Bailey 1 General Manager 1 ISSUE: Board approval of the Pleasant Hill- Grayson Creek Trunk Sewer, District Project 8412, is required prior to the filing of a Notice of Exemption under the District's California Environmental Quality Act (CEQA) Guidelines. RECOMMENDATION: Approve the Pleasant Hill- Grayson Creek Trunk Sewer, District Project 8412, for CEQA/permitting purposes. FINANCIAL IMPACTS: The total project cost is anticipated to be $6,000,000; however, this position paper only approves the project for CEQA/permitting purposes and does not award a construction contract. ALTERNATIVES /CONSIDERATIONS: The Board of Directors may delay or decline to approve the project. If these renovations are not constructed, the condition of these sewers will continue to decline and may result in multiple maintenance issues. BACKGROUND: The Collection System Master Plan 2010 Update analyzed the District's entire sewer system using an updated ArcSNAP hydraulic model. The wet weather design flows to the sewers in this project corridor were calculated at 130% to 270% of full pipe capacity. The wet weather capacity- deficient sewers include a 12 -inch pipe that runs east along Mercury Way from Pleasant Hill Road and connects into a 15 -inch sewer that runs parallel to Grayson Creek to Milburn Drive. This project involves installing approximately 12,000 feet of 15 -, 18 -, and 24 -inch relief sewers and diverting the sewage away from the existing wet weather capacity- deficient sewers. The relief sewer alignment is within city streets and extends from Pleasant Hill Road, along Westover Drive, then Maureen Lane, Lucille Lane, and Kathleen Drive. The improvements to the Pleasant Hill- Grayson Creek Trunk Sewer are included in the fiscal year (FY) 2013 -2014 Capital Improvement Budget (CIB) on page 36. The current CIB includes 5,000 LF of pipeline installation. The project has been expanded up to approximately 12,000 LF due to the City's paving plans. Staff has conducted a cash -flow analysis of the Capital Improvement Program budget and concluded that adequate funds are available for this project. Staff has concluded that this project is exempt from CEQA under District CEQA Guidelines Section 15302, because it involves replacement of existing sewer facilities at substantially the same locations and with the same purpose and level of activity as the facilities being replaced. Any capacity increases are for non - growth inducing, wet weather, or maintenance purposes. This project also is exempt under District CEQA Guidelines Section 15061(b)(3), since it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. This certainty is based on the District's past experience with numerous sewer construction projects of this nature, the relatively short distances involved, and the District's mitigating construction specifications. These specifications are standardized general and special conditions that are made part of the project bid documents to address environmental considerations, such as protecting trees and riparian areas, as well as compliance with applicable federal, state, county, district, municipal and local laws, ordinances, orders, and regulations. Approval of this project will establish the Board of Directors' independent finding that this project is exempt from CEQA. COMMITTEE RECOMMENDATION: The Engineering & Operations Committee reviewed this project at its February 11, 2014, meeting and recommended project approval for CEQA/permitting purposes. RECOMMENDED BOARD ACTION: Approve the Pleasant Hill- Grayson Creek Trunk Sewer, District Project 8412, and direct staff to file a Notice of Exemption with the Contra Costa County Clerk.
