Bailey General Manager ISSUE: Board of Directors' approval is required for the deletion, addition, and the filling of positions. RECOMMENDATION: Add and authorize the filling of a Human Resources Analyst (S- 72, $7,239 - $8,763) position and establish, add, and authorize the filling of a Senior Accountant (S -70, $6,899- $8,352). Delete a vacant Assistant Land Surveyor (G -71, $7,030 - $8,512) position and a vacant Engineering Assistant 1 /II (G -64, $5,957- $7,207) position. FINANCIAL IMPACTS: This action will result in an annual net cost of $33,504 which takes into account salary, benefit, and pension costs at the maximum steps of the salary ranges. ALTERNATIVES /CONSIDERATIONS: Do not delete, add, establish, and authorize the filling of the positions. If this action is not approved, the Human Resources and Finance Divisions will not be effectively staffed. BACKGROUND: After a review of their staffing needs, both the Human Resources and Finance Divisions have determined that additional staff is needed in order to be appropriately and effectively staffed. The Human Resources Division is requesting the addition of a Human Resources Analyst position in order to manage the day -to -day labor relations component within the Division. This position will be responsible for reviewing /approving all disciplinary matters, assisting in grievance and arbitration processing, and assisting in preparing for labor negotiations. This position will also cross -train within the Benefits and Classification and Compensation /Recruitment sections of the Division to ensure appropriate succession planning can be undertaken. The Finance Division is requesting the establishment and addition of a Senior Accountant position. This position will be responsible for supervising a section within the Finance Division; perform professional accounting duties of substantial complexity; and assist in the District's short -term and long -term financial planning and budget processes. The District and the Management Support/Confidential Group (MS /CG) agree with the establishment and the inclusion of the Senior Accountant classification within MS /CG. Attached is a draft of the Senior Accountant job description detailing the duties that would be allocated to the classification. COMMITTEE RECOMMENDATION: This matter was discussed at the Administration Committee meeting on April 2, 2014 and the Committee recommended Board approval. DISTINGUISHING CHARACTERISTICS: This classification is a first level supervisor and duties are performed utilizing considerable independence and judgment under the general direction of the Finance Administrator. This class is distinguished from the Finance Administrator in that the latter is responsible for overseeing the day -to -day operations of the Finance Division. It is further distinguished from the Accountant in that the latter is considered the advanced level professional Accountant and only provides functional supervision over lower level accounting staff. SUPERVISION RECEIVED AND EXERCISED Receive general supervision from the Finance Administrator. Exercise direct supervision over the Accounting Technician series. EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following: Supervise subordinate personnel which includes scheduling and prioritizing work, training, evaluating, and monitoring performance, and taking any appropriate disciplinary action. Establish schedules and methods for accounting activities for assigned section. Direct the preparation and reconciliation of a wide variety of financial and accounting records, reports, invoices, and statements. CENTRAL CONTRA COSTA SANITARY DISTRICT Senior Accountant (Continued) Reviews work flow in assigned section and develops and implements any necessary changes to maximize efficiency and effectiveness. Review and analyze financial transactions for accuracy, completeness, and compliance with District policies and procedures. Compile, tabulate, analyze, and review complex accounting and financial data. Develop and maintain various accounting and financial worksheets and schedules utilizing financial software. May provide technical guidance to professional accounting staff. Prepare and analyze monthly financial statements and perform account reconciliations. Oversee fixed assets accounting, monitor new purchases and movement of assets and record pertinent information. Prepare journal entries, post and reconcile general ledger accounts and subsidiaries. Assist in the preparation of the Operations and Maintenance Budgets. Monitor budget activity, proper expenditure coding, document preparations, and other accounting related activities. Prepare audit work papers for the District's independent auditors. Assist in the preparation of the annual financial statements and notes in accordance with governmental accounting and financial reporting standards. Review, analyze, and assist in the implementation of changes in legislation and regulations related to financial and accounting operations. Participate in various conferences /trainings in order to maintain awareness of new trends and developments related to accounting and financial operations. Perform related duties as required. KNOWLEDGE, SKILLS, AND ABILITIES 2 CENTRAL CONTRA COSTA SANITARY DISTRICT Senior Accountant (Continued) Knowledge of: Principles and practices of performance management and supervision. Municipal and /or enterprise fund accounting principles, practices, and procedures. Governmental accounting standards including generally accepted accounting principles. Ordinances, resolutions, and laws affecting municipal accounting operations. Budgeting principles and practices. Government grant- funding procedures and requirements. Financial analysis, work paper, budget and report preparation procedures and practices. Principles and practices of information technology as it relates to the District's accounting and municipal operations. Safety hazards and appropriate precautions applicable to work assignments. Ability to: Monitor and evaluate the performance of subordinate personnel. Analyze and solve accounting and financial problems within assigned area of responsibility. Analyze, interpret, prepare, and verify various types of fiscal records and reports. Interpret, apply, and explain complex laws, codes, regulations, and ordinances. Prepare and ensure the accuracy of financial reports. Evaluate programs and processes in order to determine optimum efficiency. Communicate effectively, both orally and in writing. Perform work under minimal supervision and within an environment of competing priorities and deadlines. 3 CENTRAL CONTRA COSTA SANITARY DISTRICT Senior Accountant (Continued) Establish and maintain effective working relationships with District staff and others contacted during the conduct of assigned duties. Sit at desk for long periods of time on a continuous basis. Intermittently twist to reach equipment surrounding desk and perform simple grasping and fine manipulation; use telephone, and write or use keyboard to communicate through written means; and lift or carry weight of 25 pounds or less. MINIMUM QUALIFICATIONS: Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience Four years of experience in a professional accounting capacity in the preparation and maintenance of accounting documents and records in municipal fund accounting, two of which included providing lead direction. Education Equivalent to a bachelor's degree from an accredited college or university with major study in accounting or a related field. Substitution for Education: Four years of additional qualifying advanced accounting experience as noted above may be substituted for the bachelor's degree. Licenses and Certifications: May need to possess a valid California Driver's License as required by the position. A valid out -of -state driver's license will be accepted during the application process. Must possess a valid California Driver's License within 90 days of appointment. 4 CENTRAL CONTRA COSTA SANITARY DISTRICT Senior Accountant (Continued) C.P.A. or C.M.A. is desirable, but not required.
