Safety compliance with Buchanan Field Airport
The airspace over the district's property is regulated both by the County Airport Land Use Commission
and the FAA. We spoke with Lamar Stamps at the ALUC and confirmed that the billboards would be
located in Safety Zone 4, and that billboards would be a permitted land use for that safety zone subject
to height restrictions. He recommended completing a preliminary review by the ALUC before
proceeding with a county land use permit.

Establish Appropriate Content Guidelines
Our mission is to connect local businesses with the traveling public. We understand that billboards are
seen by everyone and that some commercial messages are not appropriate in that format. In our last
project in the county we agreed to restrict advertisements for tobacco, alcohol, medical marijuana, and
adult- oriented businesses. We propose the same content restrictions for this project.
CCCSD could also use the sign to recruit local employees and promote district initiatives.
Aesthetic Impacts /Mitigations
Our goal is to create a sleek, attractive, and business - friendly sign. We are proudest of our design work
when there is nothing more to take away, not when there is nothing more to add. Design improvements
for this project would include:
- Removing the bottom protruding catwalks and using only interior catwalks.
- Removing wrap- around bottom catwalks and handrails.
- Using ipe wood siding instead of corrugated metal.
- Including an ipe wood endplate so drivers cannot see into the internal supports of the sign
- Using top -down LED lights
- Using 100% solar power
- Using a sagebrush pole wrap to blend into the grassy natural environment.
Even with excellent design, we recognize that aesthetic impacts are unavoidable. Because of this, we
would propose removing litter on a 2 -mile stretch of Highway 4 through the Adopt -a- Highway program
for the lifetime of the signs.
Consider Other Possible Locations Including 1 -680
In addition to the Highway 4 locations, we also studied the District's property to the north fronting 1 -680.
Caltrans has designated 1 -680 as a Landscaped Freeway throughout the entire length of the district's
property on 1 -680, so a billboard permit would not be issued facing 1 -680.
Consider the Impacts to Rancho Diablo Mobile Home Park
The nearest manufactured home to a billboard would be approximately 700 feet away on the opposite
side of the freeway. We do not anticipate an impact to the residents at Rancho Diablo due to the height
restrictions on the sign and the distance away from their property. If concerns about the project arise,
we could discuss reducing the operating hours of our lighting to reduce nighttime disturbances.
