ISSUE: Board of Directors' authorization is required for executing a professional
services agreement amendment that will result in the contract amount to exceed
$100,000.
RECOMMENDATION: Authorize the General Manager to execute an amendment to
the Professional Engineering Services Agreement with RMC Water and Environment.
FINANCIAL IMPACTS: Raise the existing contract cost ceiling of $97,732 to $120,000.
There are sufficient funds allocated to the associated District Project 8419, Collection
System Modeling Upgrade, to accommodate this amendment.
ALTERNATIVES /CONSIDERATIONS: An alternative would be to let District staff
complete the work associated with this amendment, as time permits, however, at this
early stage of the project, District staff does not possess the necessary skillsets or the
time to efficiently undertake this work. The most cost - effective option is to have the
consultant undertake the tasks mentioned in the next section of this document.
BACKGROUND: The District commenced this project in 2013, to transition from an
unstable proprietary steady state model which is unsuitable for much of the District's
complex collection system; to a commercially available dynamic model that has the
potential to accurately simulate the hydraulic complexities of the District's collection
system, and at the same time provide a platform that can safely and routinely share
collection system data with the District's new GIS system.
This project will provide the District with a platform that is crucial to the effective
management and planning of the collection system. Moreover, it will bring the District in
line with its peers in the wastewater industry that have been optimizing their collection
systems with the use of dynamic models for many years, and will provide essential data
necessary for collection system asset management.

MODELING UPGRADE, DISTRICT PROJECT 8419
The original scope of work for this project was based on the consultant providing
technical direction and planning expertise for the model development. District staff is
tasked with the actual implementation.
Upon starting work on the new dynamic model software, numerous connectivity issues
were identified with the pipe network that was imported from our GIS system. This was
not anticipated and only became apparent after the import of GIS data.
Tasks to be undertaken with the additional funds include creation of a continuous trunk
network geometry using existing GIS data, define the model trunk system and create
excel spreadsheets, ready for use by District staff to commence populating profile and
invert elevations for the dynamic model.
Additional tasks include preparing a brief technical memo to discuss conceptual
alternatives for undertaking localized capacity studies, and preparing an additional
technical memo to discuss conceptual staffing requirements essential to prudently
operating and maintaining the critical platform.
The project is included in the 2013 -14 Capital Improvement Budget on page CS -26.
Staff has determined that there are adequate funds available and that the expenditure
requirements are consistent with the Collection System Program.
Staff has concluded that this project is exempt from the California Environmental Quality
Act (CEQA) under District CEQA Guidelines Section 15301 since it pertains to a
software platform. Approval of this project will establish the Board of Directors'
independent finding that this project is exempt from CEQA.
RECOMMENDED BOARD ACTION: Authorize the General Manager to execute a
professional services agreement amendment with RMC Water and Environment, with a
cost ceiling of $120,000 for the Collection Systems Modeling Upgrade, District Project
8419.
