COLLECTION SYSTEM OPERATIONS DIVISION b) Awards Received by the Collection System Operations (CSO) Division at the California Water Environment Association (CWEA) San Francisco Bay Section Annual Awards Banquet The CWEA San Francisco Bay Section Annual Awards Banquet was held on January 10, 2014 at the Concord Hilton. The District won three awards: • Large Collection System of the Year ( >500 miles of sewer pipe) • Supervisor of the Year — Dante Marchetti: Rodding Supervisor • Collection System Person of the Year — Don Bartlett: Closed Circuit Television Operator Awards will be presented to the District by a representative from CWEA San Francisco Bay Section at the February 6, 2014 Board meeting. The District will compete for all three categories, as well as three submissions for the Gadgets and Gizmos category and the Quarter Century Recognition Award, at the CWEA Annual Conference on April 29, 2014 in Santa Clara. c) New Rodding Truck Received by the CSO Division The CSO Division ordered a new rodding truck in Fiscal Year 2011 -12. There was a delay in delivery because the company from whom the District purchased the rodder was bought out by a company in Canada. Staff is pleased to announce that the new rodding truck was delivered to CSO on Wednesday, December 18, 2013. Written Announcements January 23, 2014 Page 2 of 3 ENVIRONMENTAL SERVICES DIVISION d) Resolution of Unclaimed Homeowner and Contractor Deposits As announced at the October 3, 2013 Board meeting, the District previously collected deposits from both homeowners and contractors as a condition of obtaining a sewer permit. The District stopped requiring deposits prior to 1998. Since that time, many of the deposits were returned but staff was unable to locate some of the homeowners and contractors after several attempts and the unclaimed deposits remained on the books. According to Government Code Sections 50050 and 50051, the District is allowed to take unclaimed deposits into revenue after publishing legal notices. Notices were published in local newspapers in November and were also posted on the District website along with a form for making a claim. The deadline for filing a claim was December 31, 2013. No claims or inquiries were received. Unclaimed homeowner and contractor deposits in the amount of $59,683.32 will be taken into revenue. e) Environmental Services Division Employees to Attend National Association of Clean Water Agencies (NACWA) Winter Conference in Santa Fe, New Mexico, from February 2 -5, 2014 The National Association of Clean Water Agencies (NACWA) will hold its annual conference in Santa Fe to discuss "Compliance, Collaboration & Cost... Critical Drivers for Clean Water." Three District employees within the Environmental Services Division will attend: 1) Justin Waples, Assistant Engineer in Collection System Planning, will attend the regular conference cost to learn the latest developments related to regulatory requirements related to wet weather and reducing sanitary sewer overflows; 2) Tim Potter, Environmental Compliance Superintendent, will attend the regular conference cost to participate in committee meetings and technical sessions related to nutrients and flushable product issues; and 3) Melody LaBella, Provisional Associate Engineer in Recycled Water and Pollution Prevention, will attend to moderate and speak during a panel discussion on topics of wipes, pharmaceuticals and triclosan on February 4, 2014. NACWA will pay for Melody's flight and lodging. Staff attendance at this conference was included in the 2013 -14 Technical Training, Conference and Meetings Budget. Written Announcements January 23, 2014 Page 3 of 3 CONTRACTS UPDATE f) Recap of Contracts Signed by General Manager During Fourth Quarter 2013 The Board has asked to receive quarterly reports of the professional consulting agreements entered into by staff that fall within the increased staff authority limits that became effective December 15, 2011. On that date, the limit on staff authority for professional consulting services agreements was raised by the Board from $50,000 to $100,000. This is a report of all professional agreements entered into by staff which fall within the new staff authority limits (over $50,000 and less than $100,000) and amendments that cause agreements to fall within this dollar range. Listed below are all such agreements /amendments entered into during the fourth quarter of 2013 (10/1/13 - 12/31/13): All other contracts that are not considered "professional services," such as maintenance services, equipment, chemicals, and supplies, do not require Board approval regardless of dollar amount. The Board approves the annual budget which includes the expenses that come from these contracts, so these contracts are not included in this report as they have historically been within staff authority.
