Subject: AUTHORIZE THE GENERAL MANAGER TO EXECUTE AN AGREEMENT
WITH CAROLLO ENGINEERS, INC. FOR A PROFESSIONAL
CONSULTING SERVICES AGREEMENT TO DEVELOP THE ASSET
MANAGEMENT IMPLEMENTATION PLAN, DISTRICT PROJECT 7269

ISSUE: Board of Directors' authorization is required for the General Manager to
execute a Professional Consulting Services Agreement greater than $100,000; although
this agreement does not exceed that amount, it is expected that additional work will
follow this agreement which would exceed the limit.
RECOMMENDATION: Authorize the General Manger to execute a Professional
Consulting Services Agreement with Carollo Engineers, Inc. to develop an asset
management implementation plan for an amount not to exceed $100,000.
FINANCIAL IMPACTS: Adequate funds are available in District Project 7269 for this
agreement amount of $100,000.
ALTERNATIVES /CONSIDERATIONS: Select one of the other consultants that
submitted a proposal.
BACKGROUND: The District has committed to furthering the development of its asset
management program towards a consistent, comprehensive, and strategic program with
documented processes and procedures for data management, analysis, and evaluation
for the treatment plant, collection system, pumping stations, recycled water distribution
system, and general improvement assets.
To move toward a comprehensive program, District staff determined that an
implementation plan needs to be developed to provide a roadmap and identify distinct
goals. The intent is for the asset management practices that are developed to be
absorbed into the organization's standard business practices to provide a consistent
approach across the asset types to manage their lifecycle efficiently.

The District sent a request for proposal to eight consultants and received three
proposals ranging from $75,000 to $100,000 from GHD, MWH, and Carollo Engineers.
After a thorough review of the proposals and formal presentations by the consultants in
late February and early March, District staff selected Carollo Engineers, Inc. based on
their approach, proposed team's experience, knowledge of the District's assets, and
references with other agencies.
This agreement includes the following three tasks:
1. Strategic planning and development of an asset management policy
2. Gap analysis/ needs assessment to benchmark the District's current level of
asset management and determine the gaps to an appropriate level of practice for
the District
3. Development of an implementation plan with specific objectives, identified
resources, and priorities
RECOMMENDED BOARD ACTION: Authorize the General Manger to execute a
Professional Consulting Services Agreement with Carollo Engineers, Inc. to develop an
asset management implementation plan for an amount not to exceed $100,000.
