The aim of the study is to formulate a treatment plant master plan for the future in light of innumerable variables concerning unspecified regulatory changes, increasing energy costs, climate change, emerging treatment trends, and the Board's ongoing interest in sustainability. The intention is to develop a matrix of alternatives, including a schedule of necessary capital projects and the timing for those projects. In response to a question from Member McGill, Mr. Swanson said Carollo will be looking at non - traditional treatment options, including anaerobic secondary treatment. Alternative methods of solids handling and disposal, such as anaerobic digesters, and fluidized bed reactor incineration, will also be explored. Mr. Swanson said Carollo should be presenting its scope of work in the very near future. The complete study should take 15 to 18 months and will incorporate recent nutrient studies conducted by staff and outside consultants. The entire study will cost approximately $1 million.
