ISSUE: In accordance with the purchasing procedures, Board authorization is required
for the General Manager to execute a Technical Consulting Services Agreement in an
amount greater than $100,000.
RECOMMENDATION: Authorize the General Manager to approve a Technical
Consulting Services Agreement with Blue Sky Environmental, Inc., not to exceed
$155,000 for multiple hearth furnace (MHF) source testing to comply with Title V Air
Permit requirements and to determine compliance with the upcoming Sewage Sludge
Incinerator regulations under Section 129 of the Clean Air Act (Section 129).
FINANCIAL IMPACTS: The total anticipated cost for the source testing is $155,000.
ALTERNATIVES /CONSIDERATIONS: The Board could reject the proposed contract.
This is not recommended for two reasons. First, the Title V Air Permit requires a source
test of MHF No. 2 every 60 months, and failure to do so will result in enforcement action
from the Bay Area Air Quality Management District. Second, the source test data from
MHF No. 2 is needed to demonstrate that the District can meet future standards for
Sewage Sludge Incinerators under Section 129.
BACKGROUND: The District is required to conduct an annual emission test on the
operating MHF to demonstrate Title V compliance. Typically, any additional internal
engineering evaluation studies are conducted at the same time to minimize labor and
mobilization cost. In March 2013, the District conducted an emissions source test on
MHF No. 1 and confirmed that MHF No. 1 can meet the emission limits under Section
129 at normal operating conditions. Section 129 emission limits for sewage sludge
incinerators will be effective in March 2016. The proposed source test will evaluate the
emissions data on MHF No. 2 while firing at two different conditions: natural gas and
sludge, and landfill gas and sludge. The 2014 source test is scheduled to begin in
early May and will last for approximately four calendar weeks.

TESTING
Staff conducted a request for proposal process and selected Blue Sky Environmental,
Inc., to conduct the 2014 testing of furnace air emissions. The proposed scope for the
2014 source test on MHF No. 2 will include:
1. Five -year Title V Testing
This source test will demonstrate compliance with the Bay Air Quality
Management District's five -year Title V source testing requirements.
2. Section 129 of the Clean Air Act Compliance Determination
The results of this source test will serve as an engineering assessment of
compliance with the Section 129 emission limits. The source test will include
measurements of the following parameters: oxygen, carbon dioxide, carbon
monoxide, nitrogen oxides, sulfur dioxide, total hydrocarbons, non - methane
organic carbon, particulate matter (total, 2.5 microns and 10 microns), hydrogen
chloride, dioxins /furans, mercury, cadmium, lead, beryllium, and trace metals.
3. Process Operating Limits for Title V and Section 129 of the Clean Air Act
Compliance
This source test will include testing at high and average sludge feed rate while
firing on natural gas and landfill gas to demonstrate the District's ability to comply
with the emission limits at multiple operating conditions and to establish
reasonable operating limits for the MHF No. 2 temperature, wet scrubber
pressure drop, pH, and flowrate. The high feed rate runs will be tested at 85
percent of the furnace's maximum permitted feed capacity and the average feed
rate runs will be tested at approximately 70 percent of the maximum permitted
feed capacity. The District's goal is to demonstrate the furnace's ability to meet
Section 129 emission limits at various operating conditions and to establish site -
specific pressure drop minimums with the Bay Area Air Quality Management
District, which is the local regulatory authority for Section 129 compliance.
4. Landfill Gas Inlet Analysis
Landfill gas samples will be collected on each day of emission testing. Samples
will be analyzed for methane, oxygen, nitrogen, carbon dioxide, carbon
monoxide, hydrogen sulfide, other hydrocarbons, and high heating value.
RECOMMENDED BOARD ACTION: Authorize the General Manager to approve a
Technical Consulting Services Agreement with Blue Sky Environmental, Inc., not to
exceed $155,000 for MHF source testing to comply with Title V Air Permit requirements
and to determine compliance with the upcoming Sewage Sludge Incinerator regulations
under Section 129 of the Clean Air Act.
