PJ Turnham has been promoted to Maintenance Planner in the Engineering Department
- Capital Projects Division effective February 18, 2014.
PROJECT UPDATE
b) Public Bidding for North Orinda Sewer Renovations, Phase 5,
District Project 8411
North Orinda Sewer Renovations, Phase 5, is part of the ongoing Collection System
Renovation Program. The project will install approximately 7,700 linear feet of 6 -, 8 -, and
12 -inch sewer lines within public rights -of -way and easements by using pipe- bursting and
open -cut methods.
This project will be advertised on March 7, 2014, and March 13, 2014. Bids will be
opened on April 1, 2014. The construction cost is currently estimated at $1,900,000.
More information will be presented when the Board is asked to approve the construction
contract on April 17, 2014.
c) Walnut Creek Sewer Renovation Project, Phase 10, District
Project 8413 - Public Workshop held February 20, 2014
The District hosted a public workshop on Thursday, February 20, 2014 at the District's
Collection System Operations facility in Walnut Creek. Using open -cut and pipe- bursting
methods, the project will replace /rehabilitate approximately 7,500 feet of sewer pipe at
several different sites in Walnut Creek in streets and easements primarily around Summit
Road and a few other outlying sites. There were 13 attendees representing 10 properties.
The topics covered by the District's presentation included expected construction impacts,
property restoration, and lateral replacement/reconnection. Questions were mainly
focused on access during construction and coordination with residents owning private
roads who wish to completely repave their streets.
CWEA CONFERENCE ATTENDANCE
d) Employees to Attend California Water Environment Association
(CWEA) Annual Conference in Santa Clara, CA, from April 29
May 2, 2014
The California Water Environment Association's (CWEA) 86th Annual Conference will be
held at the Santa Clara Convention Center and the Hyatt Hotel from April 29 through

May 2, 2014. A total of twenty (20) employees will be attending from the District, with
twelve (12) attending the full conference. Employees are attending for a variety of
purposes:
• To attend Collection System Committee and workshops,
• To serve on Safety Committee and Judge Team Challenges,
• To serve as presenters, and
• Availability to accept various awards for which the District is nominated.
In addition, this conference will provide the opportunity to connect and build relationships
with other water and wastewater professionals from around the state in a time where the
District is looking to collaborate with other agencies on "Plant of the Future" projects. It
also allows attendees to speak directly with exhibitors who offer the latest technologies
and advances in the industry.
RECYCLED WATER LEAK
e) Leak in Recycled Water Pipeline serving CONCO and Maltby
Pumping Station
On the afternoon of Tuesday, February 18, 2014, staff discovered standing water north of
Basin B and the BNSF railroad right -of -way. As soon as this was discovered, staff tested
the standing water and found an elevated concentration of ammonia. Based on the test
results and the proximity to existing District pipelines, staff believes this water was from a
leak in the District's 4 -inch polyvinyl chloride (PVC) recycled water pipeline. This recycled
water pipeline serves CONCO`s Concrete facility (for truck washing) and the District's
Maltby Pumping Station (for pump seal water). CONCO was notified about this recycled
water service interruption.
Contra Costa Water District (CCWD), under contract, located and made a repair to the
recycled water line. Service was restored to CONCO and Maltby Pumping Station on
February 25, 2014.
The quantity of recycled water that leaked is preliminarily estimated at 2.4 million gallons.
Upon examination of the flow data, staff estimates the leak was present for 82 days. Staff
has notified the Regional Water Quality Control Board (RWQCB) about this event.
Staff is continuing to monitor the standing water. The Mosquito Vector Control District
was on site as soon as staff became aware of the leak, and the water has been treated.
In response to this leak, an alarm has been created on the flow meter to alert staff to
potential leaks. Staff is also reviewing the history of this recycled water line to determine
if improvements are recommended to ensure reliable service.
