ISSUE: The Board of Directors' authorization is required for the General Manager to
execute a professional consulting services agreement in an amount greater than
$100,000.
RECOMMENDATION: Authorize the General Manager to renew a professional
consulting services agreement with ESRI, Inc., for migrating Geomedia software
information to the ESRI software platform.
FINANCIAL IMPACTS: Renew existing contract for an additional year at $75,000
annual cost. $150,000 total cost for two years.
ALTERNATIVES /CONSIDERATIONS: Choose another software platform, or solicit
additional proposals, which are not recommended.
BACKGROUND: The Central Contra Costa Sanitary District's (District) Geographic
Data Integration (GDI) provides staff with valuable spatial information related to the
collection system. Many different entities within the District use data from GDI and
maintain their own disparate database systems to track additional information specific to
their needs (Accela and ArcSNAP as examples). Each entity uses different data
management software, but the ultimate purpose is to manage information related to the
District's sewer systems. Funding for the GDI /SMMS Replacement project (DP 8232)
has been allocated to replace or upgrade the existing programs and databases with an
enterprise system that integrates information into centralized and standardized
repositories.
The mapping system used at the District involves various software platforms that are
highly customized, and some of which are no longer supported. The systems currently
used for the GDI tool at the District are Geomedia and MapGuide software.
Engineering Support has been in the process of migrating GDI software to use ESRI

software. ESRI is recognized as the industry leader and will provide the District a more
stable platform to integrate disparate data sources into an enterprise mapping
application. The decision to migrate to ESRI software was made in July 2011, prior to
initiation of the IT Master Plan Project. The IT Master Plan includes the use of ESRI as
the District's mapping and data integration platform.
The GDI /SMMS Replacement project is an independent Engineering effort supporting
collection system data for both Capital Projects and Maintenance optimization. Detailed
software migration tasks have been ongoing over the past year with assistance from the
vendor, ESRI, using their ESRI Enterprise Advantage Program (EEAP). The EEAP
provides a technical advisor from ESRI who delivers technical guidance, oversight, and
support of the necessary tasks to migrate software systems. The EEAP has been a
valuable source of assistance in the software migration process. It includes assistance
with database modeling, workflow evaluations, development of editing templates, quality
control configuration, training, integration analysis and recommendations, and
implementation of updated web mapping applications.
The current EEAP has expired and staff would like to continue using this program.
RECOMMENDED BOARD ACTION:
Authorize the General Manager to renew agreement for professional consulting services
with ESRI, Inc., in the amount of $75,000 for a second year; continuing vendor technical
support for mapping software migration.
