AWARDS AND COMMENDATIONS
a) Collection System Operations Division Selected as the Winner of
Several California Water Environment Association (CWEA) State
Awards
The District was awarded the following awards in January 2014 by the San Francisco Bay
Section of the CWEA:
2013 Large Collection System of the Year ( >500 miles of sewer pipe)
Supervisor of the Year (Dante Marchetti — Rodding Supervisor)
Collection System Person of the Year (Don Bartlett — Closed Circuit Television
Operator)
Winning these awards automatically placed the District in the running for the same
awards at the State level. Awards were announced recently and the District has been
selected as CWEA's 2013 recipient for the following awards:
• 2013 Large Collection System of the Year ( >500 miles of sewer pipe)
• Supervisor of the Year (Dante Marchetti — Rodding Supervisor)
• Quarter Century Recognition (Don
• Gimmicks & Gadgets of the Year,

The awards will be presented at the CWEA annual conference in early May.
Last year, the District received the award for Large Treatment Plant of the Year at the
State level, and came in a very close second to the City of San Diego for the Large
Collection System of the Year award. Congratulations are due the District's Collection
System Operations (CSO) Division. Coming so close last year and winning multiple
awards this year are a testament to the continued hard work and dedicated efforts of all
the CSO staff.
STAFF UPDATES
b) Reporting of Personnel Advancements, Promotions, Retirements,
Resignations
It has been the practice of the District to routinely report all personnel advancements,
promotions and retirements as General Manager written announcements at each Board

meeting. This information is also regularly reported as part of the monthly Human
Resources report provided to Board Members. Key staffing changes are also regularly
discussed with the Administration Committee.
Given the duplication of this information, future written announcements regarding staff
updates will be made at the discretion of the General Manager, generally in those
instances involving key staffing changes or those that would have a visible impact that
would be observed by the Board.
One such staffing change is the recent resignation of Assistant Engineer Samantha
Engelage, who resigned on April 9, 2014 after five years of service.
RECYCLED WATER
c) Break in Recycled Water Line Near Diablo Valley College
On Saturday, April 5, 2014, there was a break in the recycled water line south of Golf
Club Road in Pleasant Hill, which is within the Contra Costa Water District (CCWD) water
service area. A leak was reported at Diablo Valley College and the recycled water
system had to be closed so crews could investigate the source of the leak. The District's
Collection System Operations crews found evidence of the leak near DVC on Golf Club
Road. Both The District and CCWD crews worked through Tuesday, April 8, to pinpoint
the leak, which was found on the 16" recycled water line. It appears that a butt strap
installed during the original construction was the point of failure.
The recycled line was isolated at the nearest valve located at Buchanan Golf Course. All
customers south of the golf course are currently without recycled water. Downstream
customers have been updated on the status of the recycled water shut down, and have
been informed that recycled water may not be available until Friday, April 18. Staff is
working diligently to restore recycled water, and to facilitate alternate irrigation sources
where needed.
Staff will provide updates as soon as more information becomes available.
