1. Call Meeting to Order
Chair Nejedly called the meeting to order at 3:00 p.m.
2. Public Comments
None.
3. Review the 2013 Recycled Water Quality and Distribution Annual Report
COMMITTEE ACTION: Reviewed and recommended Board acceptance.
4. Receive presentation on Potential for Algae to Biofuel project
COMMITTEE ACTION: Deferred item to March 11, 2014 meeting.

5. Receive update on Proposition 84 grant and Water Resources Development Act
(WRDA) Bill
Environmental Services Division Manager Danea Gemmell stated that staff is looking
at the kinds projects that might be eligible for funding under Proposition 84 and /or the
WRDA Bill, including those related to upgrading the Treatment Plant. Any monies
committed to such projects would be part of next year's budget. Staff intends to
prepare a comprehensive report sometime this fall.
With regard to future upgrades for the filter plant, Member McGill suggested that
consideration be given to covering the tank to minimize algae growth.
A discussion also took place with regard to private or business use of recycled water
hydrants for providing water to private homes and businesses.

*6. Receive update on the Proposed Nutrient Watershed Permit
COMMITTEE ACTION: The attached handout was distributed at the meeting
but any discussion had to be postponed due to time constraints.
7. Receive update on the Treatment Plant of the Future Study
Director of Operations Curt Swanson stated that Carollo Engineers was selected to
conduct the Treatment Plant of the Future Study because of their creative approach,
previous experience, and willingness to look at different alternatives for the future.
The aim of the study is to formulate a treatment plant master plan for the future in
light of innumerable variables concerning unspecified regulatory changes, increasing
energy costs, climate change, emerging treatment trends, and the Board's ongoing
interest in sustainability. The intention is to develop a matrix of alternatives, including
a schedule of necessary capital projects and the timing for those projects.
In response to a question from Member McGill, Mr. Swanson said Carollo will be
looking at non - traditional treatment options, including anaerobic secondary treatment.
Alternative methods of solids handling and disposal, such as anaerobic digesters,
and fluidized bed reactor incineration, will also be explored.
Mr. Swanson said Carollo should be presenting its scope of work in the very near
future. The complete study should take 15 to 18 months and will incorporate recent
nutrient studies conducted by staff and outside consultants. The entire study will cost
approximately $1 million.

8. Review draft 2014 Pollution Prevention (P2) Plan
Associate Engineer Melody LaBella said there were really only two areas that differ
from the prior year report. In the Pollutants of Emerging Concern section, personal
care products were added because some new body washes contain tiny plastic
microbeads that do not break down during processing. The other change related to
the flushing of paper towels, which have difficulty breaking down due to their fibrous
nature.
COMMITTEE ACTION: Reviewed the plan.
