit, and pension costs at the maximum step of the salary range. Due to the anticipated need, the Plant Operations Department (POD) has already included the cost of this position in the Fiscal Year 2014 -15 budget. ALTERNATIVES /CONSIDERATIONS: Do not add and authorize the filling of the position. If this action is not approved, the Safety Program will not be effectively staffed. BACKGROUND: In 2012, the Board directed staff to retain the services of an outside consultant to conduct a thorough assessment of the District's Safety Program. Environmental and Occupational Risk Management (EORM) was retained and they completed an assessment which reviewed all components of the District's Safety Program, including the current level of regulatory compliance, the safety culture, as well as the organizational structure of the Program. The assessment provided several options on how the Safety Program should be organized resulting in optimal operational viability. Staff is now requesting this action to implement the recommendation as outlined in the report. The new structure will consist of an existing Safety Officer position reporting directly to the Director of Operations and overseeing two Operations Safety Specialist positions. One will be assigned to POD in Martinez, and the other will be assigned to the Collection System Operations (CSO) office in Walnut Creek. This action will add a second Operations Safety Specialist position, as one Specialist position already exists.
