BAILEY, GENERAL MANAGER 61N1 FROM: TEJI O'MALLEY, HUMAN RESOURCES MANAGER SUBJECT: CONDENSED STAFFING PLAN Per Chapter 4 of the District Code, the Board has the final approval authority to add /delete positions, establish new classifications, reclassify existing positions, reallocate the salary range of any existing classifications, and hire summer (seasonal) students and co -ops. Staff submits a staffing plan in April of each year to the Board for approval of the above mentioned personnel actions for the following fiscal year. Along with the request for all personnel actions, staff submits additional information which results in a packet containing approximately 30 -35 pages. To streamline this process, staff recommended a consolidation of the staffing plan to the Administration Committee at their February 11, 2014 meeting and the Committee has agreed with the recommendation. Staff will present this condensed staffing plan for Fiscal Year FY 2014 -15 during the April 3, 2014 Board meeting. For comparative purposes, I have outlined in the table below what has been presented in the staffing plan and another table outlining what will now be presented going forward on an annual basis. Historical Staffing Plan Position Paper summarizing the requested changes, the Three different tables summarizing all personnel actions justification for each change and the resulting financial (promotions, resignations, reclassifications, hires, etc.) impact. within the Administration, Operations, and Engineering Departments for the prior fiscal year as well as the requested changes and the justification for each change. This position paper would incorporate the summer students and co -ops in addition to the permanent personnel changes. A table detailing the assignment of each co-op. This consolidation would result in a cost savings as it would cut down on staff time preparing the documents while still providing the Board with all pertinent information needed to make a determination.
